arizona could not point to any voter fraud to justify its challenge laws. a study of the 834 million ballots cast in elections between 2000 and 2014 found only 35 credible allegations of in-person voter fraud. by contrast, there are voluminous examples of proliferating racial discrimination in voting during the same period. in short, this unscrupulous decision disregards the purpose of section two and, it erektsz -- and it erects an indefensible barrier for plaintiffs, simply because a majority of the court fundamentally disagrees with congress's use of its enforcement powers to legislate broadly to protect the right to vote from racial discrimination. it is nothing short of an attempt to rewrite and weaken section two, resulting in incalculable costs to our democracy. since the disabling of section five, section two has been the primary defense between --primary defense against discriminatory vote denial and abridgment. since 202012 alone, we filed five cases under section two and two more this year. in the first five years following shelby, an unprecedent

let's look at what's going on in arizona. a bill just was signed talking about critical race theory. it lets look at what's happening there. arizona governor signed a bill preventing local government -- governments from teaching local -- critical race theory. for him it's the state and any local government from inquiring -- forbids state and any local government from inquiring -- from requiring their employees to engage in orientation, training or therapy that suggests an employee is inherently racist, sexist or oppressive whether consciously or unconsciously. the measure comes as critical race theory becomes the latest flashpoint in the culture wars. the theory which is decades old examines the impact of racism on history and maintains that racism is systemic. republicans have used the term critical race theory as a catchall for teaching racism with some panning the bill as discriminatory. let's go back and talk to darrell who is going to jackson tennessee. garo -- darrell, good morning. caller: good morning. the problem is

we saw a law of that nature in arizona passed by republican-controlled legislature, upheld by the supreme court this week. so these are very controversial issues. republicans are trying to make sure that the rules for voting are stricter. democrats are trying to make sure that as many people are able to vote as possible. there are some tensions, of course, between ballot access and ballot security. but as i mentioned in that piece, one of the reasons why the debate is as heated as it is is that in each case, the parties i think perceive themselves to be getting some kind of advantage by having the legal regime surrounding voting that they prefer. republicans believe that if you tighten up some of the protocols that we saw in the 2020 election, that they would win more races, possibly given that the presidential race really came down to fewer than 45,000 votes, remaining battleground states. from an electoral college perspective. the democrats believe that the greater the turnout, the greater their chances of winning. clearly they are pretty happy that joe biden has 81 million votes. that

i was in arizona recently and i was able to visit a school where there wasn't another school for miles and miles and it just seemed like we needed to make sure that they had everything they needed to be successful. a lot of that is broadband and making sure the devices are working and that they have access to the same. so those conversations with those educators and mayors involved trying to build an infrastructure that can withstand what we've experienced before and making sure we look at the digital divide in the rearview mirror soon because the american rescue plan is the infrastructure plan that can provide $100 billion in infrastructure which the students need. the internet isn't a lofty thing anymore. the device and the internet as needed. it's a required tool for learning so we have to get past that idea. it's on us to make sure that they get it. the funding is there and the urgency is there. one of the things the pandemic has shown us or has exposed, the inequities and the gaps that are there and i just wonder when it comes to that kind of access, was the access even more sever
