senator hearing that was uprooted from washington and moved to georgia and held in georgia instead. this is the first time the rules committee and the senate has held a field hearing in 20 years. but senator klobuchar decided that the issue of voting rights was worth hitting the road for. to go understand in person what's new republican installed voting restrictions mean on the ground in states where they're being enacted. so the committee, at least the democrats on the committee who showed up, republicans didn't show up for this. but democrats on the committee heard testimony from georgia voters an election officials including helen butler who you just heard from their. she served on the board of elections on her rural county in georgia for more than ten years, until this year when a provision in georgia's restrictive new voting law allowed local republican officials to remove her from the board this month so they could take full partisan republican control over her counties election administration. helen butler called the takeover of local elections boards the most egregious part

without the new georgia voting bill, we wouldn't know about any of this but tonight, atlanta, georgia, is not the only place facing scrutiny. an election audit in maricopa county in arizona is happening. it's also turning up the shocking results. according to the arizona senate president, "companies hired by the legislature to review the election results came up with a different number of ballots then maricopa county officials." tonight we don't know the exact discrepancy, as the audit is now ongoing. but this has to be concerning ag development for everybody that wants integrity and elections. integrity of our elections, confidence in election results, it is paramount to the survival of our great republic. i often cite several measures that all states should adopt. voter identification, signature verification, chain of custody integrity, voter rolls being updated for every election, and most states have statutory language that partisan observers be allowed to watch of the vote count, all political sides, they should watch the count from start to finish. audits and investigations also

of far more inclusive in georgia, far more accessible for voting in georgia. the state of georgia, their new law, that mandates 17 days of in person early voting. that's accessibility. delaware has 0 in person early voting. in georgia, anybody without any reason can vote absentee. in delaware you must meet specific requirements. you need to give a reason. in georgia they have drop boxes for absentee ballots. they are available at county election offices all throughout the state. delaware has no drop boxes for absentee ballots. both states, interestingly, require voter i.d. but delaware is run by democrats and it's joe biden's home state and he hasn't lifted a finger in the 5,000 years he's represented that state to make voting more accessible. as a matter fact, the state of delaware is one of the most restrictive states in terms of voting accessibility. i've been saying this. this is important. this needs to be done this year, before 2022 and the important midterms. five things that i think every american of goodwill would want for our elections, to ensure int

in georgia and iowa they have cut early voting. in alabama, arkansas, georgia, iowa, kentucky, oklahoma, they've shortened the time you get to apply for a mail ballot. in arkansas they've also shortened the amount of time you have to get that ballot back in. in arizona and florida they'll be kicking people off the absentee voter lists. in arizona, iowa, florida, kentucky, louisiana, texas, utah they'll be expanding voter purges, kicking people off the voter rolls entirely. in florida, georgia, montana, arkansas, new hampshire, wyoming, there's new harsher, stricter, narrower voter i.d. requirements. and yes, in florida and georgia they're banning water or any food or snacks for anyone in line no matter how long the line gets, no matter how hot it is that day, no matter how old the waiting voter is. 18 different states, 30 different voter restriction laws and counting. those are passed. those are law. and the effort to find a way to stop it, to try to put a floor under voting rights nationwide so no state can restrict voting rights

your colleague, senator raphael warnock of georgia, will testify as well. now, this field hearing is a rare occurrence. can you elaborate for our audience what the need is in georgia, senator? >> you bet. so good to see you tonight, especially on the anniversary of john lewis's death as we're all pondering his phrase "good trouble" and what that means. right now it means fighting to defend the voting rights of all americans. and georgia is one of those states that has passed a comprehensive set of obstacles really targeted at black americans from keeping them from voting. it ranges from things like the state assembly can take over the county boards to you can't hand out water to somebody who's been kept waiting in lines because they understaff deliberately the precinct, and the list goes on from there. this hearing is to go to the front line and hear from the people in georgia about what this means for them, both to give them voice and hopefully for america to listen. >> now, i've spoken to president biden a great deal about voting rights in the last two we

when you have a conservative effort across the country, but in georgia and in other places, it doesn't stay have passed voter suppression's laws to limit people's freedom to vote. and you know the answer should be in washington, where the constitution clearly says that a new congress has the right to make or alter our federal elections. if i don't know it causes greater than doing that right now, this is the moment to get it done. >> i want to read something that politico is reporting from congressman jim clyburn. it says the biden could pick up the phone and tell joe manchin, hey, we should do a carve out. he referred to the west virginia democrat who's resisted filibuster were torn. just do it. so there is jim clyburn saying to joe biden, just do it. you have to get this rule in the senate. vents at least for voting rights legislation. >> well, you know. i would abolish the filibuster and i've come to that decision after seeing obstruction, and so many other important pieces of legislation. thanks people as you get done to help their families for childcare. to do something about clim

a week ago it was georgia congressman hank johnson. and today it was texas congresswoman sheila jackson lee, arrested in the same place for the same reason. you can see her here being handcuffed in white zip ties. she was later placed inside a police van. she later tweeted this photo of herself in handcuffs. her caption, "i will never stop fighting for voting rights. the time is now to move the voting rights bill in the u.s. senate forward. enough is enough. #goodtrouble." the protests and resulting arrests are part of a summer of action on voting rights. and the list of of reasons to fight just keeps on growing. today this was the headline in the "atlanta journal-constitution" -- "georgia republicans take first step to fulton elections takeover." fulton county is the largest county in the state, 1/10 of all georgians live there. it's where atlanta is. it voted overwhelmingly for joe biden. it also contains a sizable proportion of the state's black voters. the paper obtained a letter showing that two dozen republican state senators sup

arizona and georgia. georgia in particular. new reports out of there some 35,000 people allegedly voted in a county that they didn't live in. what about that and where people should look for the right information about arizona and georgia because both places are coming out with minuscule numbers officially as of yet. >> well, i think one of the things that we have learned in recent months is that the level of distrust among a cohort of americans who have traditionally been the course source -- had great faith in our institutions in law and order in the wake of the 2020 election has really been raised. they are very mindful a number of different irregularities or questions that they have unfortunately, a lot of this has really been a situation where a lot of this has been swept under the rug and we don't have the level of transparency that we would like to have. not just about these processes but will about the rules that have been put into place. that's something that i think is going to require a number of different state offi

georgia republicans take first step to fulton elections take over. fulton county is the largest county in the state, one tenth of all georgians live there. it's where atlanta's. it voted overwhelmingly for joe biden. it also contains a sizeable proportion of the states black voters. the paper obtained a letter showing that two dozen republican state senators support a performance review of fulton election chief. they have the power to request this thanks to the restrictive voting bill that georgia passed earlier this year. according to that bill, states senate bill 2:02, the state can replace any local election official with enough republican support. the chairman of the fulton county board of commissioners, a democrat, a sounding the alarm saying that is an attempt to take control of the senate and retain the governorship in 2022. it's been record rick until this point. this letter is the first official step in the process. we've got allies in the legislature, we have the court and the court of public opinion. the law as it currently stands is on th

. >> and joyce, is the information relevant to what is happening in georgia, the fulton county criminal probe into a phone call in which trump tried to pressure the georgia secretary of state, find me 10,780 votes? >> so jonathan, the interplay between the two events is pretty interesting. let me talk about one way it might be significant. prosecutors have a hard time so prove intent. was there a plan to overturn the results of a legitimate election? and something that makes it more likely it was intentional rather than an accident, if there is evidence of a repeated course of conduct, and it's actually admissible evidence, say georgia were to indict, prosecutors would offer evidence of other similar related courses of conduct, like the pressure that jump bore on the justice department, but an intentional effort to subvert the election in georgia. >> congressman swalwell, considering you have been an impeachment manager, and devised questions to ask witnesses, what kinds of questions should investigators be asking now? >> at this point, tries to understand what trump and those around hi

. >> when georgia was enacted its voter suppression law couple of months ago. i was in a lot of these conversations where people said the law on his face, and i had to remind them that exactly what you said the poll taxes also facially neutral, the literacy test was facially neutral, they knew with the result of it would be. remember the grandfather closet said that you could vote in places like oklahoma if your grandfather was able to vote in 1850, facially neutral, but whose grandparents were able to vote in 1850, black people? no. the idea that this disparate impact kind of happens is so outrageous. and more importantly, chris, this was explicitly referred to in the senate report. it has been recognized by congress that these are the kinds of laws, these facially disparate laws that were supposed to be attacked by section two. and so essentially with the majority does is ignore congress, again. first ignored congress by ignoring the records that were accumulated and now they've gone all the way back to ignore congress in an acting to voting rights act in the

trump literally told people in georgia don't go to the polls, don't vote. but when they need voters to show up in a midterm election, they need these low-propensity white voters who trump brought out of the woodwork. are they going to show up when it's harder for them to vote, too? >> it's also something that the white house does feel like it has to counter. you've seen them focus more on the issue of voting rights, especially as they have faced some calls from civil rights activists who really use the bully pulpit and also mobilize democrats around the issue of access to the ballot. vice president kamala harris, this is really a dominant theme for her. and she's been holding these listening sessions with election workers, pollworkers and officials, as well as black civil rights leaders and also the private sector. because they do feel like because voting rights legislation is stalled in congress, one of the ways to kind of counter the republican messaging is to try and get democratic voters to also care about this issue going into the midterms and hope tha

we watched in georgia what voter registration and education did. it's a combination of what we do at the federal level and what people can do on the ground. we need both in order to do what we need to do this year. >> victoria, same question to you. what should joe biden do, the biden administration do? are they taking all the steps that need to be taken right now? >> i think that the voice of the president, the vice president, and all of the resources available to the white house could really help continue to build that momentum but also help get us across the goal line. i know that joe manchin cares about voting rights. he has talked about it. and so now is the time to act with urgency and to realize that we are about to go off a cliff that will be very hard to come back from. and as elissa mentioned we cannot watch our democracy be taken from us. and the voices of some of the most vulnerable, people of color, the disabled, just completely silenced as we try to face major challenges going forward. we need every voice at the table, that means prot
