cleaver: thank you testimony. we know recognize the century foundation. >> good afternoon, chairman cleaver, ranking member hill, and all the members of the subcommittee. thank you for holding this important hearing on exclusionary housing. i am the senior fellow at the century foundation, where i conduct research on housing and education policy. it is my testimony that local zoning policies that prohibit multifamily dwellings are driving up housing prices, fueling racial and economic segregation, and removing the opportunity for millions of families to achieve the american dream. there is much the congress can do to fix this, including adopting a new economic housing act which i will discuss in a moment. i call local exclusionary policies the world we don't see, because they are less visible to the public than other forms of discrimination. most americans today understand that it was wrong for white moms to scream at young black children trying to attend desegregated schools in the south in the 1960's. many of us
