in addition to that signing ceremony at the white house on monday where the white house says it will be both republicans and democrats who helped craft this bill and voted for it, that will be invited to that where the president signs it into law, but, of course, next is the hard part which is implementing the plan, a billion dollars of the bipartisan infrastructure plan they have to put in place which is going to take quite some time and the president is predicting might be about two to three months before people start to see the effects of that, but selling this bill is going to be just as important as implementing it when it comes to the political aspect for this white house. because this is something they will hope bump up the president's poll numbers. you've seen those erode as there were these negotiations back and forth between democrats on capitol hill and in addition to some other factors, so they are counting on this. what you'll see after that signing ceremony happens on monday is the white house says they are going to be going out into the country and selling this bill, t

>> well, jake, it's certainly unfortunate timing for the white house. that's precisely the argument the president is trying to make here today. he was apologizing for steps that president trump took at the time he was in office when it came to withdrawing the u.s. from the paris climate accords and he was trying to make the argument the sus back at the table. they are going to lead when it comes to climate change. now they've gotten this statement from senator manchin saying, he's not ready yet to fully support president biden's agenda here. and the white house responded pretty quickly with jen psaki putting out a statement saying that senator manchin says he's prepared to support a plan that combats inflation, is fiscally responsible and will create jobs. 17 nobel prize-winning economists say this plan will reduce inflation and, jake, they say as a result we remain confident the plan will gain senator manchin's support. of course, the key phrase there is will gain. that means the white house realizes senator manchin has not yet expressed his support be

what was happening inside the white house on friday? >> over the last couple days the president was working the phones more than he has up to date wednesday, thursday, friday when he got back to the country from his trip abroad. he was talking to progressives, he was talking to moderates. he called into a meeting of progressives. he was basically saying now is the time to do it. he's gone up to the hill but he never said vote today. he finally said that friday. it took until almost midnight till end of the day on friday, more than the 11th hour. but the question is what permanent damage has been done? his approval rating is done now. had this happened in august, i think they would have gotten more republican votes. and, b, his approval rating likely would not be in the place that it is. but it is what it is, and he had a bounce in his step yesterday morning at the white house when he said, me. he has some confidence that he can get this done. fundamentally he believes that joe manchin is not going to block his agenda. yes, we're going t

what's so disturbing about this is it was coming from inside the white house, from the white house chief of staff to mike pence's team, to his top aide. what do you make of the amount of pressure pence was under to overturn the election? >> well, no doubt he was under tremendous pressure to overturn this election, and i think, you know, incredible that he stood strong and did his duty and certified the election results as was the right thing to do. but knowing the dynamics here between the trump team and the mike pence office, this was something i've apparently seen firsthand before on how this sort of dynamic plays out. but i can imagine that the amount of bullying internally, the amount of intimidation, and when you're in a situation like this, it can be frightening, because you know that there can be consequences where people's lives potentially can be put at risk depending on the actions of these individuals. and we saw that play out before our very eyes on january 6. >> we did. a short time after president trump made his comments about the stop the steal rally, we saw rioters stormi

what are you hearing about that from the white house today? >> reporter: well, kate, no response from the white house tho to those comments from the chinese ministry of foreign affairs but senior officials saying they believe there was a healthy debate based on this long-standing relationship that president biden and xi jinping have had over more than a decade going back to president biden's time as vice president under president obama. we know that they discussed issues of disagreement such as trade issues, for example, human rights concerns that president biden raised as it relates to issues in hong kong and more. we also know that they discussed areas of potential cooperation like on the climate crisis, for example, facing the world, talking about the importance of collaboration on that front. but one thing that president biden made very clear, and this was during the beginning portion of this 3 1/2-hour meeting when reporters were allowed into the room here at the white house, president biden talking about the importance of making sure tha

, trump's daily schedule, white house visitor log, and call records. trump's lawyer justin clark arguing the requests are overly broad and failure to block them would open up the door for the partisanship of document requests and blowing a hole in executive privilege that should concern everybody. wh whoil the judge asked clark to dial down the rhetoric a bit she challenged lawyers on the house committee on the breadth of documents requested saying some of these requests seem very narrowly tailored but some are alarmingly broad. and there has to be some limit. the national archives says it intends to hand over the trump documents next friday unless the judge blocks them which she did not appear willing to do. this is such an historic case with implications for future presidents it is likely whatever decision the judge makes will be appealed. we also learned today that the committee has interviewed over 150 people so far in its investigation. >> thank you so much. let's talk to somebody who knows a little bit about executive privilege, john dean, white

, senate, and white house. there were some differences at the end and we'll deal with those as we go forward. what will happen is the -- we have different committee system in the house than they do in the senate, so this bill will now be reshaped to their committees. and at that point, we'll see where we need to, shall we say, reconcile our differences. but at the end of the day, we will have a great bill. mr. pallone? >> yeah. i mean, look, the fact of the matter is that over the last few months, and particularly in the last few weeks, we have been working with the senators not only manchin and sinema but also with the chairs of the committees in the senate. so, you know, i'll use two examples. one is on the drug pricing, right. i mean, we've been basically drilling down and getting sinema's input, getting schumer's input, and so i do believe that the drug pricing provision that you see is it. i mean, i don't know. i guess there could be some changes, but i don't think they're significant. and the fact that we

he's been out of the white house for years. but mark meadows was white house chief of staff at the time. so many of these other individuals worked in the white house at the time. joe biden, the president who actually it's up to, in terms of waiving or asserting executive privilege, has said no for meadows, for example. but might courts see it differently? >> yeah, i think the different people have different levels of argument they can make. among the whole crew and it worked out this way for a reason, steve bannon has the least. he wasn't in the employ of the executive branch at the time. he was an outside person. he also was completely blanket refusing to come testify. you'll see that jeffrey clark, a former doj official, basically did what steve bannon did but in a more subtle way. showed up. showed respect to the committee. invoked privilege at various junctures. answered some mundane questions but that's a way of showing respect for the committee and reasonableness in the minds of that person. so someone like mark meadows h

arlette saenz is at the white house. arlette, that number crunching could take up to a couple of weeks. how will the white house capitalize on that time? >> reporter: well, pamela, the white house is hoping to build off the momentum of passing that bipartisan infrastructure proposal to get that larger social safety net spending bill across the finish line. one of the issues at hand is that upcoming cbo report that moderate democrats have demanded. they want to see this nonpartisan analysis of the pay-fors for that larger spending package before they have a vote. now, they have agreed to have a vote no later than the week of november 15th. once it does pass the house, if it passes the house, it still needs to move on to the senate where senator joe manchin and others have said they want to see changes made to the bill. one of the things in the house bill he takes issue with are paid family leave. these are all issues that need to be ironed out over the course of the next several weeks. manchin has been a key holdout senat

what is the white house saying? i know the president has been tested almost on a daily basis to make sure he's not positive. >> the president was just tested yesterday to enter the united kingdom, that's a requirement even for the president of the united states to get a coronavirus test. he has gotten his booster shot so doesn't seem to be a big concern for the white house but we learned late last night jen psaki, the press secretary who did not come on this trip, the day before she said she was not coming on the trip and they sent her deputy in her place remained home because members of her household tested positive for krch and she took a test every day and yesterday tested positive for coronavirus. she was revealing it out of an abundance of transparency but not been around senior white house staff since wednesday, not seen the president in person since last tuesday. when they did they were outside and wearing a mask. we heard from several physicians who said it's unlikely she could have infected president biden.
