this is our tenth year of business in the castro. walking around the neighborhood, it is apparent that more and more businesses are closing, despite the graph from oewd. small business has long been a staple of san francisco, and we need your help to deal with the bad acting landlords who can afford to keep stores shuttered for a year or two while they wait for bigger rents. thank you to supervisor mandelman who has gone above and beyond in helping with this bad acting landlord, but without new legislation, there is nothing we can do. we have a state senator and supervisor send a letter on our behalf, and nothing has changed. i do believe we should add an advertising campaign and messaging campaign as mentioned from -- and i'm sorry. i'm doing this from my phone, and i don't remember her name. many san franciscans want to support our small businesses and local economy and keep the heart of san francisco alive. we are an amazing city, and we'll always be a light to others around the world. let's not forget how we have remained a small

a city about what if takes to meaningfully improve conditions in the tender soma, mission, and the castro and other neighborhoods impacted by homelessness. i think doing more of what we have been doing and expecting that we are going to somehow get vastly different results reminds me of some of our conversations we've had in the public care health context. i think we need to look at exits from the street for any person willing to take them and we need to think about our willingness to pay a great deal of money for a more service rich model like navigation centers or and also weigh that against how investing in more service rich models and more capital intensive models. i think that's what i would say in response. i guess that i would ask if you accept the amendments and i will continue working on you and my other colleagues because i think we have to do something different from if what we have been doing and i don't see it in the other plans that are coming out. i see great things coming out of the mayor's homelessness recovery plans. i see great things coming out of the our city our home

i'm terry and one of the owners of cliff's variety store on castro street. in considering legislation for shared spaces i think it's important that the legislation take a balanced look at a commercial corridor. there must be loading zones available for safety of employees and in order to receive the goods. there must be enough parking to make an area sustainable for all the businesses in an area. although we'd like to be a transit-first city, the reality is muni is desperately broken and was broken before the pandemic and we can't make plans on the hope that it will some day work. as a retail business, my customers need to be able to park. they will only make small purchases if they're unable to park. we're handing off our businesses to amazon, big box stores with parking lots. the parking must be necessary and continue the vitality on the streets. when i walk my business area, at least half the current parkettes in the castro are unneeded and underutilized. neither are utilized except by anyone with the unhoused. it has been boarded up for more than four mo

initially, we will be able to run from castro to fishermen's wharf. when the better market street construction starts, we will not have track access along market street. we have gone and done a train test and we do believe that we'll able to run trains from essentially fishermen's wharf to powell. even during construction. we'll be able to cover the highest demand area, which is essentially pier 39 to powell street. the reason i emphasize this, we want to make sure even as we celebrate the f line restarting, that we're transparent with stakeholders, they don't feel that we're immediately taking something away just as it started up. we will continue to use data to try to strategically address crowding. this map is really very dependent on what is the maximum capacity. we're working closely with the department of public health and anticipate that as vaccines continue that may be some changes in the capacity. by mid-august, we're focused on restart of schools. we do expect the covid capacity restrictions to have been lifted. this is an area of uncertaint

this business is located 18th street closure in the castro and holds drag shows every saturday and sunday. neighbors submitted three complaints in the last week, back-to-back this past saturday. i was able to respond in real-time and educate the manager on the j.a.m. permit and needed to turn down the sound levels. the manager was interested and expressed sincere interest in compliance. happy to report we received a genuine email from the complainant the following day explaining the sound level was much better and commending us for our efforts. this case is now closed. lastly, i want to tell you about butter on 11th street. over the past few weeks we have received complaints that the business is hosting loud music above their allowable sound levels along with complaints the business has been staying open with outdoor amplified sound past 10:00 p.m. i was able to visit on sunday and talk to the owner. upon my arrival the business was hosting very loud drum and bass music audible for much further than 50 feet away which is their current sound limit. i urged the manager to lower the sound le

and we will have church and castro will be kind of new model stations in terms of signage. we will have back lit signage, done to the n.t.c. standards, consistent with what you would see in the downtown stations. and really starts to get at some of the regional partnering that we're doing on having transit throughout the bay area look and feel like one cohesive system. there's some new artwork as well out on display. as i've talked about at a think every meeting for the last three months, the work that we've done is a down payment, but not a guarantee that we're not going to have future problems, because we still have a 10-year subway renewable program that needs to be implemented. and those projects had a longer timeline than covid afforded us, including replacing 40-year-old tracks on castro to embarkadaro and the very outidated train control system. so what we are doing to make sure that we are as ready as possible is we are going to be running full mock service for two weeks prior to the system running. so if you live out on the system you're going to see a lot of train

and additional the f line will be returning to service going the whole length from castro all the way up to fisherman's wharf. and on the rubber tire side, we are going to be implementing a kind of hybrid 36-52 line that will connect forest hill and glen park together through the hills there and serve a number of grocery stores as well. we only have enough resources to do one shift for that service right now, but are hoping by the time covid restrictions are relaxed and august rolls around we can make more of improvement to those alignments. so looking to the future, muni forward in general, it's on the capital side. we're doing a full gamut of transit priority projects, including corridor projects, like the temporary transit lane projects and muni forward in general. but we'll also be advancing our spot improvement work that we had just started right before the pandemic hit, and we will be getting that project and that program back up and running shortly. on the service side, we're hoping to expand our rapid network. most notably and in the near term it will be projects around the 29
