shannon pettypiece joins me from the white house. tell us what you can expect from the president's trip to the upper midwest this afternoon. >> reporter: it's part of this ongoing effort by the white house to try and get some public support and some credit, frankly, for the president from this big infrastructure bill that got passed, which so far is really one of the primary pieces of legislation the president has been able to get through. there's a lot of veterans of the obama administration in this white house. one of the big things a lot of folks say from the obama administration was not getting enough credit for the passage of obamacare. we see the white house getting the president out there now to show some specific examples of how this law is going to benefit people in specific communities. today he'll be in minnesota at a technical school and make the case that students being trained there will have jobs coming out because of this infrastructure bill and those will be high paying union jobs, is one message we expect to hear fr

the white house feels pretty solid about what took place in rome. they feel good about what they were able to do on climate, ending overseas coal financing. they feel very optimistic. they were able to clinch on a global minimum tax. and the meeting with the president and pope got a lot of eyeballs, showing the president in a positive way. on the other hand, everyone in europe has got one eye back on washington. it's not lost on anyone in scotland or rome, for that matter, that there's so much unsettled business in washington when it comes to president biden being able to deliver on all of the commitments he's made. on the one hand you've got bide and other world leaders chiding russia and china for not showing up to these summits, not showing up in the global fight against climate change. on the other hand, biden can't stand here and concretely say to world leaders exactly how he's going to meet his own u.s. goals of cutting emissions by 20% by 2050. the timing seems to be slipping a little bit on the hill. president biden in those remarks from las

what is the strategy from the white house on getting the building back better bill done? >> well -- >> the strategy -- >> what do you think they have to hold? >> the strategy really is making the case that this is going to be a big transformational bill, that there's going to have to be compromises. we heard the president come out when he was talking about the bipartisan infrastructure bill and saying look, sometimes you have to give a little to get a lot. here the president is going to really be trying to make sure that family leave and migration provisions stay in but they will have to contend with fact that senator manchin could tank the whole bill so he's going to have to compromise. the white house will be doing what it did with the last bill, engaging, sending high up officials, top aides to capitol hill to be really in the middle of the negotiations. the white house understand this build back better agenda, it is part of a promise the president made to progressive, especially pramila jayapal, i'm trusting president biden in singh and voting for the bipartisan infra

we saw him approach the white house, step in after 1:00 in the morning. he declined to comment when reporters shouted questions at that moment when mcauliffe had lost. this is something the white house feared would come. they knew the race would be close. they hoped that mcauliffe would have the organizational structure to pull out a victory. obviously, the enthusiasm at the end of the day came with youngkin. they're worried about what wake-up call might this send. will this be, as some hope, a warning to dems, you need to get your act together. get this done. you need to get this legislation done, passed, both pieces of it, not only to bolster the president, but also to give them something to run on for next year's midterms. conversely, some moderates are probably going, is this a signal the democrats went too big, too far? i got the text last night, i'm sure people on this set did, moderate dems saying, look, don't make biden fdr, lbj. he ran as a more moderate democrat, and he's gone too big, trying to expand too much. the $1.75 trillion social service

protest outside the white house. but it was a direct action protest for congress to please act to protect voting rights. today in oklahoma kids walked out of school, the capital rotunda was filled, pastors chained themselves to the fence outside the building to try to avert the planned execution of julius jones tomorrow at 4:00 p.m. there are serious questions about his trial and literal guilt or innocence. the oklahoma par ton and parole board voted twice he should be spared from execution. the oklahoma governor has thus far not been moved. people moved their feet today in oklahoma to try to get him to call that execution off. today we got closer to the end of the trial in georgia where three white men are being tried for chasing down an unarmed black man named ahmaud arbery, chasing him down in trucks and shooting him dead for the grave crime of him jogging near where they lived. today one of the defendants took the stand in his own defense. he neglected to mention he had intended to citizen's arrest ahmaud arbery.

what does the white house plan to do for the holidays to fight covid? >> officials in the public health team had some concerns about the holidays. we know cold weather in the winter and this last year covid-19 transmitted much more freely, people congregated indoors and americans are getting together over thanksgiving and christmas and so son. the biden administration wants people to do that if they are vaccinated. look, if you are vaccinated, you should do this. enjoy a safe holiday season with your loved ones. the concern of those who are still not vaccinated and the numbers who certainly gone up better than the number of adults who are vaccinated. there are still stubborn of pockets of americans refused to do so. obviously the white house is just the first municipalities about that. they feel like they need to keep the pedal to the metal here. hopefully the nation shift to a different part of the pandemic but they also and this is something they struggle with the messaging, they know they have a time struggle with the positives. here are the rewards

so with the president on his way right now to the white house, what is the top priority in the white house after this long weekend? does it align with concerns of the public and let me ask i always feel badly asking you about the top priority when you've got this covid variant to face. can it be anything but that as being the top priority? >> well, i think that's a great way of laying it out. i don't think there is anymore top priority than handling that potential variant and dealing with covid. you know, it's tricky when you're in the white house and it's their job, of course, to handle and juggle a lot of different things. josh laid it out really well. he's got his legislative package coming up. he's got the debt ceiling. he's got spending. there's a lot to do. certainly the reaction that we saw from the markets and just general worries from the world over the last few days about this new variant will undoubtedly move covid back to the very top of the agenda where it has really been already but in terms of washington narratives, that's also a risk for president biden because as all

how is the white house viewing this today? >> you get a sense of the urgency within the white house around this new variant. it's really the most heightened alert we have seen from this administration since the previous administration. since the early days of the pandemic here inside the white house. the president, of course, as you mentioned, saying this is concern, not panic. saying he does not predict there are going to be lockdowns like we saw last year if people are vaccinated, and he added a new bit to this. if they wear their masks. calling on people to again wear masks indoors, in crowded settings. not putting a caveat as to whether or not you're vaccinated or whether infections are low in your area, telling people broadly to wear masks which comes as we've seen a lot of cities, municipalities, school districts starting to lift their mandates in recent days. i will add one other thing here. the president using this moment to urge people to get boosters. we have been hearing for folks now the administration urging peopl

are you hearing about this from inside the white house? >> well, look, i do think this is an interesting story. and yet we're also only, what, nine, ten months into his, so far, first term. yes, people are concerned about it. that is something i've heard. yes, i've also heard there are some democrats who want him to run again simply because if it does end up being a competition against donald trump, former president donald trump again, they think biden is best-placed to win. i think that the white house may be frustrated that this is even a discussion yet. but it is, because of his age. you have to ask the question as to whether or not he would run for a second term. he also did, as a candidate, call himself a transitional figure. but i also think it's important to remember, he was asked about this at the first press conference that he gave as president at the white house. to the chagrin, i might add, of some of his aides who thought the question was not fair, whether he was going to run again. and he said yes. so that's not a change in me

this time there's no pardon from a president that ejected bannon from the white house. it's very important to understand exactly why bannon is in this criminal hot water right now. you may have seen headlines he's doing trump's bidding, but let's look at the actual new indictment that shows trump was only, quote, requesting bannon not disclose privileged information, while bannon's later lawyer said bannon would not be producing documents or testifying at all. let me explain what that means in play english. even steve bannon's lawyers admit they are doing more defiance than donald trump is asking for right now. that is a terrible legal strategy, because, and adam schiff and others have talked about this -- where there might be some debatable thing about a privilege issue or a scope issue, how much is congress asking for? lawyers can meet and talk about it. it can take a long time. you don't get indicted in the middle of that negotiation. right now bannon went further than trump, and said he won't cooperate at all, which is what the doj now says is the crime. add to that

any sense, i keep asking the folks to cover this white house, of how the biden white house is reacting to today's development for one, and how closely they are covering the committee activities? >> sure, publicly they're not saying a whole lot, because they want to have a fire wall between the white house and the department of justice. as you recall, a few weeks ago, biden was asked on the white house south lawn what he thought should happen to steve bannon, he suggested they should be criminally prosecuted. later the white house had to walk that back, that was just a presidents personal opinion, he certainly wasn't trying to steer the doj anywhere. -- of course, they are pleased to see those, because there is real fear here that congress would almost lose her ability as a critical branch of government, if they don't have any teeth, that's why they're pleased that bannon got cited. and now the department of justice follows through on these charges. which they believe is good, not to get to the bottom of what happened on january six, but half send a message to others that this can't hap

how worried should the white house be? >> well, chris, i have no doubt that the white house yesterday and the covid team probably did a series of conference calls around this new information. they've briefed the white house and the president, i'm sure, today on it. look, there's no doubt that they were going to watch this and monitor it. a lot of the things that we're doing already, we should continue to do. we should push vaccinations, we should push boosters. we should ramp up testing. figuring out all of those things. i think when it comes to the president and the economy, as you mentioned chuck schumer saying, the goal has to be getting this bill done by christmas or the end of the year. and then i think what the president and that team needs to do is talk about what in this bill reduces costs for americans. making child care cheaper, making health insurance cheaper. a child tax credit that acts much like a plaza tax cut. all of those things, we're in an economy now that is not measuring economic strength based on jobs
