good morning, fred. where are we headed? >> reporter: it is a significant move on the part of the irani s iranians. the iranians said they were going to produce more low enriched uranium. now they're increasing the quality and quantity. now the iranians haven't said how much but it's going to be 5% that they are enriching it to. it's a higher grade quality that they are using. if the iranians were going to build a bomb, for instance, they would need uranium enriched to 90%. these are pretty far away from doing that. the big question is why are the iranians doing that. they say the fact is very simple they have the nuclear agreement that they say they have been abiding by in full. now they're breaching some of the provisions. they're doing that because they're not getting any of the benefits. obviously the sanctions on the part of the u.s. are getting stronger. the iranians are saying they want the europeans to come up with a mechanism to get around the sanctions. the europeans are saying that takes time. they're saying their

fred took that advice to heart. when he was elected to congress in 1954, he immersed himself in legislative affairs to commemorate history. in 1962, he launched the u.s. capital historical society. since then, the society has led an outstanding effort to educate the public about the history and heritage of our nation's legislative branch and the u.s. capitol. stories are told that you never had a dig around the u.s. capitol building. if there was a hole, fred was in the hole trying to find the original cornerstone of the u.s. capitol. i don't know how many times he took me on tours of the capitol and told me things i since have forgotten and wish i could remember, because it is so important for us to have those details. he knew those details very much. if we don't honor and remember how we got here, we will fail following his admonition to find the best path forward. in other words, knowing history about the past, and the history is about the past, you have to know that to know what the right route is for the future

fred pleitgen is joining us this morning. you categorize this as significant. >> reporter: yeah, you're absolutely right. it is certainly a significant move on the part of the iranians. they said they were going to increase the amount of low enriched uranium that they are stockpiling. now they're increasing the enrichment level. they're going from 3.67% to 5%. they haven't said that now. to keep that in perspective, they need an enrichment of 90% to build a nuclear weapon. they say that's not something they want to do but they are far away from that. it is a very significant move. the big question is why are the iranians doing that? they are saying straightforward they are part of the nuclear agreement and have been abiding by it but they haven't gotten any program. they say if they're not going to get any benefits or get sanctioned by the u. states, they are going to stop. all in time they say they are going to do. all of this already coming in an extremely volatile situation. ed in middle east between the umpt s. >> andy: a
