nbc news pentagon correspondent courney kube has the very latest on this. hey, courtney. >> reporter: we've learned a couple of new things about this case today, eamon. one of the main headlines here is that they are saying that they now believe that vanessa guillen was sexually harassed by one of her supervisors, by one of her supervisors at ft. hood. they detail one specific incident in late summer in 2019, when one of her supervisors made an inappropriate sexual comment to her. she told several of her fellow soldiers about it at the time. they reported it to unit leadership, and critically, no one did anything about it. that is one of the headlines that came out of this 156 army investigation report that was released today. the report also and the investigators also found that in addition to the sexual harassment, she was also mistreated by this supervisor. he singled her out. we don't know who this individual is, too, eamon, i should point out that. the army is not releasing the individual's name, but they are saying that the investigating officer found

joining us now is nbc news leigh ann caldwell on capitol hill. so what does this all mean for the infrastructure push? >> well, geoff, that's right. the infrastructure plan did get a boost by this ruling by the senate parliamentarian. but the road ahead is also quite bumpy because just because the parliamentarian says they can use this reonciliation process that we were talking about just a few weeks ago, the fact they can use it again, means democrats have to get all 50 of their own on the same page. and they're not quite there yet. senator joe manchin of west virginia has expressed concerns about the corporate tax rate, raising that to 28%. he says he doesn't want to go much above 25%. but he's not alone. senator mark warner of virginia, although he wasn't specific on what his concerns were, he said that he's not completely on board with the biden plan just yet either. so there's still a lot of negotiations that have to be done among democrats. and as far as republicans are concerned, it seems like democrats are going alone, but the white house

joining me now, nbc news correspondent antonia hylton with more on this. antonia, good to have you with us. what's the latest there? >> hi, ayman. it's great to see you. this video, it just released here from the civilian office of police accountability here in chicago. and earlier today, mayor lightfoot described it as excruciating, and that's exactly what it is. what you see is this incident transpire in frankly under a matter of 20 seconds. what you see in the video from the shooting officer's perspective is the officers step out of a car, sprint down an alleyway approaching toledo, and shouting a couple of commands at him including for him to put his hands up. but what you see from the perspective on this video is toledo starting to slow down and turn toward the officer. he does put his hands up. but again, in under 20 seconds, you see this 13-year-old seventh grader shot and fall to the ground. most of the video, frankly, is officers trying to save adam toledo's life. the shooting happened so quickly, it's hard, frankly, to see what actually -- adam m

well, administration officials tell nbc news they have a full-media blitz planned today. including, local-tv interviews, across dozens of tv stations. and as well as on social media. you saw that message, led by the president. they also have the vice president out there, speaking on this. dr. fauci. some of the other top surrogates. there seem to be two themes we are hearing from the administration that they're trying to get out there. one is that this process is a lot simpler than people might think. there was all that confusion, and the waits and the requirements, early on. they are trying to get the message out that -- that's, for the most part, been stripped away. it's not the confusing system that it was back in december or january. the other is trying to, not only get over this hesitancy but, kind of, reassure people that these vaccines work. because as you said, you see those increasing numbers as millions of people are getting vaccinated, every day. so, we continue to hear administration officials talking about and rolling out new studies that show the vaccines ar
