democrats rush in to cut a deal on his multi-trillion dollar spending deal before he leaves for europe kelly o'donnell is at the white house with more. >> reporter: in new jersey today, president biden visited a classroom of four-year-olds. >> hey how are you doing? my name is joe. >> reporter: to highlight the kind of universal pre-kindergarten program he wants expanded nationwide. his newly reduced social spending plan of about $2 trillion is expected to include four weeks of paid family leave and a one-year extension of the child care tax credit today the president also pushed for his long delayed $1 trillion bipartisan roads and bridges bill. >> these bills are about competitiveness versus complacency. >> reporter: a critical week for the biden agenda after months of internal battles among democrats. the president met with moderate joe manchin, who said today he would only support a $1.5 trillion price tag for the larger bill with issues like climate and clean energy not yet finalized. >> well, we're working on climate, basically. >> reporter: today republicans predict higher taxes

why did he leave to europe displaying this optimism before he left? >> it's hard to get into the president's mind, but the thinking might be let's at least put out a positive framework for people to come together. how far that goes, it's hard to know. there's so much bitterness, so much rancor, and most of all so much distrust right now among all the democrats. and in both chambers. so you've really got four different parties going at it, two democratic sides in the senate, two democratic sides in the house, and nobody wants to make that first move. and when you don't have trust in politics, you're in trouble. >> at this point right now, is there a winner, is there a loser through this process? >> oh, the winner has to be the republicans. they're taking great glee out of all of this. they are presenting the democrats as being dysfunctional, unable to get anything done. and from a glance far away, it looks just like that. the losers right now are the democrats on the other side. the longer they go without bringing to the table something, the harder it'
