jeremy diamond is at the white house, lauryn fox is on capitol hill. jeremy, what do we expect to hear from the president later today? >> we've heard president biden repeatedly make clear not lifting the debt ceiling isn't an option, default something not an option for the united states and obviously so far a lot is focused on trying to pressure republicans to join along with democrats or allow democrats to do this by a simple majority vote, something they have tried and failed because republicans have prevented them from doing so over the last week. expect president biden to continue to raise the pressure on republicans to fulfill this responsibility of raising the debt ceiling. i don't know that's going to have a huge impact on those republicans. so ultimately here there are two weeks left to go and president biden and democrats may need to find another path ahead. one thing that i think is very clear here at the white house is that not lifting the debt ceiling is not an option and i think republicans are very, very cognizant of that. now at the same

let's begin at the white house where jeremy diamond is here. the president laid out a sequence there, saying, listen, i can't raise the idea of a carve out in the filibuster for voting rights until i get through this economic plan. he knows sinema, manchin oppose that. did he deliberately open the door to a next step that would involve a carveout for voting rights? >> reporter: well it was a shift in the president's previous position over the filibuster. the president signaling in the most clear terms yet that he is open to, quote, fundamentally altering the filibuster, not just for voting rights, perhaps also this issue of the debt limit, but also maybe more is what the president said there. certainly opening up pandora's box, but making very clear that that process is not something that he wants to, nor can he afford to engage in right now as he tries to get senators manchin and sinema on board with this reconciliation package. and that is where the president's focus is right now. and clearly it is a priority for the president over this issue

cnn's jeremy diamond live for us this morning. hi, jeremy, in washington. gutting the filibuster would have major ramifications for washington and the country. but it's not up to him. >> reporter: it's not up to him. but certainly if he pushed for it, we would have perhaps a very different conversation. but one thing that the president made clear yesterday in the same breath as he was saying that he is open to fundamentally altering the filibuster, perhaps even scrapping it all together for issues like voting rights, the debt limit, and maybe even more, the president also making clear that the current dynamics in congress and his current priorities don't allow that conversation to move forward. or at least he won't allow himself to have that conversation for those very reasons. the president making clear that if he were to move forward to try and scrap the filibuster to pass voting rights legislation, for example, that he would lose, he said, at least three votes in the senate. we know at least two of those votes are senator joe manchin and senator kirsten

jeremy diamond, let's start with you. president biden not focusing too much on the details of that report which were not exactly glowing and instead to really push his agenda. >> yeah. you know, erica, what real struck me the most is frankly how combative the president was in trying to defend his economic record and what this jobs report actually shows. in the past we've seen the presidents acknowledge that a jobs report wasn't perhaps as good as he had hoped, talked about the fact that ultimately in the long view of things we are seeing progress. today we saw that last part, but it was much more combative. the president talking about a lot of noise in washington but ultimately urging people to look at progress, progress, progress, and what he also did i is he talked about that unemployment number and really honed in on that and that was the beginning of the remarks talking about the fact that this is the first time over a year we're seeing unemployment of 5% and what the president didn't talk was the drop in the up emplo

. >>> first, let's bring in jeremy diamond at the white house and cnn's lauren fox on capitol hill. lauren, you are hearing that president biden actually laid out a range for a top-line number for the big build back better bill to expand social safety net spending? >> well, that's right. coming out of this meeting we're talking to members and trying to understand exactly what happened in that room. representative quellar told us that the president laid out the fact that $3.5 trillion for the social safety net plan is what a lot of democrats would prefer. but he did say that this may have to be somewhere in the range of $2 trillion, which is a much smaller number, of course, than that $3.5 trillion. and that's always because of those two members over in the senate, kyrsten sinema and joe manchin, moderates who made it clear they're not comfortable going as high as $3.5 trillion. so obviously that was a very significant moment to some members who were listening closely. and cuellar told us he viewed it as the president trying to make clear to progressives, i'm on your side. i'm fighti
