here's the deal, if incentives help us beat this virus, i believe we should use them. we all benefits when we get more people vaccinated. and the addition to providing incentives for vaccination it is time to impose requirements on key groups to make sure they are vaccinated. just this week we took an important step to protect our veterans. like many civilian hospital systems are doing, the department of veterans affairs will now require covid-19 vaccines for doctors and nurses and other healthcare workers who provide medical care for veterans. we must do everything possible to protect our veterans from getting covid when they come to get medical care they so richly earned serving their country. we owe them. next, since many vaccinations are required for active duty military today, i am asking the defense department to look into how and when they will add covid-19 to the list of vaccinations the armed forces must get. our men and women in uniform who protect this country from grave threat should be protected as much as possible from getting covid-19. i think this is pa

it uses fines and penalties paid by convicted federal criminals. however, fines from what are called nonprosecutorial agreements or deferred prosecution agreements did not go into this victims crime fund in the past. since, there's been more of these agreements in recent years, the fund is being depleted. that meant dramatic cuts in the funding it could provide for victims and for organizations to support these victims. between 2017 and today, the amount of money in these funds has gone down 92%, which has resulted in a 70% reduction in victims assistance programs and grants. this means that for a lot of victims, the help they need isn't there any longer. when my son, beau, was attorney general of the state of delaware, he took pride in getting support quickly to victims, especially to protect and care for child victims. and i know that as the san francisco d.a. and california attorney general, vice president harris expanded support for victims of crime and launched one of the nation's first medical centers focused on treating childhood trauma caus

that is a big reason why just one in seven americans with hearing loss actually use hearing aids. another example, internet services. there are more than 65 million americans who live in a place with only one high-speed internet provider. research shows when you have a limited internet operation, you pay up to five times more on average than families in places with more choices. that is what a lack of competition does. it raises the prices you pay. it's not just consumers getting hurt. big ag is putting the squeeze on farmers. small family farms, first-time farmers, like veterans coming home, black, latino and indigenous farmers, they are seeing price hikes for seed, lopsided contracts, shrinking profits and growing debt. lack of competition hurts workers as well. in many communities, there are only a handful of employers left competing for workers. think of company towns across appalachia and other parts of the country where one big corporation runs the show. when corporations have that kind of leverage over workers, it pushes down advertised wages. up to 17%. as competition decr

how are people going to see us? when i started the job, i was fairly certain people would not want to work on it. just knowing what they have been through, that cops would not want to work. and yet from day one what i have run into is the department that has all of these officers, they want to work. they want the community to be proud of them. they want to do the job correctly. and they just want direction. it is a prideful department. the doj was a gut check. but that said, what they have come in the doj and their concerns and what they have asked to look at, anything that anything that i have not heard i did not already expect and at some level is public. so it is ok. it is not going to be easy or inexpensive. this department will be stronger but once it navigates through it. host: in atlanta, you stepped down as chief after one of your officers shot and killed rayshard brooks, a man who was running away from them in a wendy's parking lot and that came shortly after the death of george floyd. it sparked more prote

the pfizer vaccine is authorized for use for children. there are studies going on right now in younger children 5 thereby 12 and clinical trials being done from six months to five years of age. pfizer is ahead of the curve in terms of they are working to complete those studies. the moderna vaccine is sort of on its heels. we hope to have the completed clinical trials by the end of the year. but we'll be looking at the science. it's hard to put a date on when science -- scientific studies will be completed. we are hoping to have data by the end of the year for those younger folks. frances: that's encouraging though it seems a long time away as well. are you hearing of any evidence of negative side effects for these younger groups? rebecca: no. those clinical trials are proceeding as we speak. we would not expect to see a different safety profile than what we saw in teens for example. we'll await for the results of the trial. frances: until we get this younger group vaccinated, we all interact with younger children, will we be able to reach

sarah, can you tell us about why this exists? why we have this complicated but important legislative process? sarah: why does it exist? it's a great example of rules created for one purpose. at a particular moment in a political time, then as conditions change, politicians and their strategic party leaders find new niches for that established tool. usually, they are niches that might not have been envisioned when the particular lawmakers who wrote the rule or the law probably envisioned how it might be used in the future. it's not that unusual a thing in congress that the rules last longer than the politicians who created them. it creates opportunities for complicated procedures that probably didn't look so complicated when they wrote them. in the case of reconciliation, it comes from the 1974 budget act. keep in mind in the 1970's, there was a large democratic majority, ideologically diverse democratic and republican parties, there was an endowment of programs like medicare and medicaid. spending that was outside of the annual a

i would caution people to use it in crisis. the way reverse mortgages work, you get a mortgage, but instead of making monthly payments, you don't have to make any payments. that is of course very appealing. you only have to pay that back move or sell. it's available to older homeowners. the problem is, you basically are pulling out. you have to have the house almost paid off or paid off. if you have ongoing issues, you will go through that money really quickly. those loans tend to be more expensive than traditional loans. thankfully there is counseling that goes along with reverse mortgages. it can be helpful for a lot of people who say they have a lot of money in their house. if you need money to fix the roof or do other things, than a reverse mortgage might work. but if you are short every month, and you get a reverse mortgage, you will quickly go through that money, and you will be at a point where you might have to move, there is no equity in the house. my advice would be very cautious. they can work for some people. susan:

they are using their collective power as the minority party to stop a bill they oppose from becoming law. while doing so, they came to washington to try to convince the president and senate democrats to nuke the very senate rule that protects the rights of the minority. in other words, you might say a filibuster for me but not for thee. and as a reminder, this is the second time they've denied the legislature a quorum this year. i think it's pretty obvious that this is nothing more than a political stunt when these lawmakers skipped town with no plan for when they will return to their jobs in texas. and, frankly, the president under the texas constitution -- i mean the governor under the text constitution can -- text constitution can continue to call as many special sessions he wishes without limitation. so we all know who you this will end. they will eventually go home after the cameras leave and after the press loses interest in this political stunt. they'll go home and they will participate in the process. but it's telling that these democrats and this house of representatives cho

i'll use one example. this is the work we did on enabling or pioneering for greater use of autonomous surface vessels within the navy. this has been a case where we develop a concept and turns it over to the navy at some point. we've worked hand-in-hand with the service throughout this process and ensuring that learning. this is what comes forward in the experimentation we talked about. this is a case where that happens almost naturally when you have an organization that is used to working with others within the services. we needed the ships from the gulf of mexico over to the west coast, the navy was involved every step of the way. this is what we talked about, some of those concepts early in the process and they've been great earners in this. >> that is really useful perspective. the effort it takes to do that kind of integration and outreach is important. it takes a lot of energy. it is really hard to get the joint outcomes without that kind of background work. >> absolutely. one of the things i set was

as jill says often, any country that out-educates us is going to out-compete us. we have to build for the 21st century. the rest of the world is not waiting around. the bipartisan infrastructure agreement we just reached is going to deliver reliable high-speed internet to every american, every single american. they are going to be affordable in rural and urban areas. of the many things, of the many tough images of the past year were children sitting in cars and fast food parking lots because it was the only place they could get a wi-fi connection for remote schooling. if we did not know it before, we do now -- high-speed internet is essential, like electricity and clean water. speaking of clean water, this agreement that we put together will put americans to work and good paying union jobs replacing 100% of lea waterd pipes in this country. 100 percent. right now, there are 400,000 schools and some of you teach in them, 400 thousand schools and childcare centers with lead pipes. we know even low levels of lead can cause behavioral and learning children -- problems

you can use twitter, as well. liz, secretary buttigieg makes a strong case for infrastructure bill as a key driver of near-term economic growth and a long-term clean energy buildout. what does the labor community think about this opportunity generally and the proposal in particular? >> first of all, just let me say thank you, sasha, and jason, and the team at the bipartisan policy center for bringing us together for this discussion. i absolutely love what we just heard from secretary buttigieg. as should just remind folks off the top, we are an organization of 12.5 million working people and 56 different unions all across every sector of the economy. they all have an interest in infrastructure policy. i am bringing the voices of those workers with me today. and we are in full support of the bipartisan infrastructure plan. we are working hard right now to get it passed. i know there's some debate about the bipartisan deal, whether it goes far enough, but we think this bill brings the investment, the american people

and it requires us to be innovative. one thing we are doing is the president has recommended calling on state and local governments to use funding that they have received, including funding from the american rescue plan, to offer $100 to anyone who gets fully vaccinated. a financial incentive. soa financial incentive. , other states have lotteries, etc. i think that those are very innovative. they are not sufficient, but they are innovative approaches. we are working across the nation to make sure that there are tens of thousands of vaccination sites throughout the united states. 90% of people have a vaccination site within five miles of where they live. we are looking for people to get vaccinated at pharmacies, to get vaccinated at clinics, at doctor's offices, at hospitals. and we are asking schools now, to work with their local and state health departments to have school pop up vaccination clinics, at least one but many school pop-up vaccination clinics. so we want local and state health officials, as well as pharmacy
