i often use the words of dr. negara in one of his books, he wrote about the normalization of failure. when i became secretary of education, i really sought out to try to address the gaps that exist in outcomes for students. when i was commissioner in connecticut, that was a focus of mine. and weom have to make sure that when we build back better, we're not going back to this system of march 2020 where it was almost predictable. you could predict a student's ability to succeed based on race or place. that's unacceptable. we should have a high level of outrage that it's gone on that long. so what it translates to is when we reopen our schools, we're giving all students an opportunity to have highly qualified teachers, getting rigorous curriculum, having opportunities for, you know, the highest level courses that lead to college access or career options. we should make sure that students is access to universal pre-kindergarten, the community college. those areiv the things that levl the playing field. so going back

i appreciate our colleagues giving us -- some of us -- a notebook. it's a bipartisan infrastructure investment jobs act summary. that's helpful. but that's not legislative text. and then we need an open amendment process so that those of us who weren't party to the bipartisan negotiations can participate in the process. hopefully make the bill better. i would like to see us actually substitute some of the spending pay-fors with a user fee model that's been traditional using the gas tax. but as i said earlier, the gas tax has become a little outmoded and insufficient to pay for the infrastructure we all want and need. so, mr. president, there's a real need to invest in america's infrastructure, and it's never been more important for us actually to pay for those investments in a responsible way. as it stands today, our debt-to-g.d.p., gross domestic product, ratio is at the highest level since world war ii. this is not the time to continue spending and spending and spending until our grandkids are left sitting in a pit of debt so deep they will never c
