joe biden said this week that in effect the senate is broken. he said that the rule on the 60 vote threshold is no longer working the way it was supposed to. and he said he supports a change in that rule, but some people think they heard him say there should be no change in the senate rules. but what i heard joe biden say indicates that he will support a change in the senate rules probably for voting rights legislation after -- after he has accomplished what he can in the senate under the current rules. in that sense the biden infrastructure bills and voting rights bills are strategically linked. joe biden clearly believes he cannot come out in full opposition to the current senate rules while trying to hold on to a fragile, bipartisan coalition of senators for his infrastructure bill. but president biden is clearly giving signals about what needs to be done to pass voting rights legislation, including a change in senate rules. so tonight we will consider the biden legislative strategy in sequence beginning with the biden/harris administration's

listen, joe biden should not fall into the joe manchin trap of believing that there are ten magical friends of republicans who are going to step forward to provide 60 votes in order to pass some form of voting rights. we know that's not going to happen, so the alternative is what mechanism, what carve out or exception to the filibuster or reform, if he prefers that term, is he going to be able to convey to his friend joe manchin to pass, because without it we're not going to get voting rights. and i think what we've seen in the latest supreme court ruling, from arizona and what we've seen in the audits and what we've seen from the -- i use audits loosely. and seen in the texas legislation making its way down the pike is that we need federal legislation. we're not going to litigate our way out of this. unfortunately we're not going to be able to persuade republicans to defend democracy. so what and how are we going to maneuver past the filibuster in order to get voting rights? and that i think is going to be the test of his presidency. it's going to be the test of our times likely. >> erin,

joe biden has rooseveltian ambitions. that means going with a bernie sanders-size reconciliation bill, around $6 trillion, not a joe manchin size, around $2 trillion. by all accounts the white house is leaning more towards the joe manchin size. what is your take on this? >> he does have rooseveltian ambitions and i think he's on the right track. i wouldn't be too hard on chuck schumer or joe biden. this is complicated. they have a slim majority and a smart two-track process where if they don't get what they want in the bipartisan bill, they can put more infrastructure into the so-called reconciliation bill. and they might not get to $6 trillion, but if you think about it, they've already got $1.9 trillion in public investment in the american rescue act that they did in february. so if you add that, you know, $2 trillion to the $4 trillion that they're likely to get this summer, in this infrastructure summer, that totals $6 trillion public investment. that is a huge amount of money. so the idea that somehow -- >> that's a

and that frustrated people like joe manchin. do you know what it is like for the house writing and passing the voting rights act? >> i think senator manchin has laid out some things he would support and kind of lists. i think it's one that we should adopt and put into legislation as quickly as possible. when it comes to hr4, restoring the john lewis voting rights act, we're going to move pretty quickly on that. there have actually been discussion information the last few days to move up the timetable. we're trying to make sure we have the right evidentiary record making as foolproof as possible because we know it's going to be challenged in the supreme court. the redistricting data, for example, will be going out very soon. it would be good to have the voting rights back back in district before they're drawn. and there are other things, like what's happening in texas, we have what has to be cleared by the department of justice first. so, i think we need to move quickly. that's something i've been pushing for. and i'm going to co
