nbc bay area political analyst larry gerston joins us now. hi, larry. good morning, good to see you. the bill has been discussed for months by us, by everybody, by the house. is it all the back and forth that's taken it so long? or what is it? >> it sure seems like it's been forever. there's no question about that. i think there are two three things we want to think about. we know that republicans in the house have been dead set against the bill. a very diverse democratic caucus. that's been tough for pelosi. there are some touchy areas with respect to this large almost 2 trillion dollar bill. things like paid family leave, childcare payments for the next year or so, money for climate change, various programs. and in some of these cases, progressives aren't happy that the money isn't enough. and the third point is the bill is not fully paid for according to the congressional budget office. it's anywhere between 160 billion and $360 billion, short from paying for itself. so when you put all of these things together and, yeah, it's still touchy as far as

we turn to nbc bay area political analyst, larry gerston. can you outline who is suing and why? i assume i know why, but can you go over that for us, please? >> yeah, the president just decided on the idea a couple weeks ago and it is already to the district court and now it's in the fifth circuit court. the opposition comes largely from southern and rural republican-led states. they have two basics of opposition. number one, if you have this kind of a rule it should come from congress and not the president. and the other idea is, quite frankly, federal government should not be involved in it at all, and there were two supreme court cases filed 100 years ago that states could do this, and never any discussions about whether or not the federal government could do this. >> what is the biden administration's defense, then, for pursuing the mandate? >> a come things here, kira. number one, we have osha, and that was passed about 50 years ago, and the biden administration said this falls under their purview, as far as they are concerned. and the federal government has the job of prot

you can do so as well if you have the nbc bay area app. you can put this little red scan on your smartphone. from san francisco, just after the city and toward half moon bay and extending over towards union city is where we are seeing the light rain. the roads are definitely wet. as you head out, you need the umbrella. there are other spots where the rain has taken a break, and you can see the line of clouds extending from the coast into the bay area. a lot more moisture where that is coming from. this is why we are saying it's an atmospheric river. you could see the connection between the clouds and steady stream of rain. sometimes the atmospheric rivers can extend 2,000 miles out into the pacific. we will see an active weather pattern here going into next week, and the rain stays to the north of us. when it moves through, looks like a lot of the rain falls apart. that chance will be on tuesday. we are going to watch on tuesday for the next chance of showers, and in between we have dry weather through today. by the evening commute, it's s

we'll be airing that on nbc this morning! looks like the bay. >> that's what i thought. speaking of the local area, we'll get to vianey arana who's tracking the traffic this morning, and unfortunately a sad start to thanksgiving, a deadly crash on the peninsula. >> it is a sad, you know, start. it's involving three vehicles. this is on the stretch just north of rolston avenue. the northbound 101 lanes completely closed right now. no estimated time right now on reopening. a sig alert has been issued and of course investigators are on scene assessing what happened there. aside from that, we're not seeing any impacts on the southbound lanes, but again, that stretch along northbound 101 in the belmont area, if you're traveling through here, they are diverting traffic off of rolston avenue right now. no e.t.a. on when this is expected to reopen. i was checks the impacts of the southbound lanes. s latest details does show they are currently on scene and no delays on bridges. i'll have another update in just a few minutes. >>> and we're starting out this morning with chilly tem
