housing supply. simply more people who want to buy a home than there are homes available. the same applies to the rental market. in certain local zoning policies , it can make it more difficult and expensive to build new housing or apartments. impeding the kind of market-driven behavior between buyers and sellers that could help bring the cost of housing down. imposing new government mandates like exclusionary zoning, or increasing federal housing vouchers to subsidize downpayments, does not do anything to address the underlying supply-demand imbalance. it will shift the costs to residents through higher rent, and federal subsidies. instead, we should find a way to incentivize and type housing demand to make it easier and less expensive to build housing across the development process, from permitting to planning to construction. if homeownership is about housing goals, we should look at how it is unobtainable for thousands of americans in both rural and urban areas. i look forward to hearing from wit

we need greater housing supply and greater housing subsidy to ensure affordability of housing. the build back better act envisions the distinction of section eight housing. we disagree on the question. i have a question regarding housing supply. i have spoken about need. we need incentives. i'm skeptical about the effect of this. it seems an associate of community determined to remain inclusive is unlikely to be swayed. what reason is there to think incentives are effective at effectuating the change necessary for the affordability crisis? >> is that question for me? >> yes. >> i agree incentives are not sufficient to encourage local zoning reform, because the problem is most high tax based localities where the federal grants will be least effective. i think any program that does use incentives must be designed as -- designed to be as effective as possible. reforms must come from the local or state levels rather than relying on the federal pursestrings. >> it seems the proper response is not incentives. it is the robust enforcement of the fair housing act. i admire your researc

look, we all know the housing action coalition, we are a member supported nonprofit that supports housing at all levels of affordability. and just like you, we are well aware that san francisco is experiencing an affordable and displacement crisis being primarily caused by an underproduction of housing at all levels of affordability for the last 50 years. right? and we know that workers and people who work every day and the key workers and the teachers and the firefighters and the nurses and they are getting pushed further and further and further out of san francisco. and they have super commutes. they are driving two hours in each direction. and that is what is contributing to greenhouse gases and the climate change. it makes sense to look at where there is available land to develop and take old time car centric and gas stations and parking lots and make it easier for developers to build housing at all levels of affordability and that makes sense in san francisco. we're going to have workers living closer to the urban centers and being able to walk and take public transportation. we're g

discussions continue with the house, senate and white house to reach a bicameral framework agreement to buy back a reconciliation bill and they tell me there won't be a vote tonight. the president you see there remains in the west wing, getting updates from his team. this is all up in the air, nobody knows what's going to happen. we don't know now. we're getting information from our sources, from our reporters and producers and correspondents on capitol hill. the clock is ticking. the speaker is saying she'll only bring that bill to the floor if she has the votes to pass it. progressives are saying she doesn't have the votes to pass it. president biden's own party threatening to blow up his domestic agenda, his own party, and all of this is about placating manchin and sinema. manchin who says he doesn't see a deal tonight. i just reported that to you. he doesn't see a deal saying his massive bill is $1.5 trillion, which is a long way off from the $3.5 trillion the president laid out. manchin said he told the president that. >> he was really sincere. he would like to have a lot more t

the bill is meant to retain affordable housing and address the housing crisis. it's not meant to be used as a loophole for the wealthy to evade section 317. invoking sb330 without complying with its own requirements is also unlawful. they need a separate application which they never filed. two, they would need to replace the bottom protected unit with a comparable unit. now, even if the unit is unauthorized, the bulletin makes it clear that u.d.u.s get the same exact protection as authorized units. three, they would deed restrict the bottom unit that they build to 50% of 80% of adjusted income. planning said it was too difficult for them to file their own requirements and bulletin. if you can't determine the and, by the way, it was not that hard. we have tracked down that tenancy with ease. now, planning requires to follow only one criteria of sb30 which confused everybody. so to -- they said they would put both units under rent control which is smoke and mirrors. the building can never inherently be affordable. the misuse of sb330 as a way to circumvent a clear

can they win more seats in the house and senate if they don't get this done? >> every democrat knows their majority in the house and senate is on the line. they need to complete some of the promises they've made to voters. because other issues like voting rights, immigration, gun control seem certainly likely to not be addressed, based on the numbers that they do have in congress right now. as for making up the trust deficit, that's going to be enormously challenging and fall largely on joe biden's shoulders to do so. he is the bridge right now. he's the person that progressives and those moderates do still seem to trust. he can lean on his relationships in the senate, including with joe biden -- excuse me, with joe mansion. on the house side, i was struck by the fact that we saw so many progressives coming out of that meeting today, praising the president for his commitment to this agenda, on which they are all aligned. i think he will be the key figure to bridge the trust divide. i don't see a joe manchin anulld that off themselves. that's too much of a heav
