so, here's our senior national correspondent steve osunsami from the cdc in atlanta. >> reporter: any future use of the johnson & johnson covid vaccine could be decided tomorrow by a cdc advisory panel. because it's a single shot, it's become an important tool in fighting the coronavirus. >> we need to make a decision quickly i'm and really hopeful that we'll be able to use the vaccine soon. >> reporter: u.s. health officials put use of the vaccine on hold after six women developed rare blood clots after getting the shot. tomorrow, they could continue with that hold or join health officials in europe, who just days ago decided that the benefits outweigh the risks and have cleared the vaccine to be used with a safety warning. across the country, it appears fewer people are rushing to get immunized, with thousands of appointments sitting empty and some vaccination places shutting down. >> when 16 and older opened, i did expect a rush and it just never materialized. >> reporter: for the first time in weeks, the daily average of shots put into arms has fallen below 3 million doses a day.

some of the mass shootings in this country in just the past month, from the attacks in la atlanta to the massacre in boulder. we're covering indianapolis tonight. the flags lowered at the white house. some of the workers at fedex were not allowed to have their phones so they were unable to call loved ones to let them know they survived this, adding to the horror of it all. victor oquendo leads us off tonight from indianapolis. >> reporter: tonight, new details into that deadly shooting at an indianapolis fedex facility as we learn a former employee armed with a rifle allegedly opened fire. >> we have an active shooter currently at fedex. >> reporter: just half 11:00 p.m. thursday, officers responding to reports of shots fired at this operations center, fedex's second largest hub in the world, roughly 100 workers present at the time. >> we heard three more shots, and then my buddy levi saw someone running out of the building. >> reporter: police finding eight killed, four outside the building and four inside. at least five others rushed to the hospital with gunshot wounds. their ident

abc's elwyn lopez leading us off from atlanta. >> reporter: tonight, after an 11 day pause, the johnson & johnson vaccine >> i think the benefits outweigh the risks. >> reporter: at least 22 states saying they'll resume the one-dose shots immediately. what would you say to people who are hesitant? >> i would just say look at the facts, trust science. >> reporter: the cdc and the fda recommending j&j's shot come with a warning label of the risk of rare blood clots. so far, 15 blood clot cases verified, but with 8 million shots given, that's about 1 clot per 500,000 vaccines given. experts say things like birth some americansse are exceedu a blood clot than the rare but potentially deadly type from the shot. >> the risk of you having this complication versus the potential risk of getting covid right now certainly is on the side of getting covid. >> reporter: over the past nine days, the average number of daily vaccines administered dropping nearly 16%. and with supply outpacing demand, some states like louisiana and mississippi now asking for fewer doses. adding to growing concerns that v

abc senior national correspondent steve osunsami is at the cdc in atlanta tonight leading us off. >> reporter: it's a decision tonight that health officials say is in the best interest of public health. >> the vote is ten in favor, four opposed. >> reporter: a cdc panel recommends that we should remove the hold on using the single shot johnson & johnson vaccine. anyone 18 years old or older should feel free to get the shot, and they will be warned about the low risk of blood clots. >> i'm a firm believer that the perfect should never be the enemy of the good. i think the risks and benefits of this vaccine clearly show that we're preventing tremendous disease. >> reporter: public health authorities put a pause on using the vaccine after six women came down with severe blood clots about two weeks after getting the shot. tonight, the cdc shares that there are now 15 of these cases, most of them with severe blood clots near the brain. all of them are women between 18 and 59 years old. three of them died, and seven are still hospitalized. but the experts underline these are out of 8 milli

steve osunsami leading us off tonight with late news from the cdc in atlanta. >> reporter: a cdc advisory panel tonight says it needs more time and information to respond to the new concerns about the johnson & johnson vaccine. which means for now, americans should continue holding off using this brand of the covid vaccine. >> we do not have to arrive at a vote today or a recommendation today. if we need more time to think about this, we can reconvene later this week or this weekend. >> reporter: a very small number of women who suffered blood clots after getting the shot caused health officials to put a hold on using the drug. health officials here worry that this potential adverse reaction looks a little too similar to what happened in europe with the astrazeneca vaccine. the astrazeneca vaccine is made using similar technology as the johnson & johnson, and in europe 19 people died. >> there are some rather strong similarities about this with regard to the time frame following vaccination. particularly importantly, the clinical syndrome of these clots together with low platelets. so the
