a shooting outside the famous fox theater in oakland. it happened a couple hours ago around 2:30 this afternoon less than an hour after a meet and greet event with the rock band all time low. the band says one of the fans was hit possibly by a stray bullet. the concert tonight is cancelled. all of this of course comes during this heightened concern in oakland after a stray bullet killed that little boy last weekend jasper woo on 880. let's bring in cheryl hurd joining us from the fox theater with the late details. tell us where you are and what you're seeing right now. >> reporter: well, i'm standing in front of the fox theater and as you can see, the gate is locked. fans are very disappointed tonight because the concert set for 7:30 is cancel led because of a shooting you just talked about that happened about 2:30 in front of the fox theater. when police arrived, they found a woman hit by what authorities are saying is a stray bullet in the arm. witnesses say she was standing in front of the old box office on telegraph avenue waiting to

the oakland chamber of commerce just released a survey and it found that 68% of oakland citizens feel less safe than a year or two ago. only 10% feel safer. in a written statement this morning, the oakland police officers association, they directed us to that survey. they blamed the rise in murders on a shrinking police department. the union says opd is losing about 10 officers per month and also blames the city council for defunding the police department when, in fact, this past summer the city council did increase funding for opd by millions of dollars but did cut back on a higher proposed increase and instead sent that money to fund violence prevention and social services. reporting live, bob riddell. >> such a young life taken too soon. bob, thank you. >>> the white house is launching a nationwide push to launch of covid shots for the youngest children. they will encourage more parents to vaccinate their children in that age group 5 to 11. doses for this group are being given at 10 micrograms, which is one-third the size of grownups and kids 12 and older. tonight santa clara count

you have oakland, san francisco, san a year ago oaklanders were paying$3.30 a gallon. well over a dollar increase in the the past 12 months. the differences are also in san francisc and san jose. we found the consumer price index that prices are rising faster than analysts expected. used cars and truck up 26%. the price of beef up just over 20%. the economy is still showing some signs of recovery from the pandemic. last month the rate of unemployment dropped as the united states added more than half a million jobs. part of it blamed on the supply chain backlog, where goods are being sent from overseas faster than they can be off loaded here. >> our hope is that over time once you get more workers back to the workforce, once you're able to unload all those ships, that the increases in prices will again to lessen. >> reporter: the white house has released $17 billion from the just passed infrastructure bill to help deal with that supply chain backlog. that money is going to projects that take years. there will be a signing ceremony on monday when president biden signs th

oakland today reaching upper 60s. san mateo today headed for 69 degrees. 64 in the outer areas, and we are taking a break from the rain for now and it's approaching the coast but will move into the bay area later today with scattered showers first starting in the north bay, and 12:00 we are seeing the moving into san francisco and oakland and down the peninsula and into the south bay before sunrise tomorrow morning. we could see spotty light showers late tomorrow morning, but the afternoon is looking nice once again. all of the rain for most of us coming while we are sleeping, so we are looking at about a quarter inch of rain, and slightly higher for parts of the north bay and less for the south bay and tri-valley. the outlook for the rest of the month does show we could see above average rainfall, and for the month of november, the outlook for temperatures looks chilly, especially with all of the rain. we are looking at cooler than normal temperatures here on the 7-day forecast. our inland areas in the upper 60s, and

it is the latest homicide on what's been a frightening couple of weeks in oakland. today mayor libby schaaf announced a plan to hire more police officers and to roll back some budget cuts to public safety. as far as the shooting, it happened sunday at 3:30 in the afternoon near lake merritt on grand avenue. police say that a passenger in a black toyota rav4 shot a man as he tried to stop a car break-in. the mayor says she wants to add an additional academy to add more officers to the ranks. the holiday she says always brings more crime, but schaaf says last year zero bail policy is contributing to the avalanche of crime in her city. >> the change in bail policies and we believe that that change is not giving sufficient weight in its consideration to gun-related crimes. >> we have to demonstrate our support for those officers who are sacrificing day daily to keep our community safe while, at the same time, investing in replenishing the ranks. >> crime stoppers offering a $10,000 reward for any information leading to the arrest of those people responsible for the shoo

this is in oakland last saturday. his family is asking anyone that was in the area that day to give police any dash cam video, cell phone video if you have it around the time of 2:15 last saturday. oakland is dealing with an increase in violence right now. this year, 119 people have died by homicide. this is more than last year. and in about 24-hour span, a woman hit by a stray bullet while buying tickets at a concert outside the fox theater. and a 68-year-old man was shot several times in east oakland. then a woman was shot at a lake. >>> the state insurance commissioner is ordering new insurance protections for more homeowners. this is living in those at-risk wildfire areas. the new order covers more than 200,000 homeowners, including in the state of declaration that was last month. it brings the total of protected homeowners to 618,000. this is in 31 counties. those policies can no longer be dropped by insurance companies due to higher fire dangers. the moratorium is the product of a law that took effect in 2018. >
