capitol. he was an 18-year veteran of the capitol police force. and he leaves behind two young children. frankly, it has been an unimaginably tough year for the capitol police force. so far this year, capitol police have lost three colleagues, dozens more were assaulted, of course, during that january insurrection. today, though, is about honoring the life of william evans. our team is standing by with me, as we watch this congressional tribute ceremony get underway for officer evans. nbc's garrett haake is on capitol hill. nbc's mike memoli is covering the white house. i also want to bring in former seattle police chief, carmen best. she's now an msnbc law enforcement analyst. and garrett, we'll start with you, this is another heart-wrenching day on capitol hill, compounded by the fact that this is now the second such ceremony this year following the death of officer brian sicknick in the capitol insurrection. how is this resonating with folks? how are people holding up there on the hill? >> reporter: this is a scene that has become too familiar.

capitol and i think the 8 there was a gunman that stormed the capitol and killed 2 capitol police officers as he tried to make his way to then majority whip a republican majority whips office so these kinds of things do happen as of course this is a site of of american politics and political headquarters so to speak so of course anyone with a grievance would be an obvious target for attack there is a renewed focus on the threat of domestic terrorism in the united states there was an intelligence report that came out just 2 weeks ago saying domestic terror really is not the number 11 of the top threats facing the united states that more attention needs to be given to it and congress itself is currently debating whether it wants to actually strengthen domestic terrorism laws there currently actually aren't any laws specifically designating domestic terrorism as anything more than just normal criminality unlike foreign terrorism after 911 when many more laws came into place against foreign terrorism but just as we saw after $911.00 there is a lot of criticism from civil liberties groups what

capitol police officers take. you think about the two officers who were injured during the 2017 baseball practice shooting. they were both on the detail of steve scalise, the house republican whip sustained injuries there. we've seen this time and time again. and that is what is striking when you look at this incident and what happened in 1998 when the two officers, detective gibson and officer chestnut were killed. they were defending the united states capitol. i have always been told that they try to keep the fight outdoors. this is where there is a lot of criticism. most of it deserved after what happened on the 6th of january here, capitol security worked. it worked in 1998 where they neutralized the gunman even though two officers died there and worked on april 2 where they kept the fight outside even though tragically officer evans paid the ultimate sacrifice and officer shaver was injured and as i said officer shaver will accompany the acting police chief and place a wreath next to the casket inside the cap

capitol police officer william billy evans. he joined the force in march of 2003, an 18-year veteran there was a procession from george washington university hospital to the medical examiner's office. many of them are asking themselves, how can this happen again when they think about what occurred on january 6th during the insurrection here you have today on a friday, easter weekend, another incident here at the u.s. capitol now police say that this suspect, 25-year-old noah green, slammed his car into officer evans and another officer, and they say that he jumped out with that knife and investigators say he attacked them and that is when police then fired their weapon that second officer, shep, right now is at a hospital, he's being treated for not life-threatening injuries but again right now you have extra patrols here at the capitol and near at first street northwest and constitution avenue, there's actually a barricade. now with this extra sense of security, it was supposed to last through memorial day weekend and now coul

capitol police. the d.c. police chief robert con te indicated there appeared to be no nexus to terrorism but it shows the vulnerabilities of the capitol even after 1/6 and the reason i talk about that important access point to the capitol plaza where you have to have a badge to get into the capitol or get that far in after 1/6 is that roadway, constitution avenue was closed off as recently as two weeks ago because they erected a broader security perimeter around the capitol after 1/6 that went out several blocks and this is where they had another layer of fencing, constantina wire on top that fence and even this fence as well and there was a lot of debate about whether or not they should reopen constitution and independence avenues. the fact if that gate, excuse me , if that exterior fencing, the second layer, had been up, this incident probably would not have happened or at least not happened right here because you just take regular civilian traffic coming up or down capitol hill, you can turn right in there
