we begin our team coverage tonight live from southlake tahoe basin. katie? >> reporter: liz we are right outside of christmas valley. this is a community at the south end of the tahoe basin right along highway 50. this was an area where the fire did make it into the basin today. the big concern now, the winds because they are picking up tonight. >> there is a climbing area up there, too. that hillside it is cooked. >> 77-year-old will waited until the last minute to leave his home south. turning on the sprinklers and packing up everything they could. >> the home that i worked ought for the last year, i had to get things on newt what i see now, it says bail out. >> reporter: cal fire call inside extra strike teams to protect the homes and the businesses in the tahoe basin threatened by the caldor fire. >> this is the number one priority for wile fires right now. we are able to get the resources we need. >> reporter: the concern was along echo summit where flames were pushed down towards the more populated areas leading to mandatory evacuations for all of sout

is all going not just in southlake but across the country. and i think what you heard in that moment with that interview and the reason we included it and why we're planning it is because two years ago everyone in southlake when that first n-word video came out was willing to say racism is real, it exists, we're going to talk about it. even conservative council members and the mayor, they're all willing to address it head on. now after all that's happened, things have gotten so muddied and toxic that the superintendent of the schools, you could hear he wasn't sure if he should answer it. and he's someone who his job is controlled by the school board. they're the ones who hire him, and you heard there was calculating like am i allowed to say -- >> i sensed he believed racism does exist but that the toxicity stops him from saying it. >> we don't know. and i think that points to where this is going. now school officials, educators are watching their words, walking a tightrope afraid that they might say something that will upset angry parents. >>

. >> reporter: this week voters in southlake, texas sent a strong message. nine months after the school district proposed a diversity and inclusion plan voters gave a landslide victory to conservative city and school board candidates opposed to it >> if that's not a mandate, i don't know what is. >> reporter: the plan, developed after a 2018 viral video of students chanting the n word, first had the community united but then some parents saw it as an effort to discriminate against white students >> there will be no home for this toxic ideology here in southlake. >> reporter: many believing the school can address racist incidents with its existing code of conduct. >> so now the work begins >> reporter: southlake's candidates opposing the plan declined interviews. but hannah smith, winner of a school board seat, said in a statement to nbc news, "the voters have come together they don't want racially divisive critical race theory taught to their children or forced on their teachers." parents like robin cornish worry about what comes next. >> do i stand and figh

. >>> tonight, there is developing news in southlake, texas following the in depth reporting nbc news has done there on the issue of race and education. a new federal investigation is now underway antonia hylton has details. >> reporter: in southlake, texas, the u.s. department of the education has launched three civil rights investigations over unspecified allegations of discrimination based on race, nationality and gender southlake, which is just 2% black, was thrust into the national spotlight in 2018 after a video of students chanting the n word went viral. >> my son has been told his skin is too dark, that his nose is too big, that our family does not belong in the neighborhood. >> reporter: for almost a year nbc news covered the clash over race and education in this wealthy dallas suburb. >> they don't know what it's like to walk in the shoes of a student of color at carol. they never will. >> reporter: volunteers spent almost two years developing a school diversity plan but some parents pushed back launching a lawsuit that effectively killed the plan. >> there will be no home f

i am sure they loved it. >> reporter: evacuated southlake tahoe suddenly crawling with bears. video slows them running through empty streets and even opening someone's garage door. likely on the hunt for a bite to eat. >> two people's houses got broken into. one right by the high school. they broke the door down. and trashed it. >> reporter: travis parsons was just recently able to return home to southlake tahoe. he is hearing about bear break ins all over the community. even close to his house. >> my neighbor across the street they broke out his back window for a piece of a subsandwich, like the bread. >> reporter: we spoke to a man who owns 150 rental homes here. he says bears broke into 15 of those homes and went straight for the refrigerator. he just found the damage. the department of fish and wildlife is warning residents telling them not to give the bears food or water. some of them may have injuries from the wildfire but wildlife officers say to still leave them alone. they will find resources in unburned areas. >> i am not one to go up to bears. >> reporter: southlake

one of the reasons to focus on southlake is along this whole time southlake is about six mofts ahead of the rest of the country in terms of this critical race theory battle. and six months before you heard that in school boards across the country they talked about it in southlake. before the school board races in the fall are all about critical race theory. that was the case in southlake and sitting down to talk with the superintendent it is like a preview of where this is all going and what you hear there is a paralysis of not being sure what you can say when the people in your community have spoken so loudly that they don't want to be talking about the issues. if you look back two years ago when the video came out everybody in southlake was willing to say racism exists. but now educators are in this position not just in southlake but the condition of what can i say? what can't i say in what's against the law now for me to talk about when it comes to racism? >> and the last episode that i just listened to today is incredible and gets to the heart of this. election night. emotional t

and up to 28 aftershocks as well to the southeast and of southlake tahoe. beginning at noon tomorrow, we do have and he advisory going into effect for the santa clara valley and it is an excessive heat warning for the higher terrain of the bay area including the santa cruz mountains but also includes the inland valleys of the east bay and all of solano county. high temperatures for the advisories and the excessive heat warning and about 90 in san jose. some temperatures by saturday afternoon far inland in the east bay and fairfield and antioch and brentwood could approach 110 and even hotter weather than that. this is further inland into the central valley where they could approach 115 by saturday afternoon. we will look at what is happening right now. we look to the west where we have seen a lot of fog recently and the marine layer has been squashed by this heat dome building and so we see a little bit of sunshine peeking through along the coast and temperatures are hot with 98 in concord and 99 in livermore and 91 santa rosa and only 84 in san jose. ble 6

these issues in southlake have been building for years. and you can trace it back to, you know, charlottesville, the racial awakening that's happening across the country during the trump years. certainly after george floyd and what you see in this mostly white but diversifying suburban community is an effort to try to address these issues. the same kind of efforts that were happening across the country, especially in 2020 after george floyd with a plan to try to address racist bullying, to try to address curriculum that, you know, centered the perspective of white students and maybe not other cultures. and so now, since then, there's been a backlash. but that began in late 2020, into early this year, and it's just building and building and we've been tracing this story, that is a national story, in this one community that got a head start. >> yeah. >> and it kind of has offered us a preview of what's to come in other places. >> so, mike, that said, what was your reaction when you heard this latest, not only the fact that this administrator

we will begin with katie nelson above southlake tahoe tonight, katie? >> reporter: ken, we are at the lodge on the california side of the mountain and tonight, snow-making machines are on blowing a fine watery mist across the mountain. >> reporter: crews from cal fire are putting together a strategy tonight to try to save heavenly from the caldor fire as the winds continue to push the flames east, straight towards the ski resort. >> we want the plan in place and everything built and in place where we can hold it here. >> reporter: firefighters made a plan for dozers to cut lines around the resort overnight. another key part of the strategy is the snow-making machines. >> it will help a lot. it is getting t is spreading water out. it is increasing the humidity level. it getting everything wet so if we have any spots in here it is able to slow it down to where we can get folks in it. >> reporter: at highway 88 at kirkwood, crews there are working tonight to try to protect the runs and infrastructure as the fire continues to move closer. fanned by the gust

they hear from some white residents in southlake that they feel the identity of southlake, the true texas roots of southlake are being threatened. as they come forward and try to have a dialogue about some of the racist harassment their students have faced at school, the comments, the exclusion that their kids complain about, i mean student after student has spoken to me and my co-host and they often use the word isolation. they go through the school district and they feel completely alone the entire time. they keep trying to tell these stories and they feel that their neighbors essentially have told them, you know, either get with the program, the culture of this town, or get out. >> what does this sort of backlash mean in terms of the way the school is dealing with issues now? have they managed to essentially curtail this proposed curriculum? >> well, the district's hands are tied at the moment because the restraining order is in place that bars any kind of work on a diversity and inclusion plan. i mean when you talk to administrators, even when you try to speak to them just on backgrou

what were her thoughts on why southlake parents were so quick to react to that term? >> that's right. i had an extended conversation a couple of months ago with kimberly crenshaw, one of the founding scholars of critical race theory and talked about what it was like to see decades of her work become so solarized and politicized and her reflection of her real message at the time was she saw this as a direct backlash to the movement for racial and social justice in the wake of george floyd's murder. what's fascinating that mike hix and my co-host and i trace in this podcast covering southlake is exactly what happens in this period in the summer of 2020 going into the fall back into the school year. as the community is grappling with conversations around george floyd and students of color coming forward and wanting to talk about their experiences. they start to see this diversity and inclusion plan that's been worked on for years and presented in town and it completely different racialized and politicized sense. it was fascinating to see crenshaw's reaction on how her wo

reporter: we are back with you live with this hazy view in southlake. i spoke with calfire that wrapped up their community meeting tonight, stressing no indication of additional evacuation warnings. as we have heard, people here in southlake are preparing to leave at any moment. they did mention the fire is starting to ramp up in the community of strawberry. certainly a lot of concerns in the days ahead. i do know of some families who have left the area because the air quality is so bad. we see some ash falling on my shirt here. they have left and they have been using their ring doorbell cameras to identify the smoke level on their streets to see if their homes are going to be ok. they are less than one mile from the evacuation zone. a lot of uncertainty for families in this area. live in southlake, stephanie sierra, abc 7 news. kumasi: thank you, stephanie. the smoke from the wildfires is choking the bay area. on top of that, we have a heat wave. you are tracking all of that. drew: this is the poorest air quality we have seen so far this season. unheal

people say the story of "southlake" is a story of their town. even if they're far away from texas, these same issues of diversifying towns and trying to grapple with the real of how different people came to the country, what it means to be american for them, and having those messy and uncomfortable conversations is happening anywhere, and it's comfortable for them to hear, how did we get here. >> i have a good friend who's texting me constantly because it's happening in her town. ice trouble ling to her and she's wondering what to do. the people getting hurt the most are the teachers, the educators, and the kids. >> the kids. >> antonia, just quickly, what was the most troubling thing you found in looking at "southlake?" >> when you look at a lot of the early reporting and talk to folks in town, they center the voices of local politicians like allen west, powerful parents, well known people. so there are all of these adults fighting over these issues. if there's know diversity plan in place t people who will be injure ready the children. they're

it's called southlake. how did it all get started with you and our colleague. >> thanks for having me on, jacob. so right after george floyd's murder mike hickson because and i started to see a change in some communities around the u.s. where there was a backlash, communities had maybe tried to implement diversity and inclusion plans or talk about race in a different way this schools and then parents were responding in some communities negatively to this. when we first found out about southlake we got to work on this at the beginning of this year. it to us was a story about changing relationships in suburbs and it quickly became much larger than that we we realize that had southlake was one of the first communities to enter this culture war over critical race theory, how we talk about racism and systemic racism in history. they got their fight started in 2018. students in the district chanting the "n" word, parents tried to -- parents tried to implement a diversity and inclusion plan and it comes out in the

tens of thousands of people are returning home to southlake tahoe. cars starting rolling in this afternoon. when cal fire lifted evacuation orders. nearly 22,000 residents were forced to leave, you remember last week, as the caldor fire raged towards the area. >> the idea of losing our history, that was more devastating than just losing my own home. >> it feels great, you know. and coming in slowly, a little at a time unlike leaving which was a traffic jam. >> firefighters say calmer winds and better weather conditions helped them keep the flames in check the last few days. they say no homes were lost on the eastern side. caldor fire burned 215,000 fires. at last check it destroyed 700 homes and 27,000 others are threatened. the fire is 44% contained. >>> crews are battling two more fires nonorthern california tonight. the bridge fire erupted under the forest hill bridge in auburn this afternoon. it quickly grew to 200 acres. crews evacuated the auburn state recreational area. the fire is 0% contained tonight. >> another new fire being called the law

i have a lot of friends that live in southlake. they have been having some racial problems there recently. i have talked with members of the pakistani community that live in southlake. and a lot of the kids there have told me that one of the reasons why they wanted to start addressing these racial issues is that they were going to school and they were being called terrorists every day. i know a african-american family that lives there, and they were speaking out against some of the racial issues at one of the school board meetings, and she went shopping a few days later and someone had come back and wrote the n-word with shoe polish on her car. there are a ton of issues in that particular area, southlake, colleyville. we had a black principal, the first principal in the school district next door to the southlake, and he lost his job over pictures that were taken of him and his wife enjoying themselves on the beach and he's black and she's a white woman. they said that he was trying to teach critical race theory at the school and so

we're talking about southlake, texas where three years ago a video of white students chanting the "n" word went viral. a proposal for a new diversity plan emermged from the aftermath of that controversy and that plan in turn receiving its own backlash from conservative parents, concerned about critical race theory. a dog whistle popular among republicans. this week's school board election this diversity plan became the main issue and the big winner was andrew yeger who is against the plan. saying if this plan would be implemented it would no longer be an excellent school district. we should mention yeager is an ad sales associate. let's bring in one of the reporters working on the story more than a year. national investigative reporter mike hicksenbaugh. what's been the reaction to the election results and why is this appointment so significant? what does this mean for the makeup of the school board now? >> well, at this point, candidates who campaigned on a platform against, as you put it, critical race theory have a 4-3 majority. any hope of passing the diversity plan is over and no

but what happened in southlake, that preceded a lot of the debates. how did that get started >> it's one of the ground zero communities where the fight over race and history began starting in 2018 with the video you mentioned of well-known students in the district chanting the n word. what you see happen at first in 2018 is the community came together, a diversity council formed that worked almost two years on a ds diversity plan for the school district. when the plan is ready in 2020 not long after at murder of george floyd, there is a massive backlash. parents raise hundreds of thousands of dollars, one parent brings a lawsuit that ultimately leads to a restraining order that keeps the district from working on any kind of diversity and inclusion program for the kids. and so this podcast is really about taking people past the fighting that we're all seeing at school board meetings and transporting you inside the school district. what actually has been happening in a communities where fights over race and history have been raging for years. i want to

. >>> it is been a lot of happy moments here in southlake tahoe and traffic is now flowing to this area after it is been a week since the people who lived here are forced to leave their homes not knowing what they will return to and you see the traffic happening now and we also see a big welcome back happening here in southlake tahoe with firefighters standing along the highway here waving at people as they enter back into this area and again it has been nearly a week since the people had a lever from the caldor fire and now a sigh of relief for families and right now within the city limits owners and orders have been lifted up to the tahoe airport and pioneer trail from the state line west to the boulevard and those evacuation orders have been downgraded to evacuation warnings and you hear that honking happening and people excited to be back in the area and the sheriff's office is asking people to remain patient and drive with caution as they expect traffic to pick up with more people entering back into this area and another reminder that the sheriff's office wants people to be on the

as for the scene in southlake reporter laura haseley is there now. how are the crowds? >> reporter: well, first of all it is an absolutely beautiful day here in southlake and as you can see people slowly starting to trickle into the area, enjoying the beach, enjoying the weather, starting out this friday, memorial day weekend, it'll be much different weekend than it was last year of course with restrictions loosening up here in the area. let's talk about the drive up, whether you are coming from the sacramento area or from the bay area, on our way up there was not a ton of traffic but caltrans says that is likely to change as we go into the afternoon hours, so if you are just getting on the road make sure to take it slow. of course, it is a holiday weekend so you can expect that traffic so just don't be frustrated, drive slowly, drive safely. you will get here eventually and you will be able to enjoy all of this. >> it does look beautiful. that is great advice. >>> while resorts prepare for the influx of travelers, a magnitude 4.2 quake rattles the lake area, followed b

today mandatory evacuations in southlake tahoe were reduced to warnings. devin fehely has the latest. >> reporter: it is little by little and there is a long ways to go before it continues in a good effort has been made. >> reporter: herculean effort to slow the massive caldor fire down and then hold the line preventing it from burning one of northern california's gems, southlake tahoe. >> cautiously optimistic that we will continue to keep the caldor fire out of the populated areas of the south lake tahoe region and communities nearby and we have to continue to make sure all of those hotspots, several miles from the fire line are out. >> reporter: it was embers driven by the wind during the red flag warning this week that fueled the march toward the lake and conditions have improved and containment is up with 43% of the caldor fire and 56% for the dixie fire to the north and evacuation orders, however, are still in place. >> you want to get those people back and we know how much tourism is relied upon in that area so pulling the evacuation >> is a priorit

reporter: air quality here in southlake tahoe has gone from bad to worse. residents and businesses are faring what is to come, as the caldor fire is moving in this direction. a telltale sign is the smoke you see in the distance. the flames continued moving northeast from the community of strawberry. as the winds are picking up, the less you can see here on the lake. community preparing to evacuate any day now. orange smokies guys leaving behind an eerie haze of emptiness in south lake tahoe as the caldor fire inches closer. . what direction is the fire headed tonight? >> fire will probably be heading in the north northeasterly direction. reporter: the flames burning 12 mountain south -- 12 mile south. >> in the day, it is just like a ghost town. >> it's sad. there is really nothing but the casino. reporter: are fairly and jim pilgrims visited from oklahoma, a lonely one coming even worse for businesses. >> ones that are hurting. reporter: the city's main strip deserted. parking lots empty. golf course even depressing as hayes looms in the background. the ai

on the eastern side of the sierra but close to the california nevada border and to the southeast of southlake tahoe and reports of how strong the shaking was and have been widely variable in terms of the did you feel it map and reports being made by the us geological survey and i know it is a splotchy map here, but this gets filtered out by zip code so that is why you see the pattern you do and the strongest reports are closer to the center of that earthquake, but it is a sparsely populated part of california and mountainous terrain along 395 and it has caused some concern but toward the lower end of the spectrum even as close to the center of southlake tocco -- tahoe and we have had some reports of light shaking from the east bay but the weather producer in the mission district in san francisco reported feeling it at his house as well so we are talking a wide field of those reports coming in of the shaking being felt even in the bay area. these are all of the aftershocks and the center is the first quake that occurred at 3:49 and that is the 5.9 quake and the red dots. and these are all of t

blue layer of smoke hovering over the south and east side of the lake and in response the smoke in southlake tahoe has another wildfire forcing mandatory evacuations in other counties. they say the dixie fire has burned more than 50,000 acres in that canyon and crews are battling strong wind and high temperatures and steep terrain and they are trying to keep the flames from moving northeast. tonight, the fire is 15% contained. >>> the search is on for a gunman opened fire near popular walnut creek nightclub. one person died and three others are hurt. it happened near the spoon tonic lounge and da lin spoke with witnesses who said the club was packed and there were several fights before the shooting. >> reporter: the club is back there but the shooting happened in this area and this part of the parking lot and witnesses say gunman was standing shooting his gun toward a car trying to leave the parking lot and they said that car somehow reversed and backed into this light pole and then the damage to the taillight as you can see on the ground and they say the gunmen started shooting at the peopl
