jeremy, let's begin with you. what more are the president and administration saying in terms of vaccination rates. >> there's this delicate balancing act under way at the white house. we've seen it on display. that's to both balance the optimism that more americans are getting vaccinated about 3 million americans getting vaccinated every day now, with also this threat of the coronavirus variants. those rising number of cases and the threat of potentially a fourth surge. that's why you heard president biden yesterday even as he was touting the fact that his administration has now vaccinated 150 million people since he came into office, there is also -- we still aren't at the finish line yet, the president said, urging americans to continue following those public health measures. we heard from andy slavitt yesterday, senior advise or the white house's coronavirus task force, talking about just that. the fact that still, even as we have so many americans vaccinated, there still are 100 million adults who haven't yet

so what's the plan for vaccinations, jeremy? >> good morning, alisyn. president biden trying to move up the target date for all americans to try to get vaccinated. april 19th is that new date that president biden is setting for all american adults to be eligible to receive a coronavirus vaccine. about a month ago he set that deadline, that target deadline for states to may 1st. now, we should note that most states have already opened eligibility to all americans age 16 or older. and only five states were set to do so on may 1st. rather than earlier. so, the president certainly trying to move the target date here and he can do so directly with the pharmacy program, the community vaccination sites and other federally controlled programs. the rest of it will be up to the states to follow suit here. but it is part of a pattern of president biden trying to move up the target as he is able to throughout this vaccination process. you'll remember that the president had set that goal of 100 million shots in arms in 100 days. now that is 200 million and the white

. >> jeremy diamond joins us from the white house. tell us how far he's going to go with these measures, how far can he go via executive action? >> it's days after he said to take action in gun legislation. today we'll see president biden unveil the first of the steps with a trio of executive actions taking action limited action to be sure to address some specific provisions as it relates to guns in america. the first of those actions is going to be to try and tighten the restrictions around these so-called ghost guns. then they don't have any serial numbers and regulated as firearms. senior official yesterday told us that, you know, declined to provide specific details as to whether they will be regulated as firearms but merely the efforts are auimed at trying to stop the proliferation of the weapons. there are going to be efforts to tighten restrictions around the pistol braces including the one that was used by the shooter in boulder, colorado, to essentially convert a pistol into something more akin to a short barrel rifle. you'll

jeremy, what have you learned? >> reporter: good morning, john. the biden administration has tripled the share of weekly doses going through the federal pipelines rather than through the states for state and local officials to make the decisions about where those vaccine doses are going. that means the biden administration, federal pipelines, are now handling more than a third of the weekly doses going out every week to get americans vaccinated, this as we enter this new phase of vaccination with every american 16 and older eligible to be vaccinated. the biden administration ramping up these federal pipelines largely in hopes of setting up the infrastructure to make sure the mass vaccination can take place. nearly 40,000 pharmacies are part of that pipeline now, and that is where americans can now be getting vaccinated with those 90% of americans within five miles of a vaccination site. this gives the administration more control not only in terms of the infrastructure able to handle these doses but in terms of hitting some of the equity measures.

jeremy diamond, live at the white house with more. jeremy? >> reporter: good morning, john. in his first week in office president biden directed his team to prepare this very executive order. he said to do it within his first 100 days. now as he approaches that 100 day mark of his presidency, president biden today will sign that executive order lifting the federal minimum wage for contractors for federal government contractors to $15 an hour, up from $10.95. this will also be adjusted for inflation as time goes on. he's also going to be eliminating the tipped minimum wage, which is lower for certain federal contractors who also receive tips. now, the white house is saying that this is not going to increase any cost for taxpayers, senior administration official telling us the work done on behalf of the federal taxpayer will be done better and faster, but there would be no increased cost conveyed to the taxpayer. now, we note president biden had been pushing to increase the federal minimum wage to $15 an hour for all working americans. that did not go through in the coronaviru

so let's begin at the white house with our colleague jeremy diamond. good morning to you, jeremy. two big things from the president today and tomorrow night. what's the message going to be today? >> yeah, you'll recall when president biden came into office, he made a plea with americans. he urged them to mask up for the first 100 days while he was in office. and as we approach that 100-day marker, we expect president biden today will provide new guidance from the cdc on the necessity of or lack of necessity of wearing masks outdoors. he will also be providing new guidance for americans who have been fully vaccinated. now what we're expecting today in terms of the run of show is that the cdc is first going to announce these new guidelines during a 12:15 briefing today. coronavirus briefing. you'll see updated guidance on masking outdoors. these new recommendations for fully vaccinated people and guidelines for infection control in health care settings. then the president an hour later will tout many of these recommendations but more broadly than that, what you're going to see is th

what does he plan to promise, jeremy? >> well, look, jim and poppy, this is going to be a broad, wide-ranging speech from the president talking about the state of the country. what he has been able to accomplish in his nearly 100 days in office. and there will be, of course, a major focus on what has defined all of our lives over the last year and a half. and that's the coronavirus pandemic. first of all, because this speech will look different than what we've seen in previous years. there will be just 200 people in the audience versus the normal 1,000 people there are because of social distancing. and so it will be a major portion of the speech but he'll also address other issues like the capitol insurrection, which, of course, took place on capitol hill where the president will be addressing members of congress and the country. he'll also talk, of course, about his jobs and infrastructure plan. a centerpiece of this speech tonight, i'm told, will be unveiling this american families plan. this $1.8 trillion proposal whic

jeremy, just to build on that. it's important to not forget that biden white house proposal here is $2.2 trillion paid for over 15 years of tax hikes for eight years of infrastructure improvement. do the math. there will be a different administration in eight years and the next president and congress, they could get -- they could get rid of this. they could reverse the tax code. so it just not a guarantee that it's paid for any way you slice it. >> right. part of this is the messaging effort to tell the american public, yes this is a big top line number, $2.2 trillion. question assure you we're paying fo for it. it's different time line for when that money is being spent versus when it's going to come back into the couiffeurs. he said he is willing to discuss and promise on it with members of his own party or republicans is how exactly to pay for this. he said he is open to ideas and clearly already with joe manchin haggling is underway about what that corporate tax rate increase would be. it sounds like president

jeremy diamond at the white house this morning. jeremy, the president, the administration, they did some good vote counting before the covid stimulus relief. they said they had the votes. they got the votes. have they started counting votes on this? it's not just republicans seemingly unified against it or almost unified, but some democrats raising questions. >> yeah, i don't think they're there yet, jim. if they did count the votes today, they probably wouldn't have them. you're seeing not only the stiff opposition from republicans to the way in which this infrastructure plan is paid for under this proposal by president biden, using those corporate tax increases and other tax increases on multinational corporations but there's also some opposition within the democratic caucus itself. some democrats from new york, for example, are pushing for that deduction for state and local taxes to be included in this. after it was stripped out by the trump tax cuts. and other democrats are saying that the package is too small prpth. others are

jeremy, how did president biden arrive at this figure? it's a big figure. >> reporter: it certainly is. since coming to the office, they have been coming into contact with business leaders and other activists to decide what this target that the u.s. needs to set would be, and now president biden will announce today that u.s. will aim to have u.s. emissions as compared to 2005 levels, which is the baseline, which is the year the u.s. had its highest carbon emissions ever. yesterday president biden decided on this target we're told in a meeting with officials. he will not outline a roadmap for how exactly the u.s. will get to this target by 2030, but senior officials on a call with us yesterday described multiple pathways to be able to achieve this target and they said the president's climate task force will go sector by sector over the coming weeks and months to identify more targets. president biden will not only talk about the need do this but frame it as he so often does from an economic perspective, talking about millions of jobs that

jeremy, there's a limited amount the president can do via executive order. what exactly does he plan to do? >> yeah, no question that the steps that we're seeing from president biden coming out today. these are limited steps. they fall far short of what he promised to do during the 2020 campaign. but senior officials have been telling us over the last 24 hours or so that these steps the president is going to announce today are just the beginning of his efforts to tackle the issue of gun violence in america and, obviously, his ultimate goal would be to see legislation passed through congress. something that is a hurdle, a very steep one at that, given the filibuster requirements and democrats' slim majority in the senate. we'll hear from president biden later this morning in the rose garden alongside the attorney merrick garland, and he'll announce three new measures, executive actions he and the justice department are taking to try and address this issue of gun violence. the first will be to tighten restrictions on these ghost guns that can be assembled from
