explain why this is so bad for west virginia in particular. >> i think in the state of west virginia we have a perception problem. when we perpetuate the fear based stigma of trans folks we validate those fears. i'm proud to live here in the city of wheeling and i know west virginia is a welcoming and inclusive place. we have representatives across the state that would rather put their political oxygen into something that is staked in discrimination and bigotry. i'm very proud of the community organizing work happening across the state west virginia to push back on things like this. unfortunately, we didn't get here overnight. it's going to take a lot of time to ensure that we are pushing forward for progressive change in the state. >> my colleague hallie jackson asked jessica, the young woman in that piece that she did in alabama, she said, what's your message to legislatures in other states? she said, listen to the kids, because they are telling the truth, because there's nothing else to tell. what's your message to other legislatures thinking about targeting the trans community in

virginia and we are really close. >> no doubt west virginia has been a model for so many states and early on in the pandemic but talk about the estimated cost. do you have an idea based on the population of 16 to 35-year-olds and what do you say to critics that say it could be too expensive? >> they don't have a clue if they say that. in the state of west virginia in the last two months we spent between $19 million and $22 million on testing. just testing alone. this whole thing we have got 380,000 16 to 35-year-olds in we have -- west virginia. the entire program will cost about $27 million if we're marv vously successful and if we do that you think we can shut this thing down. our testing needs would drop out of the sky. we would save hospitalizations and so many different lives and everything. this is the thing to do. in west virginia one thing we have done is pivoted and we have made decisions and we have moved. this is not the silver bullet but a step along the way do get us there. >> i know that there was a marketing expert in "the washington post" quoted saying while money is

and i'm representing west virginia the best of my ability. and i'm trying to speak for my state. >> some of your colleagues joke you're the president of the senate. i've heard them in the hallways remark that to you. do you like this role? >> no. >> how does it feel? >> i've said this before and i'll say it again. i watched people who have power and abused it. i watched people who sought power and destroyed themselves and i've watched people who had a moment of time to make a difference and change things and used it. i would like to be that third. >> reporter: and, of course, wolf, he is the senator who makes up that 50th vote in the democratic caucus. and without him, chuck schumer, joe biden, they can't move forward with any of their key agenda items. obviously, that could be a problem when it comes to infrastructure, when it comes to guns. that could be a problem when it comes to voting rights. obviously, manchin very much recognizing his role, very much taking it seriously, even though he did joke with me, no, he doesn't particularly like

i think the difference is that joe manchin, the lengthy political career that he has in west virginia, i didn't experiment once where i went through a cracker barrel in west virginia, and i asked every single table what people thought of joe manchin. i think because of the lengthy political career he has there and the name recognition he has, he has some capacity to get away with things whereas probably, tester does not actually. maybe in like eight years we find that he does, but he might not be there quite yet. steve: i have been in some of those same cracker barrel's in west virginia, and i have largely felt the same thing. this is been a great discussion. the president will be speaking to the nation, and we are a little bit more than three months in. what grade would you give joe biden? josh: a or a-. given the range of challenges, not just an policy terms, but also keeping his rather fractured party together with him, it is hard for me to think how he could have reisticall do much better tn he has at this point. steve: liz? liz: i am going to say incomplete and two rsons why >> i

southwest virginia is very similar to west virginia. when we are looking for areas tim and i have worked on anything, because the areas were affected by the opioid issue and we looked at trying to get naloxone over the counter so when you recognize an addict that you can have that at your house to save a person in an overdose. we were going to have a joint appearance but we never quite got there. we have similarities. for me it is different because i come from a state that has a democrat senator, joe manchin, and west virginia i think it fortifies us and a lot of ways on the national scene. we have input from both sides and both parties. he has a leadership and i have one. i think it magnifies it. we have core beliefs that are very similar. i have that -- i was in the legislature early in my career and west virginia where i was one of 20 republicans in a 100 person delegate body and i realized if i don't really -- work with the other side i won't get there. tim being a governor, it is fun to serve -- serve as former governor because the

and even when west virginia became a state, they refused to give black men in west virginia -- there ain't that many black people in west virginia today. we're only talking about a handful of people. they refused to give them the right to vote. it was those four reconstruction acts that really laid the groundwork for citizenship and for the right to vote. now, i first studied reconstruction -- i didn't study it at allnvty in high school int virginia. but i studied it at yale. my sophomore year, i took a course, afro american history. we were afro americans at the time. and the professor who went onto get a pulitzer prize for his biography had us read w.e.b. du bois book. it challenged the dunning school of historians at columbia university and they were part and parcel of the mythology of reconstruction being a dismal failure and embarrassment to the historian of the american democracy. and du bois took on the dunning school. and the chief consultant to our series, it's ironic that he's our leading reconstruction historian at columbia university. it's almost as if -- i think he's abo

i think the senator from west virginia is going to eventually have to decide whether he wants the senate to do big things in his state and across the country when it comes to fixing the infrastructure or whether he'll allow gridlock he's seen in the senate just continue. as you said, there does not seem to be ten republican votes for anything joe biden wants to do that republicans have realized that by blocking a democratic president, they can find their way back into power. they did this back in 2009 and 2 2010, and they were able to seize power in the midterms, and i think that's the plan that a lot of the republicans are operating under. so senator manchin is going to have to essentially decide whether or not he's going to vote for some kind of bill to fix things in west virginia and elsewhere or whether or not he's going to put all of his political capital in trying to get the two parties to work together. >> all right, florida man mark caputo. let's talk florida man matt gaetz and joe greenberg. what's going on? >> toluse was also a florida man. we used to work together at the "miam

how do you sell this plan to west virginia voters? >> well, i think one of the exciting parts about president biden's work here in the infrastructure in his head that he brought to this is one of the challenges we have is to look at the job transition issue. we've made it front and center, not hiding it. so we've talked to senator manchin, and we've talked to folks in wyoming and montana and other places that are seeing shifts away from coal and towards clean energy. and the task is for us not to bury that but to work to figure out how we grow jobs in those communities. and part of this plan is all about that. you look at sections that talk about the old abandoned oil and gas wells and coal mines that have never been closed that actually we can provide resources to communities like those in west virginia that will grow jobs, plugging those leaks that will be helpful to reduce methane, which is harmful to climate change, but also allow them to get back to work. now, it's not a forever, but it is a great opportunity because there's hund
