can you tell us about why this exists? why we have this complicated but important legislative process? sarah: why does it exist? it's a great example of rules created for one purpose. at a particular moment in a political time, then as conditions change, politicians and their strategic party leaders find new niche is for that established tool. usually, they are uses that might not have been envisioned when the particular lawmakers who wrote the rule or the law probably envisioned how it might be used in the future. it's not that unusual a thing and congress that the rules last longer than the politicians who created them. it creates opportunities for complicated procedures that probably didn't look so complicated when they wrote them. in the case of reconciliation, it comes from the 1974 budget act. keep in mind in the 1970's, there was a large democratic diversity. there was an endowment of programs like medicare and medicaid. spending that was outside of the annual appropriations process. on top of growing budgets and so

[boos] i have got to tell you, i can't think of anything more necessary than having a president and governor who are committed to lifting up all virginians, making sure our children get the best quality education, strengthening our economy. that is what we can do. presi

it uses fines and penalties paid by convicted federal criminals. however, fines from what are called nonprosecutorial agreements or deferred prosecution agreements did not go into this victims crime fund in the past. since, there's been more of these agreements in recent years, the fund is being depleted. that meant dramatic cuts in the funding it could provide for victims and for organizations to support these victims. between 2017 and today, the amount of money in these funds has gone down 92%, which has resulted in a 70% reduction in victims assistance programs and grants. this means that for a lot of victims, the help they need isn't there any longer. when my son, beau, was attorney general of the state of delaware, he took pride in getting support quickly to victims, especially to protect and care for child victims. and i know that as the san francisco d.a. and california attorney general, vice president harris expanded support for victims of crime and launched one of the nation's first medical centers focused on treating childhood trauma caus

that is a big reason why just one in seven americans with hearing loss actually use hearing aids. another example -- internet services. there are more than 65 million americans who live in a place with only one high-speed internet provider. research shows when you have a limited internet operation, you pay up to five times more on average than families in places with more choices. that is what a lack of competition does. it raises the prices you pay. it's not just consumers getting hurt. big ag is putting the squeeze on farmers, small family farms, first-time farmers, like veterans coming home, black, latino and indigenous farmers, they are seeing price hikes for seed, lopsided contracts, shrinking profits and growing debt. lack of competition hurts workers as well. in many communities, there are only a handful of employers left competing for workers. think of company towns across appalachia and other parts of the country where one big corporation runs the show. when corporations have that kind of leverage over workers, it pushes down advertised wages by up to 17%. when competitio

it's on us to make sure that they get it. the funding is there and the urgency is there. one of the things the pandemic has shown us or has exposed, the inequities and the gaps that are there and i just wonder when it comes to that kind of access, was the access even more severe than you thought it was before the pandemic? >> yes and i will share with you it was about april of 2020 we were about a month into the shut down in connecticut and i had a conversation with a superintendent from a very wealthy district. they had great broadband access and many were fortunate to have a parent to be able to work from home and then the curriculum top-notch. we invested in it years ago so all we had to do is flip a switch and they got high quality education. that same day i spoke to a superintendent that was under resourced with students that were well below the poverty line and i asked how it's going there and she shared with me that it took four weeks to communicate with her families and through snail mail and community was four weeks ahead already. they were trying to connect with
