let's begin with jeremy diamond live at the white house. jeremy goorkd morning. >> reporter: good morning, erica. there's no question that this op-ed will make president biden's job a lot more difficult going forward as the senator from west virginia, the democrat is saying he not only is farmly opposed to eliminating or reforming the filibuster but also saying that he doesn't want a budget reconciliation, that process where you can pass legislation along party lines to be the norm going forward. he writes this, quote, there's no circumstance in which i will vote to eliminate or weaken the filibuster. i simply do not believe budget reconciliation should replace regular order in the senate. president biden has been trying to advance his $2.2 trillion infrastructure proposal through bipartisan negotiations, but so far there's been very little if any areas of agreement in terms of the broad scope of this plan with republicans in congress. and so even as democrats have already been laying the ground work to advance that proposal through budget

so what's the plan for vaccinations, jeremy? >> good morning, alisyn. president biden trying to move up the target date for all americans to try to get vaccinated. april 19th is that new date that president biden is setting for all american adults to be eligible to receive a coronavirus vaccine. about a month ago he set that deadline, that target deadline for states to may 1st. now, we should note that most states have already opened eligibility to all americans age 16 or older. and only five states were set to do so on may 1st. rather than earlier. so, the president certainly trying to move the target date here and he can do so directly with the pharmacy program, the community vaccination sites and other federally controlled programs. the rest of it will be up to the states to follow suit here. but it is part of a pattern of president biden trying to move up the target as he is able to throughout this vaccination process. you'll remember that the president had set that goal of 100 million shots in arms in 100 days. now that is 200 million and the white

cnn's jeremy diamond is live at the white house now. jeremy. >> reporter: good morning, alisyn. even as the u.s. enters into the next phase of the vaccinations with all adults becoming eligible in the next two weeks, president biden is urging americans to continue the public health protocols to try to prevent more deaths and he's urging seniors that now is the time to get your shot. >> let me be deadly earnest with you. we aren't at the finish line. >> reporter: president biden pleading with americans to stay vigilant as coronavirus cases are ticking up. >> we still have a lot of work to do. we're still in a life-and-death race against this virus. >> reporter: many states are rolling back restrictions, and some have eliminated mask mandates. biden who's called those moves premature appealing directly to americans to hold out a little longer and mask up until more people are vaccinated. >> as i've said before, we can have a safe happy fourth of july. the real question is how much death, desisease, and misery ar we going to see between now and then? >> reporter: president biden an

cnn's jeremy diamond is live at the white house. jeremy, not quite i understand what that means. does this mean he wasn't told overnight or wasn't woken up overnight on this? >> i think it's fair to assume the president is aware of this situation, but hasn't yet received the full briefing on everything that took place in indianapolis yesterday. the white house official telling us this morning the president will be briefed on the fedex shooting, but the white house chief of staff ron klain, who is an indiana native, he has already been in touch with the mayor of indianapolis to discuss the situation on the ground and the homeland security adviser to the president has also been in touch with authorities on the ground. look, it is remarkable to see the pace of the shootings in america that are happening now as this country is beginning to return to that prepandemic normal. and this is unfortunately a big part of that prepandemic normal. it was just a week ago yesterday that biden signed a half dozen executive actions to try and address gun violence in the wake of those shootings in
