[applause] in the last 10 years, university studies found that low-income children participated in preschool were 47% more likely to earn an associates degree or higher and get through high school with little difficulty. we have to build on that foundation for future success. then i want to add two years of free community college for everyone. [applause] and we can afford it. i will tell you how. boosting the earnings of high school graduates with low-wage jobs by nearly $6,000 a year on average. the average annual cost of a two-year degree in illinois is $4200. under my proposal, the cost would be zero. but it's not just tuition, as is pointed out, living expenses, housing, meals, transportation. that is why i propose to increase the maximum pell grant, below a certain income, from about $6,500
