clear victory for president biden today. will he be able to pass his agenda going forward without republican support? >> wolf, things will get a lot harder right now for joe biden in the aftermath of passage of this bill. the bills moving forward right now will require bipartisan support to get out of the united states senate and they don't have bipartisan support at the moment. bills that are moving to the house to expand voting rights to deal with pushback against some of the voting restrictions that are happening at the state level. they do not have 60 votes in the united states senate, nor votes to expand labor union organizing rights, something that passed the house last night, or expand background checks on gun sales, something that is expected to pass the house tomorrow. needing 60 votes at the moment to pass any legislation, changes made to the rules and are not expected to be enough support among democrats to change the rules. as a result, democrats will have to cut deals with republicans going forward. on those iss

what is the biden administration trying to do? >> well, i think there are a few things going on here, john. the first is that the biden administration is trying to establish both for its home audience and abroad that it's not going to be a push-over here. and i think you saw that in the president's tone about vladimir putin being a killer. the subtext of that is the days of donald trump apologizing for or ignoring what the russians were doing are over. with the chinese, i think it's a little more complex. the chinese weren't really sure they wanted to have trump stay around. i suspect they probably preferred biden to some degree. but the degree of aggressiveness by the chinese in the past few years from the south china sea to the cyberattacks on the u.s. to hong kong, where they were oppressed, freedoms that were guaranteed under the handover agreement with the british. i think made the administration think it's got to start off this way. the question is, once the cameras went away, was there a more real conversation? and we don't
