this is obviously a former white house chief of staff. what do you make of the legal advice he apparently is getting? >> i'm sure his legal advice is very sound, but it's also the legal advice that he's asking for. it's clear that meadows does not want to testify, he wants to find a way to avoid testifying, and perhaps john's book provides the key to. that it may well be that mark meadows has testimony he would have to give if you are truthful, that he simply cannot afford to, give because it portrays him and just to negative. lay in a central figure in putting forward the insurrection. if not the insurrection, but the plot to try to avoid certifying the biden election. look, meadows has a choice to make here. he might decide that he's so well protected, by executive privilege, that he was inside of the white house, that he's willing to run the risk of noncompliance with the congressional subpoena. the problem that he has, is the executive privilege, even if it covers, him even if the conduct he's engaged in is viewed as being on the whit

that's a pretty big job in any white house. in that position, he would oversee the vetting and hiring of everyone from ambassadors to cabinet members. not everyone thought it was a good idea. one staffer who oversaw the personal office told the president, i have never said no to anything you have asked me to do, but i'm asking you to reconsider this. i don't think it's a good idea. trump took that about as well as you can imagine. reportedly screamed at the staffer, you people never f-ing listen to me. going to f-ing do what i tell you to do. mcentee got the job and embarked on this ideological effort to purge the white house who are insufficiently loyal to donald trump. he hired new staffers, including liaisons. in one example, one of his enforcers noticed a low level staffer at the department of housing and urban development liked a post from the pop star taylor swift on instagram. specifically, this post where she encouraged her fans to vote in one photo and displayed photos decorated with the biden name. it was escalated to

house, meant she and the white house were totally simpatico with what was going on on this bill. overnight, "the washington post" published an interview with sinema who said there are changes in the house version that were not in the framework with what she agreed to with the president. sinema, more so than manchin has been deliberate about not speaking about her concerns in public. it's possible she's just referring to the paid leave provision, which i already talked about. if she has other issues, particularly on the taxing side here, we're getting really touch and go here about making sure this bill is anything approaching fully paid for, and that could be problematic for democrats, too. the provisions around state and local tax deductions are one area we know the senate is talking about making changes. i'm watching for all of thes those issues to bubble up over the month of december when the senate is working on this. >> what are we hearing from the white house? obviously joe biden has a long relationship with joe manchin, he certainly has not been shy about giving face time

this was right in the white house. this was the white house chief of staff. this was one of his campaign lawyers outlining a very specific plan with dates and times that was all centering on mike pence obeying the orders of donald trump, and it was a plan that if pence had gone along with, would have resulted in a much bigger constitutional crisis than what we saw. and joe, what i found is that's just one example of where this could have gone off the rails and almost did go off the rails even in a more spectacular way than it did. >> yep. well, just one example. jonathan, a shocking example. a guy who was a member of the united states congress goes over to work for the white house, and he's actively working to overthrow the united states government. to overthrow the elected president of the united states. it's absolutely staggering. in your reporting, how widespread was the contempt that donald trump staff members had for the united states constitution, for the peaceful transfer of power, for political and constitutional norms? >> and i'll add one other, for

so why did you want to be at the white house yesterday? why is this important for your constituents? >> well, i'm in a very purple city, but most importantly i'm in a nonpartisan form of government, which really frees us to do what's right. this infrastructure package looks just like the kind of package that mayors have fought for for a decade or more. we wanted roads and bridges money. we wanted public transit dollars, passenger rail, all the things you're showing there on the screen. we've wanted that for a very long time. that's a need that cuts across party lines. here in oklahoma city, as in most cities, we do that every day. we work together, republicans and democrats, to get things done. i'm so glad that on a national level we could finally do that here for something this important. >> mayor whaley, as a democrat, you are in my home state of ohio. currently has a republican governor. you're running for governor. what was it for you about this infrastructure bill and what it will mean for your constituents that made you say i'm going

this is really to the white house, when this matters. because they knew this was going to be a lot of talk, sausage making, difficult inside baseball stuff. but biden from his experience as the president, when he oversaw the implementation of the recovery act, thought that they needed to do much more to message what that piece of legislation was doing for the american people, and didn't think frankly, that the obama administration took the victory lap that it should have. that's what they're going to be doing now. so when you look at the president's approval rating, when you think about how long of a process this has been, when the senate passed the bipartisan infrastructure plan, it was in august. the president's approval rating was above 50%. now it's at 38%. and according to this new poll you have the generic ballot test between democrats and republicans also at 38%. this has been a long, grueling political road the white house hopes to get some of that momentum they had in august back in their favor, and it really starts with pete bu

what is a white house to do? >> well, that's exactly right, and that is a central irony they're grappling with. if you look at a lot of these economic indicators, wage growth, those recent job numbers, they're quite good. in fact, they're better than the administration expected when they took office, but they are dealing with a real problem with inflation and with supply chain problems. and those are the problems that are pocketbook problems the way you just lined out. the way everyday voters and families feel in their daily life. and, you know, i'm working on a story on this that's posting tomorrow morning, but i can tell you, as you said, they do have a very good story to tell and the challenge is now they need to tell it. and one thing we heard in our reporting is that four leading democratic pollsters in recent months went to chief of staff ron klain and basically said to him we know that you are taking substantive steps on the economy, on inflation, on the supply chain, but you need to highlight those steps.

how is the white house viewing this today? >> you get a sense of the urgency within the white house around this new variant. it's really the most heightened alert we have seen from this administration since the previous administration. since the early days of the pandemic here inside the white house. the president, of course, as you mentioned, saying this is concern, not panic. saying he does not predict there are going to be lockdowns like we saw last year if people are vaccinated, and he added a new bit to this. if they wear their masks. calling on people to again wear masks indoors, in crowded settings. not putting a caveat as to whether or not you're vaccinated or whether infections are low in your area, telling people broadly to wear masks which comes as we've seen a lot of cities, municipalities, school districts starting to lift their mandates in recent days. i will add one other thing here. the president using this moment to urge people to get boosters. we have been hearing for folks now the administration urging peopl
