legislation, dozens of democratic state lawmakers have actually left the state under the texas constitution the legislator requires that two-thirds of lawmakers be present in order for you it to conduct state business by leaving democrats can block republicans' efforts to pass bills. >> so what is the latest on where this voter restriction legislation stands today? >> so texas democrats are actually in the process of leaving. so we're not -- we don't know if they broke quor yum. they won't officially and legally do it until tomorrow when the house goes back to work. there is a reason they're leaving town today because they -- to be legally compelled back to the senate or back to the state house under the texas constitution, you need to actually have the lawmakers vote on that. the remaining law machers need to vote to say you know, texas rangers, go get the democrats who have fled the state. with he no he that more than 50 law makers are planning to leave the state today. that will deny them the two-thirds quorum in the state. most of them are leaving by two private jets out of austin later

legislature in nine states. we have put in place independent commissions. we have governors in states who will be able to veto gerrymandered re-districting that republican legislatures, undoubtedly, are going to do. so the fight is, still, on. and that's why re-districting u is so important because we want to try to get the people of this country involved in this fight. promote transparency. involvement of the people in this country. and to make sure that the -- the special interests don't actually control the process in a way that, frankly, they did in 2011 when republicans focused on this. and democrats did not give it sufficient attention. >> what are you asking of people, in terms of their participation? do you want them going to any, say, legislative hearings that might be occurring? or hearings in -- in state legislatures around the country about re-districting? >> yeah. we want them to participate in the process. where there are hearings that are being conducted in state legislatures, go to those. where t

the delta variant spreading in hospitals in five states struggling to keep pace. how troubled are you by this and to what do you attribute the change? is it mostly the delta variant? it's a couple of thing, andrea, and i am troubled by it. it is the delta variant which unquestionably spreads from person to person much more efficiently than the other variants that we've dealt with. that's point number two, but the thing that worries me is the people in this country who are not vaccinated. if you are fully vehiclesated you have a high degree of protection against all variants including the delta variant, but given the efficiency of spread, you are particularly vulnerable if you are not vaccinated. i mean, if you look at the statistics in our country, they're very telling, 99.5% of the deaths due to covid were in unxated people. is data that you can't run away from. that tells you it is very important to get vaccinated and even doubly important now that we're dealing with the virus that's becoming dominant, namely the delta variant that has a high degree of capabilit

texas state representative senfronia thompson. joining me now, senator jeff merkley of oregon, one of the senators working on that new voting rights legislation. senator, people have been pretty hush-hush about what's going to be in this proposed legislation. can you give us a sense of what it is going to look like, how it might be different than the for the people act? >> oh, the details have to be worked out, but there are four main sections in the for the people act. one is on dark money. one is on ethics. one is stopping gerrymandering. and one is protecting the ballot box. and i think we're going to end up with a bill that's strong in all four areas. >> what about a voting i.d. mandate? >> well, voting i.d. is one of the questions that we're bringing everybody together. we're meeting. our staffs are meeting. we're holding conversations. clearly there are different practices in different states that people feel wedded to. in the state of california they use signatures as a very effective instrument at the polling place. in ore

state and local governments are having this problem. the august 13th conspiracy that president trump will be reinstated which is completely false, it is getting a reaction on social media and it's not that different than the reactions that we saw after the election in november all the way up to the insurrection in january. you see people reacting. comments might be, hey, i want to avoid the capitols on august 13th because i don't know what's going to happen. this sort of uncertainty, this sort of fear-based mongering is creating online and in-person mobilizations. that's due to one thing above all others, that people have continued to perpetuate this lie, one, that the election was stolen, which it was not, and that the insurrection was a peaceful demonstration. it absolutely was not and we heard that in vivid detail today. >> pete, we know from your reporting that the fbi now has charged more than 500 people in connection with the january 6th attack. we heard from at least two of the officers today talk about how the people who might h

five or six total states and maybe about two states that were -- so this opening up a new avenue for us and so what we're doing here, with section 4, is we're looking at whether or not the law applies to all 50 states which would be a big change, and now 48 states have demonstrated that maybe they should be subjected to preclearance so i would vote that the congress would move before our others break to deal with s-1 and hr-4 and i don't know that you have to have all of the records you're trying to develop if it were to apply to all 50 states. it's so, put preclearance into hr-1 and you'll have basically what we're looking for. >> well, it was always one of those things, how would roberts have voted if it did apply to all 50 states, so perhaps it's worth testing that theory as you say. let me talk about the january 6th select committee. liz cheney is obviously the sort of the headline, if you will, among the speaker's appointments here. if the republican leadership strips her of her committee assignments, but, you know, look, that's a political statement on their part, would there b

as you stated, the governor -- the state of texas doesn't have jurisdiction outside the state of texas. but moreover, governor abbott is just simply empty bluster. he does not have any authority to come after us. you know, governor abbott has had a problem lately understanding the separation of powers. he's the executive branch, we're the legislative branch. he has tried to defund the legislative branch by vetoing our appropriations and now he's threatening to arrest lawmakers, neither of which he has the constitutional authority to do. the texas house of representatives does have a rule that allows the speaker and the remaining members there to compel a quorum. that is within their right. they authorized warrants, they did not issue warrants. and so that's -- but the reality is, it's a civil matter, it's not a criminal matter -- >> yeah. >> -- because our members have committed no crime. fund mentally what we're doing is working for our constituents and fighting for democracy. >> i know that we have a d.c. democrat that works on capitol hill on with us but showing democrats on the hil

other states. it has been eight days that they've been in washington thus far, and perhaps weeks before they can go home again. but this week, that battle over voting rights crashed headfirst into americas battling with covid. several of the texas democrats have tested pose positive for covid. the number of democrats from the week to test positive -- are staying in their respective hotel rooms as precaution. trey martinez fischer is one of them. you remember us talking to him in a bus the. he and the other five of the texas democrats also that they are fully vaccinated but none the less had these breakthrough infections. all of the texas democrats in washington have been continuing to make the most of the time in bc and get this thing done. even if they can only do it on zoom from here on out. a thought if we could, we should check in with them to see how it's going. luckily, we've been able to get in touch from his hotel room with texas democratic trey martinez. representative martinez fischer. th

in this state, 47% are fully vaccinated. the number drops in lafayette county where we are, about 33%, excuse me, lafayette parish. other parishes in louisiana are in the 20s. we wanted to find out who are some of those getting vaccinated now. with public health experts referring to a movable middle. you have folks on one end that got vaccinations right away, folks on the other end don't want anything to do with it, dead set against it. you might have folks that wanted to see how the vaccines would effect their friends, their family, whether they wanted to research it more. went to a vaccine clinic nearby, spoke to some people getting vaccinated today and i asked them, why didn't they get vaccinated several months ago. >> i think it is the right decision. people need to get out and try to keep safe however they can. have a young grandbaby in the future, want them to be safe, too, good family decision, i think. >> reporter: that was just one man. there was a younger man also in his 30s who said that he was just going to be a

in 2018, republicans lost 12 state house seats, lost two congressional seats, lost two state senate seats. and this is an attempt to try to make sure that they stay in power longer. so when places like harris county, for instance, did some forward looking things to increase voter participation, 24-hour voting, drive-thru voting now the legislature is staying you can't do that. in the first edition of that in the texas regular session they tried to have a provision put in so there would be later sunday voting. sunday voting wouldn't start until 1:00 p.m. folks know in the african-american church one of the traditions has been to take voters to the polls right after church services in the morning. that version is now gone in this special version of this -- >> wait a second. let's be clear here. so are you saying that the souls to the polls provision was taken out? does it start after 1:00 p.m.? or were they able to restrict the voting on sundays? what's in the final version? >> that's right, joe. what's on the table now in the special session now, this is still being worked on in the senate

in heavily unvaccinated states, tun vaccinated are heavily affected, and in the heavily vaccinated state, the unvaccinated is still affected. but even the vaccinated are getting exposed. but they're getting breakthrough infections at a much lower rate. we know 97% of the people who are getting hospitalized are unvaccinated. we know 99% of the people who are dying are the unvaccinated. but because it's a communal experience. we're all living in this same community and no vaccine is perfect, right, it's like, 90% protection against severe disease, as the amount of virus goes in, you're likely to see some cases among the vaccinated, as well. from that scenario and what dr. walensky said today, as well, if communities, even in highly vaccinated states are seeing large surges of cases, and potentially hospitalizations going up, even if they happen to be among tun vaccinated, it might be time to take a pause and say, should we put some of those measures into place. surely the states that are seeing the surges should be considering taking those measures, partly because of what you talked about.
