that cost share requirement is set forth in the stafford act. so that's not something that we can change. however, i think that there is work that we can do to figure out how we can help communities partner and try to find other funding sources that perhaps could be available to help them with that. and i'm going to be meeting with state directors to have this same conversation of how do we help communities take advantage of this critical resource so they can start to invest in their future risk. >> i appreciate that. any recommendations, if there have to be statutory changes to make it work better, but any recommendations that you can offer us based on the data that you're gathering up from across the country that may show uneven opportunity to take advantage of the hazard mitigation program i think would be very, very helpful. and, again, i just want to thank the president for committing a historic amount to this hazard mitigation fund, i think about $3.5 billion to reduce the effects of climate change. annapolis over the last 50 years has exp
