manu, you know better than me, nancy pelosi an expert vote counter. can we assume she would not hold a vote if she did not believe she had the votes? >> reporter: well, we don't know if they'll have the vote. even though she wants the vote today, she's said that in the past about moving forward on the infrastructure bill, only to pull back and not move forward. it's unclear. i'm told in this meeting biden himself did not say that the vote should be today. he left that for pelosi to make that announcement, if she wants to have that vote today. he made theargued why this is necessary. he also didn't say that joe manchin and kyrsten sinema are endorsing this framework yet. he said they are, quote, within inches. that is according to a congressman i just spoke to leaving this room. they're within inches of getting behind this plan. so it's unclear exactly whether that's going to persuade progressives who i was told up to 55 progressives were threatening to vote against the bill, that infrastructure bill today, because that larger economic package is not m

let's shift to the house speaker nancy pelosi, someone you wrote an incredible book about. i highly recommend. and now president biden using words like hopeful and optimistic when asked whether they can reach a deal on the president's social spending plan. is this just happy talk here, or do you think they actually well on the -- are on the precipice of getting something over the finish line? >> you know, you always are safe betting on the pessimistic side when it comes to congressional action, but i think they are very close to actually having a deal that could pass next week on infrastructure, maybe have a framework on a reconciliation bill. one of the biggest pieces taken together, one of the biggest sets of legislation that we've had in decades. nancy pelosi who has been around for a while says it would be bigger than passage of the affordable care act which had previously been kind of the crown jewel of her legislative career. i think that that optimism -- they're down to talking about -- they've reached a rough agreement on the amount of money to spend. they're down t

. >> reporter: right now there is a high stakes game of chicken between the speaker, nancy pelosi, and progressives in her own caucus over the president's infrastructure plan. pelosi, i am told, made very clear she plans to put that infrastructure plan on the house floor today. that of course already passed the senate. if it were to be approved by the house today, it would go straight to joe biden's desk. but there is a problem. the progressives are threatening to taint this bill, to vote no because of their concerns that that larger package will not go through congress because they don't trust kyrsten sinema and joe manchin to ultimately vote for this bill. they say this framework agreement is simply not enough for them. so i'm told behind closed doors pelosi told her caucus, quote, don't embarrass the president as he's going overseas and vote down this infrastructure bill. and she went further. she said she would put this bill on the floor and leave the vote open, try to force members to get behind this ultimately. now, she got some pushback by the congressman from illinois who said

nancy pelosi now says vote on bipartisan infrastructure by october 31st. white house adviser cedric richmond was asked if there was a time line he said "we're not using an artificial time line." is there any actual time line here? >> so first of all, the surface transportation bill was extended through october 30th or 31st. we have to make some decisions by then. a lot of members are anxious to get both bills done and we need to be delivering for the american people. i think the white house saw what happens when you put artificial deadlines and granted it was a good weekend for everybody to go home and take deep breaths. now we have to come back to the table. i think nancy has to negotiate in the house. no one ever knows what the senate's going to do and it's probably why cedric richmond said what he did because the senate is an unpredictable body. >> strikes me this was not just me but this was a wound to nancy pelosi's leadership. she promised a vote on a certain time line, couldn't get the two sides together. you yourself as you mentioned earlier critic
