what's so disturbing about this is it was coming from inside the white house, from the white house chief of staff to mike pence's team, to his top aide. what do you make of the amount of pressure pence was under to overturn the election? >> well, no doubt he was under tremendous pressure to overturn this election, and i think, you know, incredible that he stood strong and did his duty and certified the election results as was the right thing to do. but knowing the dynamics here between the trump team and the mike pence office, this was something i've apparently seen firsthand before on how this sort of dynamic plays out. but i can imagine that the amount of bullying internally, the amount of intimidation, and when you're in a situation like this, it can be frightening, because you know that there can be consequences where people's lives potentially can be put at risk depending on the actions of these individuals. and we saw that play out before our very eyes on january 6. >> we did. a short time after president trump made his comments about the stop the steal rally, we saw rioters stormi

cnn's arlette saenz joins us from the white house. what is the white house saying? >> reporter: the white house is confident that ultimately the vaccine rule for the larger employers will hold up in court. they are certainly preparing for possibly a long legal battle ahead. now this ruling from the fifth circuit court appeals does not appear to have any immediate impact. this rule is not set to go into effect until january 4th, though there are some other elements of the rule that will go into effect earlier, december 5th is when the larger companies will be required to provide paid time off in order for their employees to receive vaccinations and also require masks in the workplace for unvaccinated workers. the top legal officer at downof labor said yesterday that they believe that they have the emergency authority to institute such a vaccine requirement for these businesses, and the white house chief of staff ron klain this morning expressed confidence that it will hold up in court. take a listen. >> i'm quite confident that when this finally gets fully adjudicate

meanwhile, the white house, the current white house, president biden's white house said today that mark meadows does not have a legitimate claim to privilege and he should go ahead. so look, i think if you see bannon charged i think you will probably see meadows charged. i wouldn't assume that silence from the doj means nothing is happening. but i think again, until that happens you're going to see people doing things like this. >> jeff, what do you make of the silence from the department of justice on bannon? >> i find it baffling and it looks like dithering to me, frankly. this is a reasonable legally complicated question about whether this should be a criminal contempt case. but it's been almost a month now. it's been more than a month that it's been clear that this issue was coming down the line. they have a lot of smart lawyers at the justice department. the idea that it takes them this long is really pretty shocking to me and it is having a real material impact, as maggie points out. all of these witnesses are yanking the chain of the judiciary -- of the january 6th committee beca

mayor, i wanted also to shift gears and talk about the legislative win for the white house, and you've been very vocal about the issue of infrastructure. last night the u.s. house passed the bipartisan $1.2 trillion infrastructure bill after months of back and forth. you joined the u.s. conference of mayors, endorsing this bill. in your view, how will this happen the people of houston? >> well, for example, we have the number one port in the country especially relating to for foreign. there are dollars for port, port expansion and we certainly need to widen and deepen the port in the city of houston's when it comes to transit, building a much more walkable, livable city. dollars in in for transit. when it comes to roads and brips. that's important. we have one of the largest wastewater facilities in the country. when it comes to sanitary sewage, this bill is critically important. no question, there's a huge need for infrastructure dollars and improvement. job creation. not only in the city of houston but across the board, and as president of the african-american mayors association, we

don't align with what the white house's projection is. the white house says that actually added enforcement by the irs would raise enough to fully pay for the package and that is the argument that democrats have been making, the white house and democratic leaders have been making behind the scenes for weeks. in a closed-door meeting right now, broke up with two top white house officials, met with moderate democrats, showed the white house's projections and their argument that it's paid for. the question now, erin, is will there be more than three moderate democrats that might break ranks. if there are more than three, that is enough to scuttle the entire effort. the democratic leadership believes they can stave off those defections and push it through the house after months of intensive negotiations. that is just the first step, erin, because in the senate joe manchin has made clear to me and others for months that he wants significant changes. he's not on the same time frame and they'll have to pare back the bill significantly and push i

the house select committee on january 6th threatening to hold former white house chief of staff mark meadows in contempt if he doesn't appear for a deposition and turn over documents. in a letter, quote, there's no valid legal basis for mr. meadows' continued resistance to the select committee subpoena. now, this is just hours after meadows' lawyer said he would not cooperate with the committee until courts ruled on president trump's claim of executive privilege. so evan perez is outfront. i guess the bottom line is this appears to be a real standoff here between the committee and meadows. >> right, erin. the inherent threat from the committee is if he doesn't appear tomorrow, they'll go to the next step, which could involve holding him in contempt and perhaps referring him to the justice department to be prosecuted for criminal contempt. and so that's what the threat that this committee is now making after meadows' attorney said today that essentially the current president, president biden, had violated norms by not shielding him, who he was obviously one of the closest aides to the
