and mexico. he's deploying three officials from his administration to mexico hoping to mend some ties that are crucial for security. >> cnn's priscilla alvarez has more from washington, who are the officials he's sending and what do they think they can accomplish as they head to mexico. >> reporter: this is a stacked trip, and it speaks to the importance of the visit. among the attendees, secretary of state, antony blinken, mayorkas, and it's important because not only the united states shares a border with mexico but because the u.s. relies on mexico to resolve crises that are closely tied to u.s. domestic politics. an example of that is the surge of migrants we have been reporting on in the recent months. the united states defaults on relying on mexico to tackle the flow of migrants as they make their way through that country. i'm told immigration enforcement, specifically mexico's immigration enforcement is expected to come up in these discussions. looming over these talks, too, is a lower cou

here in mexico. but the idea here that the biden administration is rolling out is that they'll be able to go after these issues at a deeper level. right. not just going after the drug trafficking but why people are addicted to the drugs in general. there is a tremendous amount of tension between the u.s. and mexico right now when it comes to drug enforcement agency, the arrest of the former top defense official here who that was last year, there is also issues when it comes to the border crisis. and that was one thing that was not part of the discussions today. we heard from the foreign minister here in mexico that they didn't discuss that and here is what secretary blinken said when he was asked about migration. >> i don't understand because this is not something that came up today. i would just simply say that the u.s. immigration law enforcement remains in effect. we're continuing to work very closely with mexico to promote a safe orderly and humane process along the shared border and to address t

babs ambassador to mexico. good to have you with us. as we listen to what we just heard from matt in terms of his reporting, the reaction on the mexican side, feeling that it's very one-sided, specifically as you're looking at what's happening at the border, that they are feeling it's on them to stop this surge, we're hearing a little bit of a different tale from u.s. officials. where in your estimation do things stand this morning? is mexico doing enough? >> i think what you're seeing this morning is something very positive. this is as much a process as anything else. yes, i think matt is right. there's been serious deterioration in the tone and cooperation on security between the united states and mexico. and there's a lot of finger pointing and much of it justified in terms of the numbers of guns going south and drugs coming north. i think it's important that they meet today. i don't expect any big deliverables, but you are going to build the kind of trust that you need to have a truly effective relationship. you have to start with t

alec baldwin's upcoming film that was filming in new mexico. police say a prop gunfired by baldwin killed the film's cinematographer and wounded the director. a spokesperson for the production called it a tragic and devastating accident. >> filming has been shut down for the time being. photos have appeared appearing to show baldwin distraught after he was questioned by the santa fe county sheriff's department. no charges have been filed. and officials say the investigation remains open and active. joining us now is tessa mentes at kobv tv in new mexico who has been covering this story. there is so many questions here, tessa, about what happened. what can you tell us about maybe the weapon, what this was. do we know anything? >> so at this point, brianna, and thank you both for having me this morning, all we know is that it is a prop gun. the questions remain as to what the projectile was that was discharged from the gun. there has been comments, unconfirmed reports, that we received into our newsroom very early in all of this that a potential

now, there's the crime in new mexico of involuntary manslaughter. it's a fourth-degree felony punishable by up to 18 months in prison. and the two people i think prosecutors would focus on the most would be the armorer and the assistant director, who is the person who handed the gun to alec baldwin and told him it was safe. they're also going to want to look at anyone who touched that gun that day. they're going to look at chain of custody of the gun. it's the armorer's job to make sure the gun is safe. you played the interview where it's a 24-year-old who may have been over her head. at the very least, there's going to be a lot of civil liability here. it may not be criminal but that new fact that just came out in that reporting could move the needle for prosecutors. >> nischelle, the one that lucy reported on, that he just mentioned, the armorer, 24-year-old hannah gutierrez, on a podcast talking about her experience and how she's still learning. i mean that is a really huge job. they usually have a lot of experience, don't they? is this -- >> yea

in the state of new mexico, there is statutes that allow for excusable homicide. so, there is a possibility that when investigators look at it, they say there is no, you know, criminal culpability here but there is also in the state of new mexico something called a depraved indifferent homicide. so i would not be surprised if we didn't see some charges filed against someone that's responsible for this woman's death. >> again, it's still -- it's still early on and we have to wait to see how this investigation plays out but i mean, you can just see the anguish in alec baldwin's face. um, the -- the pictures that we have of -- he is doubled over. he is crying. i'm sure he is on the phone with someone, trying to explain. i mean, i can't even imagine. obviously, it's a tragedy for, you know, the young lady and her family. but also, you know, you are just doing your job and all the sudden, someone is dead for something that you've done over and over and over again. and as an actor, don, he is relying on the team. he is relying on the crew, the people who get paid to han

these are images from a memorial in albuquerque, new mexico, honoring helena hutchins. she was killed thursday when baldwin unknowingly fired a live round from what was supposed to be a prop gun. cnn's lucy cavanaugh was there at the vigil. she spoke to people mourning hutchins, and has new details now on that crucial time line leading up to her death. >> reporter: the people have gathered here in downtown albuquerque to mourn the passing of helena hutchins, just 42 years old, a rising star in the film industry whose life was cut so tragically short. a lot of the people here are part of the industry. this vigil, in fact, was organized by the union representing film and television employees, and so a lot of folks know firsthand what happens on film sets. and so many here are affected by this one death because, again, this is a close knit community where people know one another. they're brothers and sisters as one location manager told us who was very much impacted by this tragic killing, even though she wasn't on set. she knew almost everyone in the room, she says. take

the new mexico occupational health and safety burro says it's also investigating this incident. and the l.a. times and others reporting tonight prior to the shooting several crew members quit the movie due to concerns over conditions and safety issues including gun safety procedures. now alec baldwin breaking silence today saying he is shocked and saddened by the tragic accident and is fully cooperating with police. the d.a. saying it's unclear whether charges will be filed but not the first incident someone was killed by what were supposed to be harmless guns on a movie set. actor brandon lee, you've seen it in chris' report, the son of bruce lee was killed while filming the final scenes of the movie "the crow" in 1993 after being shot with a prop gun later found to have been improperly loaded. alec baldwin's co-star talked about his gun training on the set of "rust" just last week. >> they had me pick my gun like all right, what gun would you like? i was like, i don't know, the armor was like you have gun experience? [ laughter ] >> what's a gun? and i was like, a little. and

so this happened in new mexico. new mexico covers criminally negligent homicide with its involuntary manslaughter statute and that requires that someone caused the death either in the course of an unlawful action or an action that is reckless, willful or wanton and without due caution and circumspection. i wanted to get that language right so only if alec baldwin acted within the confines of that statute would they be possibly criminally liable and there's a lot that we don't know. we don't know any of the circumstances really other than the bare bones that have been released so if mr. baldwin was handed the gun, had nothing do with its prep ray, you know, pointed it where he was supposed to point it and pulled the trigger, i can't see how he possibly could be charged within the confines of this statute that. still leaves the arm oher as your prior guest was talking about, so there are a lot of questions around how that gun was handled, how it was maintained, cleaned, inspected, loaded, what it was loaded with, so t

the santa fe, new mexico, district attorney's office telling cnn they're not ruling out filing criminal charges in the shooting death of cinematographer halyna hutchins on the set of alec baldwin's movie "rust," saying the incident remains under active investigation. nischelle, thank you for joining us again on this very important story. one of the crew members from "rust" posted what he says is the last photo of halyna hutchins alive. you can see her in the pom pom hat right near the camera. we have the arrow right there. take us through what you're seeing in this picture. what do you know about it? >> well, basically it's showing either, you know, a rehearsal of a scene. we see alec baldwin in the picture as well. we believe the director, joel souza, also in this photo. we see some sort of rehearsal or some sort of scene about to be shot. it does look like there is yet another person that's interacting with alec, and i don't know who that person is. we don't know when this photo was taken, but, yes, that crew member does say that they believe this is the last photo taken of halyna hut

you have to get to a higher standard even in new mexico. what does that look like in terms of a factual representation? >> sure, let me give you an example. let's say, for example, i'm in my backyard and it's the fourth of july. i take my gun out, i'm so excited, and i point my pistol in the air. i'm not intending to hurt anyone, i'm not intending to kill anybody, but let's say the round travels through the air, drops down, hits someone and kills someone. i could be charged with involuntary manslaughter. i had the intent to pull the trigger knowing a round would be discharged, and it is foreseeable that someone would be killed or injured for my actions. that is enough. here, as we said before, there is a lot we don't know. are any or all of these people a con -- people's conduct reckless? was it a projectile in the cartridge? we don't know. it could have been a blank and that blank can still kill people -- >> you're right, you're right, you're asking the question s in the right way. but in terms of suggestions here, it would be shocking if
