joining me right now, associated press white house reporter jonathan lemire and university of alabama law professor and former u.s. attorney joyce vance. jon, is he seeing this executive privilege as a way to keep stalling things? >> i think there are a few things at play here. first of all, let's remember that when president trump was in office and the democrats took control of the house, the administration stonewalled every attempt to investigate. the motto here was just say no, the trump official would not cooperate with subpoenas and other congressional inquiries. bannon now, who had fallen out of grace with the president and is now back in, is certainly the one carrying trump's message of electoral fraud, suggesting that he would be returned to office some day. and he is not going to cooperate. he could be punished here. there are fines, essentially even a year in jail. but even if that were to happen to him, and it's unclear that this committee will go down that road, but they still wouldn't necessarily get his testimony. there's no way to force him to actually testify. but he i

yamiche: joining me to discuss what is in, what is out and where the negotiations stand -- jonathan lemire, the new host of msnbc's "way too early." i am happy you stayed awake to join us from new york and congratulations on the new show. here with me in studio -- thank you, jonathan. in studio, dan balz, chief correspondent for the washington post. ayesha rascoe from npr. and ali vitali, nbc news capitol hill correspondent. ali, i have to start with you. you were running all through capitol hill. what is the latest this hour? are there the votes with democrats to get this through to make this framework a law? ali: even in all of our sprinting from joe manchin's car and all throughout the halls of congress, there's clearly a will to get this done but it is a question of time. progressives have long felt that if this takes an extra few days or weeks, it is more important for them to get as many of the policy priorities in as they can. now, it feels like we have been here before in some ways because they have some close to voting and have had to pull back because progressives help align. wha

it's jonathan lemire. a concern for you is climate change and in the negotiations recently the clean energy provisions seems to have fallen out of the bill. can i get your take on that? but also, what replacements will go in there and will they be adequate enough? >> jonathan, i think this issue is critical and we will make significant progress on climate in this bill. i have spocken to senator manchin now several times this week and i think we will have clean energy tax credits which we were supportive of and hoped to have is a clean electricity performance plan. we are going to have to replace that because senator manchin has a different view on that but we are trying to find some alternatives that will still allow us to bring down carbon emissions with not perhaps not as much in our view as we would have done with the cepp but will say we're investing half a trillion dollars into taking on climate change and we will bring down carbon emissions through these other things so, for example, if we were to al

i'm jonathan lemire. >>> amid speculation of a possible 2024 run, former president donald trump is sending a clear message to republicans, don't vote. in a statement yesterday, the former president urged his supporters to focus on the last election instead, writing this. if we don't solve the presidential election fraud of 2020, which we have thoroughly and conclusively documented, republicans will not be voting in '22 or '24. it is the single most important thing for republicans to do. as a reminder, no evidence of election fraud has been documented. on the contrary, election officials have repeatedly called last year's vote the most secure in u.s. history and even audits by pro-trump groups have found joe biden won, in some cases by wader margins than initially thought. trump issued plans where democrats regained full control of congress. this is certainly an unusual election strategy. hey, guys, stay home, don't vote. meanwhile, ahead of next month's gubernatorial election in virginia, former president trump and steve bannon, his one-time adviser, are working to rally voters behind cand

. >> joining me now, jonathan lemire, white house reporter for the associated press, and also an msnbc political analyst. also with us is nbc news capitol hill correspondent, ali vitali. ali, let me start with you. what's the government defaulting on its debt really mean? >> you can sort of think about this like you can think about paying your credit card bill, only the credit card bill we're talking about is the u.s. governments. the debt ceiling battle here on capitol hill is the congress saying to the government, this is how much money you can borrow to go back and pay your debts. it's important to point out that this is money that the government has already spent. so big ticket items from the trump administration, for example, things like the trump tax cuts that all republicans up here on the hill supported, that's what we're talking about. but the argument up here on the hill has hinged on the money that democrats are tryingto spend in the future, things like $3.5 trillion or lower on reconciliation. the roughly $1-point-something million of bipartisan infrastructure spending. tha

. >> governor whitman, it's jonathan lemire. let's talk for a minute about those who are on the extreme part of the party. we're seeing right now efforts in state legislatures who restrict access to the ballot. we are seeing efforts, trump-backed candidates become secretary of states in battlegrounds that could loom large, raising concerns about the certification of the vote and perhaps the election will be given to someone who doesn't actually win it. you've been in the party for a long time. what are you seeing out there? how concerned are you about these efforts? how much faith do you have in the 2024 election will be conducted fairly? >> well, i'm very concerned about what i'm seeing. that's why i'm co-chairing the center and we're supporting those states that are being targeted to give them the ammunition they need to be able to push back against some of these new laws and some of the lies that are being spread. we should be proud. the 2020 election was a huge success. we had more people voting in the middle of a pandemic w
