nbc bay area political analyst larry gerston joins us now. hi, larry. good morning, good to see you. the bill has been discussed for months by us, by everybody, by the house. is it all the back and forth that's taken it so long? or what is it? >> it sure seems like it's been forever. there's no question about that. i think there are two three things we want to think about. we know that republicans in the house have been dead set against the bill. a very diverse democratic caucus. that's been tough for pelosi. there are some touchy areas with respect to this large almost 2 trillion dollar bill. things like paid family leave, childcare payments for the next year or so, money for climate change, various programs. and in some of these cases, progressives aren't happy that the money isn't enough. and the third point is the bill is not fully paid for according to the congressional budget office. it's anywhere between 160 billion and $360 billion, short from paying for itself. so when you put all of these things together and, yeah, it's still touchy as far as

this is nbc bay area news tonight. happy monday. i'm raj mathai. we're going a little hollywood tonight, but it's actually a very sensitive topic in san francisco. actor danny glover, you remember him? san francisco native with the proposal about reparations. how to pay back the black community in the city. but let's start with some developing news on this monday night. a mix-up with covid vaccines, and it involves kids. right now if you're a parent, you're thinking oh, my gosh, is this really happening? it did happen over the weekend in antioch at a vaccine clinic for kids. the clinic was put on by sutter health. a spokesperson says 14 children were affected. sutter says it contacted the parents and gave them the cdc guidance for this situation. that includes that the patients may experience more sore arm soreness, fatigue, headaches, or fever. our covid expert says really, the parents in this situation shouldn't be overly concerned. >> so what happens as vaccines get drawn on for adults, kids, et cetera, is that you get it in a concentrated form.

this is nbc bay area news tonight. i'm raj mathai. next week pretty normal. we can all gather, right, and travel. we have some pro tips about taking a flight this holiday season especially because there might be a shortage of tsa workers. that's just ahead. but let's start with earthquake country, right where we are here in the bay area, today not big but certainly notable. a series of small earthquakes around lunchtime and then through the afternoon. good reminder, have that earthquake kit ready. the initial quake struck just before noon and centered around san ramon around 11350 a.m., a 3.9 magnitude earthquake. after shocks followed including a 2.8 at 4:00 p.m. people across the bay area felt that initial jolt. here's nbc's melissa coronado. >> reporter: a swarm of earthquakes rattled starting at 4:33 a.m. >> my dogs were going crazy. they freaked out. they were running for the hills. so that got my attention. usually the little ones i just kind of like shake off. this one got my attention a little bit. >> reporter: the 3.9 magnitude earthquake got lots of

sources now tell nbc bay area three people have been arrested. u.s. marshals tracked the driver to houston. they took him into custody down there. two others were arrested in the saramento area. joiner is now home and recovering there. >>> we're also following more breaking news out of oakland, where police are investigating a shooting. as you can see from the citizen app video, there's a large police presence in oakland's rock ridge neighborhood. we reached out to oakland police for more details but haven't yet heard back. here's a look at exactly where the shooting happened. people are being asked to avoid that area. >>> and just into our news room. new video shows dozens of people running from a nordstrom store in walnut creek. our reporter was there when all of this happened. she says about 25 cars blocked the street, people hopped out, rushed into the store before running back out with merchandise and driving away. a similar scene to what we saw in san francisco last night. one man who rocks at a nearby restaurant described what he saw. >> i prob

check out our vaccine faq section at nbcbayarea.com and on our nbc bay area app. click or tap faq covid vaccine for kids. >>> turning to our climate in crisis, the bay area and states still in the grips of a drought and new water restrictions go into effect for the south bay's biggest city. nbc bay area's kris sanchez has a look at what it will mean for businesses and your family. >> reporter: you'll want to start taking shorter showers starting today as those water restrictions go into effect for customers of san jose water company. this will impact customers in san jose, cupertino, campbell, los gatos and saratoga requiring them to cut back by 15% from 2019 levels. back when we were still leaving the house for work and schedule. customers who don't cut back could face a drought fee. san jose water gets its water from -- which declared a drought in june. that 15% reduction, failing to meet that will result in a $7 per unit surcharge for going over. a water unit is 748 gallons. the average average to consider, ten gallons. many water companies offer water audits.

can you see our nbc chopper is overhead. the security guard assigned to a local tv news crew, this is now something standard procedure for all bay area tv stations. nowadays we usually have armed security guards travel with our crews. today a guard was shot in the noon hour near 14th and webster in oakland a few blocks from lake merritt. this is a story that hits home for us, like our reporters on the street like cheryl hurd. what do we know? >> reporter: this story is too close to home, especially when myself, my photographer and a security guard were at that same location yesterday about 5:00. usually we don't cover stories affecting ourselves but this one we can't ignore. the shooting happened today about 12:30 at 14th and webster at the prime store. the security guard was there with the camera crew. that store was hit by about 30 people late monday night. you see the dramatic video. they rushed in, grabbing everything that they could. the news crew today was covering that same exact story, and they were covering a turkey
