here's abc's steve osunsami. >> reporter: millions of americans, who because of the pandemic are having trouble paying the rent, are watching the clock run out tonight on rules that keep them from giovanni bh is la o says h the could get thrown out into the street. >> a lot of people that are facing eviction are very much in the process of not knowing what to do and trying to figure out where their kids will go to school in the next couple of months if they're going to be evicted. >> reporter: the trump administration put the eviction moratorium in place last summer, and public health officials at the cdc in atlanta have extended it three times, saying last month that this was their "final extension of the moratorium." adding insult to injury, money that congress has set aside to help renters in trouble isn't getting to these americans. of the $47 billion, only about $3 billion has made its way to renters through their states and cities. in new york state, for example, they've handed out almost none of this money. democratic lawmakers in congress are trying to rush together a plan that

jha is standing by, but abc's steve osunsami leads us off at the cdc in atlanta. >> reporter: public health officials are trying to warn americans tonight that the fight against the coronavirus has changed dramatically. after looking at the latest outbreaks around the world, they believe that this new delta variant of the coronavirus is at least three times as contagious as ebola, bird flu, and the common cold. just one person sick with the original strain of the disease could easily infect an average of two to three people in close contact. that number could now be up to nine people with the delta variant, according to the cdc. >> i started to get a fever, and that's when i kind of knew, oh this is it, this is -- this is covid. >> reporter: johnny chagnon is one of the nearly 900 new cases of covid-19 that came from what scientists believe is an outbreak of the new delta variant in provincetown, massachusetts. he and his friends were fully vaccinated. >> we were partying, like i said, partying like it's 2019, pretending like the pandemic never happened. i've heard of dozens or even

steve osunsami leading us off tonight from atlanta. >> reporter: public health officials tonight are frightened by the direction the numbers are heading. nearly every state except south dakota and wyoming is seeing the number of new cases starting to rise again. >> virtually all hospitalizations and deaths are occurring among unvaccinated americans. these tragedies are avoidable. >> reporter: the numbers are where we were last fall, long before the vaccines, and before the average number of new cases multiplied months later. the cdc is sharing this map tonight to make a point, the areas in red are places where the virus is now spreading the fastest, and these happen to be many of the same places where vaccination rates are the lowest. >> most people will either get vaccinated or have been previously infected, or they will get this delta variant, and for most people who get this delta variant, it's going to be the most serious virus that they get in their lifetime in terms of the risk of putting them in the hospital. >> reporter: a doctor at a regional hospital in arkansas has recorde

steve osunsami is live at cdc headquarters in atlanta. good morning, steve. >> reporter: good morning to you, george. the numbers show that most of these cases of new outbreaks are happening in states with the lowest vaccination rates. the director of the cdc is saying that this is becoming a pandemic of the unvaccinated. healthcare workers in the nation's hospitals are concerned this morning by the new numbers of covid cases they're seeing again. most likely caused by the delta variant of the coronavirus. in oklahoma, the average number of hospital admissions for covid-19 has nearly tripled in the last month. >> we're basically full now. we haven't seen that since the height of the pandemic in january and february. state but south dakota south dakota and wyoming is reporting a rise in new cases. nearly 19,000 people are currently hospitalized nationwide. about 26% more this week than last week. that's still, of course, much better than the all-time high of 125,000 covid-19 hospitalizations that the country reached in january, but authori
