In the aftermath of the September 2001 terrorist attacks on New York and Washington D.C., U.S. attention to terrorism in Latin America intensified, with an increase in bilateral and regional cooperation. Latin American nations strongly condemned the attacks, and took action through the Organization of American States (OAS) to strengthen hemispheric cooperation. In June 2002, OAS members signed an Inter-American Convention Against Terrorism. President Bush submitted the convention to the Senate...

The NASA Vision for Space Exploration is focused on the return of astronauts to the Moon. While navigation systems have already been proven in the Apollo missions to the moon, the current exploration campaign will involve more extensive and extended missions requiring new concepts for lunar navigation. In contrast to Apollo missions, which were limited to the near-side equatorial region of the moon, missions under the Exploration Systems Initiative will require navigation on the moon's limb and...

The main objectives of this effort were to develop a theoretical foundation for Time Domain Non-Linear SAR Processing, and corresponding DSP algorithms to efficiently implement the process on existing computer architectures. We formulated the equations to convert a flight path OPS/INS data into ECEF data that were suitable for mapping into a desired slant imaging plane. The GPS data of an existing SAR platform were used for testing this mapping. Codes were developed for simulating the...

We report the first results of relativistic correlation calculation of the spectroscopic properties for the ground state of E112H and its cation in which spin-orbit interaction is taken into account non-perturbatively. Studying the properties of E112 (eka-Hg) is required for chemical identification of its long-lived isotope, $^{283}$112. It is shown that appropriate accounting for spin-orbit effects leads to dramatic impact on the properties of E112H whereas they are not so important for...

The framework of algorithmic knowledge assumes that agents use algorithms to compute the facts they explicitly know. In many cases of interest, a deductive system, rather than a particular algorithm, captures the formal reasoning used by the agents to compute what they explicitly know. We introduce a logic for reasoning about both implicit and explicit knowledge with the latter defined with respect to a deductive system formalizing a logical theory for agents. The highly structured nature of...

We present the on-going observational program of a VIMOS Integral Field Unit survey of the central regions of massive, gravitational lensing galaxy clusters at redshift z~0.2. We have observed six clusters using the low-resolution blue grism (R about 200), and the spectroscopic survey is complemented by a wealth of photometric data, including Hubble Space Telescope optical data and near infrared VLT data. The principal scientific aims of this project are: the study of the high-z lensed...

We present high spatial resolution near-infrared spectra and images of the nucleus of Centaurus A (NGC 5128) obtained with NAOS-CONICA at the VLT. The adaptive optics corrected data have a spatial resolution of 0.06" (FWHM) in K- and 0.11" in H-band, four times higher than previous studies. The observed gas motions suggest a kinematically hot disk which is orbiting a central object and is oriented nearly perpendicular to the nuclear jet. We model the central rotation and velocity...

We present general methods to study the effect of multitrace deformations in conformal theories admitting holographic duals in Anti de Sitter space. In particular, we analyse the case that these deformations introduce an instability both in the bulk AdS space and in the boundary CFT. We also argue that multitrace deformations of the O(N) linear sigma model in three dimensions correspond to nontrivial time-dependent backgrounds in certain theories of infinitely many interacting massless fields...

We suggest that tunable orientational nonlinearity of nematic liquid crystals can be employed for all-optical switching in periodic photonic structures with liquid-crystal defects. We consider a one-dimensional periodic structure of Si layers with a local defect created by infiltrating a liquid crystal into a pore, and demonstrate, by solving numerically a system of coupled nonlinear equations for the nematic director and the propagating electric field, that the light-induced Freedericksz...

Within the causal set approach to quantum gravity, a discrete analog of a spacelike region is a set of unrelated elements, or an antichain. In the continuum approximation of the theory, a moment-of-time hypersurface is well represented by an inextendible antichain. We construct a richer structure corresponding to a thickening of this antichain containing non-trivial geometric and topological information. We find that covariant observables can be associated with such thickened antichains and...

The purpose of this paper is to discuss the various types of physical universe which could exist according to modern mathematical physics. The paper begins with an introduction that approaches the question from the viewpoint of ontic structural realism. Section 2 takes the case of the 'multiverse' of spatially homogeneous universes, and analyses the famous Collins-Hawking argument, which purports to show that our own universe is a very special member of this collection. Section 3 considers the...

We provide sufficient conditions under which the difference of the resolvents of two higher-order operators acting in $\R^N$ belongs to trace classes $\cC^p$. We provide explicit estimates on the norm of the resolvent difference in terms of $L^p$ norms of the difference of the coefficients. Such inequalities are useful in estimating the effect of localized perturbations of the coefficients.

The breakup of shearless invariant tori with winding number $\omega=[0,1,11,1,1,...]$ (in continued fraction representation) of the standard nontwist map is studied numerically using Greene's residue criterion. Tori of this winding number can assume the shape of meanders (folded-over invariant tori which are not graphs over the x-axis in $(x,y)$ phase space), whose breakup is the first point of focus here. Secondly, multiple shearless orbits of this winding number can exist, leading to a new...

We show that a dilute harmonically trapped two-component gas of fermionic atoms with a weak repulsive interaction has a pronounced super-shell structure: the shell fillings due to the spherical harmonic trapping potential are modulated by a beat mode. This changes the ``magic numbers'' occurring between the beat nodes by half a period. The length and amplitude of this beating mode depend on the strength of the interaction. We give a simple interpretation of the beat structure in terms of a...

We present a theoretical and experimental investigation of homonuclear ionizing collisions of laser-cooled metastable helium atoms, considering both the fermionic He-3 and bosonic He-4 isotope. The theoretical description combines quantum threshold behavior, Wigner's spin-conservation rule and quantum statistical symmetry requirements in a single-channel model, complementing a more complete close-coupling theory that has been reported for collisions of metastable He-4 atoms. The model is...

Magnetic excitations are studied in gapped quantum spin systems, for which spontaneous two-magnon decays are allowed by symmetry. Interaction between one- and two-particle states acquires nonanalytic frequency and momentum dependence near the boundary of two-magnon continuum. This leads to a termination point of single-particle branch for one-dimensional systems and to strong suppression of quasiparticle weight in two dimensions. The momentum dependence of the decay rate is calculated in...

We have modelled diffuse far-ultraviolet spectrum observed by FUSE near M42 as scattering of starlight from the Trapezium stars by dust in front of the nebula. The dust grains are known to be anomalous in Orion with Rv = 5.5 and these are the first measurements of the FUV optical properties of the grains outside of ``normal'' Milky Way dust. We find an albedo varying from 0.3 $\pm$ 0.1 at 912 \AA to 0.5 $\pm$ 0.2 at 1020 \AA which is consistent with theoretical predictions.

We present the Fundamental Plane (FP) for 38 early-type galaxies in the two rich galaxy clusters RXJ0152.7-1357 (z=0.83) and RXJ1226.9+3332 (z=0.89), reaching a limiting magnitude of M_B =-19.8 mag in the rest frame of the clusters. While the zero point offset of the FP for these high redshift clusters relative to our low redshift sample is consistent with passive evolution with a formation redshift of z_form ~ 3.2, the FP for the high redshift clusters is not only shifted as expected for a...
