mary ellen carol. thank you so much for being here. she did an incredible job leading the efforts around covid here in san francisco. and so we will definitely take full advantage of the opportunity during fleet week to make sure that our emergency personnel are working with federal officials to take advantage of the opportunities to train, to learn, to grow, and to be prepared for any situation for each and every one of you. when i look out into the waterfront and this area, again, i tell you all to keep a smile on your face. when this waterfront had the freeway before the '89 earthquake. and i remember when i was at galleleo high school. they would fly over at practice when we were out at lunch. it was incredible to have these planes fly directly over our schools and i think about those times and i think about where we are now as a city today. we've experienced challenging times before, but like this beautiful waterfront that's now open with no freeway in sight and if you didn't know about the history, and you probably would never im

and that's why i wanted to confirm today with mary ellen that there is indeed a position in the budget to lead that process. because there are so many city departments, d.p.h., the fire department, the community, the homeless department, even d.p.w., and the mayor's office now with her justice initiative and innovation initiative, and then, of course, myself and supervisor haney's office, and supervisor mandelman's office, are helping with that implementation. so there needs to be a really thoughtful process that is taking the time to figure out how to have all these teams the incredible work that they do in a cost-effective, seamless, and interconnected way. there hasn't been the time to make that happen during this budget process. and so i am really excited to be part of that process. i think that this is the right place to sort of host and coordinate that conversation, given that right now all the calls go, for the most part, into d.e.m., or transferred to 3-1-1, and 3-1-1 needs to be at the table. so this is a process that needs to take time. i appreciate the budget and legislature

this is mary ellen hannibal, and i've been a long time member of the san francisco botanical garden, and i would like to add my voice in support of the flexible pricing. the botanical garden received record setting attendance during covid. our botanical garden is a unique garden among all botanical gardens in the entire country, and we are able to grow plants that aren't able to grow elsewhere because of our unique climate here in san francisco. so we have plants in our garden that are threatened and endangered in the wild, and they're very important as communicators, as ambassadors of biodiversity, loss, and climate change to the public at large in a way that we can really see and feel how much we love biodiversity and the need to protect it. gardens need to be cared for, and they can't just be cared for on their own. the motto of the garden is everybody's garden. it's among the most democratic institutions in our city. thank you. >> clerk: thank you for your comments. next speaker, please. >> hi, can you hear me? >> clerk: yes, we can hear you. >> okay. thank you. my name is diana
