you have senator john manchin of west virginia who said the corporate tax rate increase, for instance, is too high for him. he wants it at a lower rate. the white house has signaled they're willing to compromise on that. senator manchin is not part of this meeting today but the white house said this is the beginning of the conversation, first of many to come, steph. >> is that why he chose this particular group of lawmakers? they may not be big-name influencers within their respective parties but they each have a vote and they're real stakeholders in infrastructure. >> yes, that's a great point because the president can't afford to lose any democrats in the senate. he has a very narrow margin, even just among democrats in the house if that's the way this is ultimately going to end, which is just being passed with democratic support. and when it comes to republicans, the president needs any republican, every republican he can possibly get on board. so that's why you see the president starting with lawmakers who might not stand out to those of us who are paying attention to this or peop

john harwood joins us now. john, i wonder what the white house's latest pinch to manchin. he was definitive in interviews saying, no on ending the filibuster. expressed discomfort, you might say with opposition to using reconciliation again. but didn't exactly draw a line in the sand there. what is the white house read of his position? >> well, jim, the pitch from the white house is first to the republicans that will be joining democrats in that meeting today. you supported infrastructure projects in the past. we proposed a whole bunch of infrastructure projects in this package. let's see if we can make a deal. the message to joe manchin who will not be in that meeting is look here, we're trying to compromise with republicans. they expressed in skepticism. joe manchin wants a serious effort made. they're sending out the most effective communicator to argue that don't get hung up on the issue of whether the elements of our proposal fall into a traditional definition of infrastructure. there are things necessary for a prosperous economy and the american people support them.

and what joe manchin is very, very clearly saying now and i think it bears sort of a dwelling on it, john, he has said this many times before that his strong preference and perhaps his overwhelming preference is that they work with republicans, that they make concessions to the other side in order to get things done across the aisle. and there remains, needless to say, an enormous skepticism that that's a viable strategy. >> to point out, alex, this is not the first time we've heard this from joe manchin, right? what's behind this, do you know, the decision to put this out there in this op-ed? what is that changing in terms of the message from joe manchin, if anything? >> there has clearly been, erica, accelerating momentum behind the idea, let's basically use reconciliation for everything. >> wink. >> everything we can conceivably call a budget adjacent, let's call it a reconciliation bill and ram it from there, whether it's d.c. statehood or certain immigration provisions, measures in the past that would not have been seen as natural fits for the budget process, and i think what ma

manchin's not alone in his quest. arizona senator and one-time sinema adamantly opposing the filibuster telling the "wall street journal" a place that's broken not working. i don't think the solution is get rid of the rule. the current batch of senate republicans have shown in interest in compromise. just take, for example, the for the people act. a bill expanding voting rights, reduce influence of money in politics and limit gerrymandering. a taste of what republicans think of the bill. >> this is the biggest power grab since i've been in congress. it will take away every state's ability to run free and fair elections. >> it is a profoundly dangerous bill. >> everything about this bill is rotten to the core. this is a bill as if written in hell by the devil limbs. himself. >> we reached out and asked them to provide us with a list of the ten republican whose will vote for an infrastructure bill or a voting rights bill, anything. and got no response. also invited both senators to defend their positions on this show. t

because, again, joe manchin has been very clear that he is not budging on the filibuster. however, when you consider crucial legislation that's upcoming, hr 1, voting rights legislation, the john lewis act, these are people that are instrumental in delivering the power of the federal government to democrats. you can imagine the frustration from people that says, what gives? what's your solution? because quite frankly it's not going to happen as the current rules exist? >> i agree with you. that's why when i heard joe manchin say he is open to the talking filibuster, which of course the republicans at this point who want to block all of this kind of major helpful legislation, he's open to that. if that's the way we need to go, let's start there. that's what i'd like to see happen. we'd like to see the filibuster fully gone. we need to have the ability to pass bills that will help people. i do feel like there's an urgency in doing that. the goal in life is to do this in the senate. we don't have a lot of time. >> yeah, i completely agree. i want to ask you a question. i want
