acting was my social life when i was a journalist in wilmington, north carolina years ago. that is what i did in the evenings. we had theater companies, built that movie studio in the early 1980s and the town was ripe with actors. >> host: how did you learn to inhabit your grandfather skin? >> there are not a lot of good voice recordings we have some of the truman library but they are all old. they are black-and-white. they are teeny, the sound quality is not good his voice sounds very high. i think he raised it a bit anyway when he was speaking. he does not sound like the man i remember. but he was much older by the time i have memories of him for there are some audio recordings in the truman library of him explaining various aspects of his presidency or he's talking normally, quietly to an archivist. i use those who try to get his voice, accent and watch the old films for what he did with his hands, how he stood, even that is not completely accurate because he was always onstage fees always giving a speech, chopping the air like this and pointing. it's hard to find family

the speaker pro tempore: the chair recognizes the gentlewoman from north carolina, ms. foxx, for five minutes. ms. foxx: thank you, mr. speaker. mr. speaker, in 1994, jan, an author from north carolina, released a novel titled "at home in midford." that novel was the first of 14 she wrote in a series that depicted a small town located in western north carolina. to be clear, the town of midford is purely fictional but in fact it was based off a town in north carolina's fifth district where jan karen grew up and drew inspiration of, the town of hudson. in early october, it's my privilege and honor, along with hundreds of people from 31 different states to be in hudson for the dedication ceremony of the new midford museum. the mission of this museum is to share the small town values through artifacts and archives that relate to western north carolina and jane karen's novels. one of the museum's objectives is also to enrich both reading and writing appreciation and enhancing the literary skills in use in adults. those important endeavors are worthy of praise. jan karen, alo

and north carolina, no stranger to controversial maps. lawmakers are proposing some maps that could give republicans an 11-3 advantage in the state's congressional delegation. 48% of people in north carolina voted for joe biden in the 2020 election. congresswoman, what do you make of the redistricting efforts by republicans in your own state? >> it goes back to picking your voters rather than letting voters have proportionate representation. north carolina is a purple state. we're very evenly divided. we have a democratic governor, an attorney general, but we have republican u.s. senators. and there is no reason to draw districts like the republicans are doing except to gain the system. and the u.s. supreme court has made that easier by virtually gutting the voting rights act. both racial preclearance, section 5 and now making it harder to sue. so, the republicans are taking advantage of it in north carolina and across the country. and that's plain wrong. >> before i let you go, i do want to ask you about steve bannon. you said this week,

a prejudge panel examining 2013 north carolina voting law that requires strict voter i.d. and limited early voting the judges wrote, quote, targeted african-americans with almost surgical precision. this was no coincidence the court filed. before acting the law the legislature request data on the use by race of a number of voting practices. the general assembly enacted legislation that restricted voting of legislation in five different ways all of which disproportionately affect african-americans. that's eight years ago. and the question i have for you, is there evidence now what we're seeing in the states of recurrence of this theme? >> yes, in the department's view voting discrimination is a current day problem. the justice department has found that section 2 litigation which is brought in the states you referenced, north carolina and texas, have proven to be an inadequate substitute for the important protections that had long been provided by section 5. the advantage with section 5 is that it blocks these discriminatory laws from ever taking root in our electoral proces
