kelly o'donnell is at the white house with the details for us. kelly, what can you tell us? >> reporter: good morning, chris. this is a significant development, one that will affect international travelers. the white house is saying that come early november, as they get the systems in place, fully vaccinated individuals, foreign nationals from anywhere in the world will be permitted to visit the united states via air travel if they have full vaccination and do a test for covid. that effectively would end what has been a long ban that has separated families and employees from businesses for many countries that have been prohibited from having travelers come to the u.s. for fear of the spread of the disease. so this is a significant change that will be implemented in early november. the cdc will decide which
