we saw a law of that nature in arizona passed by republican-controlled legislature, upheld by the supreme court this week. so these are very controversial issues. republicans are trying to make sure that the rules for voting are stricter. democrats are trying to make sure that as many people are able to vote as possible. there are some tensions, of course, between ballot access and ballot security. but as i mentioned in that piece, one of the reasons why the debate is as heated as it is is that in each case, the parties i think perceive themselves to be getting some kind of advantage by having the legal regime surrounding voting that they prefer. republicans believe that if you tighten up some of the protocols that we saw in the 2020 election, that they would win more races, possibly given that the presidential race really came down to fewer than 45,000 votes, remaining battleground states. from an electoral college perspective. the democrats believe that the greater the turnout, the greater their chances of winning. clearly they are pretty happy that joe biden has 81 million votes. that

the arizona audit has been going on for 68 days. what are they doing? they would have known by now if something was amiss. at the end of the day, it c it down to the core by which we elect our leaders. it's precisely the fight that republicans are so dead set against, it's why it's so central to what this moment is for the democratic party and for our democracy as a whole. congressman clyburn, a democrat from south carolina, is the house majority whip. the senate needs to get rid of the filibuster, to pass the sweeping votes rights bill. he joins me now. where are things to your mind on this core question before congress about national democratic access and democratic standards? >> thank you very much for having me, chris. i think we're at a crossroads on that. i have been arguing for some time that our democracy is at peril. all you got to do is look at the vote today, only two republicans voted to get to the bottom of what happened on january 6 and why it happened. only two republicans. that just cannot be. we need to know why there was this insurrect

this election facing headwind having to defend senate seats in traditionally republican places like arizona in georgia. and at the same time yeah, clinging to a very, very narrow house. majority right now. and facing the prospect of redistricting. that could alone tip the balance even before we you know, the voters get their say. i think it's also really important to distinguish the periodic. you know what happens in elections when millions and millions of voters get to cast their views from the what's going on right now, which is positioning within the parties for a much smaller audience and activists in journalists. and i think that when we thinking about donald trump's kind of return to prominence, to rallies and whatnot. one of the critical questions is about the maneuvering within the republican party. is these fights over who's going to define what the republican party stands for? and i think that what we should expect is, in 2022, the democrats are, are likely to lose seats, certainly in the house of representatives and quite possibly in the senate. and so i think that there may well

>> mark barron of hd attorney general of arizona joins us now. this is pitting president biden's executive prerogative against the states prerogative to protect interest. who do you see coming out on top here ultimately? >> i think the first thing we need to start with is what does the constitution say? >> gillian: it sounds like a reasonable place to start. [>> thank you. look, at the end of the day, these states have the right, they have the right to have historically public health and safety, the biden administration are advocating the responsibility, incentivizing people. people try to cross the border illegally, we know there are 1.2 million people refusing to deport. that means criminals are being released into the community. the reality is, this is the biden administration's job and one of the things that worries me so much, one of our lawsuits, emails have come out that during black history month activists said the white house, urging them to stop it and they did. they're not listening to law enforcement, they're listening to activists. t

we focused much of this work in states including alabama, arizona, florida, georgia and texas. state with some of the lowest vaccination rates. across june, vaccination rates in the states grew faster than the overall natural national vaccination rate. so we will stay at it -- overall national vaccination rate. we will get vaccines to more and more family doctors so americans can get a shot at the doctor's office. we've already nearly doubled the number of medical practices, with tens of thousands of family doctors now administering shots. we will build on this progress and work with pediatricians and other health care providers to serve younger people and push to get younger people vaccinated as they see their doctors for back-to-school checkups or get physicals for fall sports. we will also intensify our efforts to bring vaccines to her many people spend the most time during the week at workplaces and on school campuses. at the same time we will work with communities to get more shots in arms. we are also mobilizing covid-19 search response teams to provide additional support

now, arizona of course is the one state that's actually tried to prove donald trump's false and ridiculous claims. that's in the audit of maricopa county's 2. 1 million ballots. which has, not surprisingly, been an absolute clown show. it's still going on apparently. get this, there was one at least nominally legitimate face to that recount which was former arizona secretary ken bennett republican who said today he's been shut out of the audit as a third count of the ballots total is still ongoing. they're just counting and counting because they're trying to reach the conclusion they want obviously. the ballots themselves, by the way, just by the way almost got rained on the other day when the roof of the building that the audit is taking place started leaking. workers scrambled i guess to cover boxes of ballots with tarps to protect them. i don't know, it seems like a pretty professional operation. it's the level of competency would expect from a donald trump projects and the level of confidence and good faith we've come to expect from the republican party at large. but, as oafish as it a

democrats challenge two arizona rules. one, that tosses out ballots when voters show up at the wrong pre precinct. the ruling was 6-3. that a reflection of the court's powerful conservative majority and it sends a clear signal this court believes states get wide latitude in the voting rules. we are joined with the big final day decisions. >> very big, indeed. and the take away from this is that this is going to make it a lot harder for challengers of these voting laws to actually prevail here. because in this 6 3 decision written, this didn't just uphold the arizona laws that have been in effect for many years. but this restricted the ability of challengers to really challenge section 2. and the reason why this is so important is that really section 2 is the only way now for these people to challenge these voting laws. that's because in 2013, the supreme court struck down essentially section 5 of the voting rights act. that was a section that mandated that jurisdictions with the history of racial discrimination, they neede

then if you look at the supreme court ruling that was just handed down on the arizona case, arizona's outlawed ballot harvesting. same prohibitions here in georgia. we'll prevail on that. out of precinct voting was upheld in florida. our law is similar to florida's. we have no out of precinct voting up to 5:00 p.m. it is very generous. if you show up at five to 7:00 you can vote out of precinct. but that makes sure that your vote counts for all the races, not just the statewide races. ashley: it is interesting, to kind of take a step back from all of this, this could play into hands of republicans in the midterms, who knows, through to 2024. this is issue been raised. the supreme court knocked it down. i think it is a winner for republicans. what say you? >> well i hope so because we've been fighting this since the day i took office. we had at one point over 15 lawsuits from the liberal activist groups. right now we have eight lawsuits with sb 202. i was first secretary of state to outlaw ballot harvesting in 2019. we have new machines with verifiable recounts to varify who you voted
