they're nominally about two arizona policies, but they will have repercussions that go well beyond arizona. the litigants here, the democratic party and voters, have argued that these two provisions, the law and the policy restricting out of precinct ballots, are discriminatory against minority voters. hot the court will take up in the case is whether in order to prove discrimination against voters you have to show that the state actually intended to discriminate or whether or not it's simply enough to have this disparate impact on minority voters. if it's the latter, that will be more beneficial for minority voters. if it's the former, it means it will be much harder for litigants to prove irregularities or discrimination in voting laws because you have to show there was malice or intent to discriminate against voters. so these are cases that will be about these two arizona policies but they will obviously have lasting ramifications beyond arizona and for the country as a whole. >> eugene, when we talk about the contours of what's happening in the democratic party, we're hearing about min
