>> well, jake, it's certainly unfortunate timing for the white house. that's precisely the argument the president is trying to make here today. he was apologizing for steps that president trump took at the time he was in office when it came to withdrawing the u.s. from the paris climate accords and he was trying to make the argument the sus back at the table. they are going to lead when it comes to climate change. now they've gotten this statement from senator manchin saying, he's not ready yet to fully support president biden's agenda here. and the white house responded pretty quickly with jen psaki putting out a statement saying that senator manchin says he's prepared to support a plan that combats inflation, is fiscally responsible and will create jobs. 17 nobel prize-winning economists say this plan will reduce inflation and, jake, they say as a result we remain confident the plan will gain senator manchin's support. of course, the key phrase there is will gain. that means the white house realizes senator manchin has not yet expressed his support be

meanwhile, the white house, the current white house, president biden's white house said today that mark meadows does not have a legitimate claim to privilege and he should go ahead. so look, i think if you see bannon charged i think you will probably see meadows charged. i wouldn't assume that silence from the doj means nothing is happening. but i think again, until that happens you're going to see people doing things like this. >> jeff, what do you make of the silence from the department of justice on bannon? >> i find it baffling and it looks like dithering to me, frankly. this is a reasonable legally complicated question about whether this should be a criminal contempt case. but it's been almost a month now. it's been more than a month that it's been clear that this issue was coming down the line. they have a lot of smart lawyers at the justice department. the idea that it takes them this long is really pretty shocking to me and it is having a real material impact, as maggie points out. all of these witnesses are yanking the chain of the judiciary -- of the january 6th committee beca

we expect a vote in the house this week. nancy pelosi speaking right now before the white house. she is expected to bring that larger bill to the floor this week assuming the congressional budget office comes back with an estimate that shows this bill is essentially fully paid for, which is what the moderates like sinema and manchin have called for and the house moderates have called for. expect that bill if it comes this week to pass narrowly, if the numbers come back, and then the focus will be on those moderates like sinema and manchin. sinema is expected according to her democratic colleagues to vote for the package. where will someone like joe manchin come down. he did not answer when i asked if this should be delayed until next year, only saying they should continue to discuss this amid his concerns about inflation, so while they're getting this big victory here, still big questions about the timing, the substance, and ultimately how that larger bill will come out. more negotiations to come, and joe biden's party fall in line, that's the big question going forward. >> we he

then white house physician dr. ronnie jackson over trump's results. so what are you looking for in president biden's physical results? >> well, he is 79 years old tomorrow. we know -- we have some idea of his past medical history, and we're going to look for specifics about, you know, his overall health but also addressing some of these things in his history overall. i can show you some of those things quickly. he has a history of atrial fibri fibrillation, an irregular heartrate. he takes a pill for high cholesterol. he had brain surgery for cerebral aneurysms. he's been monitored for that. shouldn't expect anything new there. but want to hear if there's any updates. obviously he had his colonoscopy today. i want to see if there's any results from that, any concerns based on that. so those are the big things. but they hopefully will provide a briefing, tell us about all the lab results and imaging tests they've gotten, and we'll see what they all show. >> all right, dr. sanjay gupta, thanks so much. >> thank you.

they have to turn over the records from the white house. tomorrow the appeals court will hear the former president's case. so what do you expect there? >> yeah. so this is a key step in this collection of information that the january 6th committee is hoping to do. they're looking for hundreds, maybe thousands of pieces of documents from the trump white house in and around january 6th. and this is an appeal of a lower court ruling in which the court said that the national archives can hand that information over to the select committee. but trump and his legal team immediately appealed that decision. this will be a three-judge panel that will hear this case. two of these judges are obama appointees. the other one is a biden appointee, so it's not a very good draw in terms of the former president and his hopes. and one of these judges actually already ruled in a case relating to executive privilege in don mcgahn and wrote a very harsh opinion as it relates to executive privilege and what the trump white house believed it had at that time. and

that's something you hear from white house officials. why they are going to focus on this so much in the days and weeks ahead. this has tangible benefits that people will be able to feel and they want to make sure people know those benefits are on their way. >> phil, you're right. there was not even that subtle. the message that he was trying to send. again, not just to republicans but to democrats saying too often in washington we focus on getting everything we want with this law. we focus on getting things done. but, phil, you mentioned all of the details of what is in this new law. i want to bring in diane on that particular issue. there are hundreds of billions of dollars for roads, bridges, infrastructure projects, public transit, passenger and freight rail. broadband infrastructure, airports, electric vehicle chargers, it goes on and on and on. so diane, my question for you is, if i'm sitting at home watching this, i'm wondering, when is this actually going to get going, and will it really affect me and help my life in the short te

jasmine wright is live for us at the white house. the president held a strategy session with his cabinet. how is he planning to fix this? >> that's right, fred. inflation concerns continue to dog this white house into the weekend as americans are paying more for everyday goods and frankly they're not happy about it, and that unhappiness led to a messaging shift from the white house, instead of using terms like transitory or temporary they first used a few months ago, you are hearing everyone from the president to vice president to officials publicly and privately saying this is a big deal and that it is a top priority for the administration. no matter those messaging shifts or measures put in place to try to break apart the log jam of the supply chain, really officials have been starting to say look, it may extend, inflation prices may extend well into the next year, no doubt adding pressure to families as we head into the holidays when they continue to grocery shop, fill gas tanks and start present buying process. friday as you said

is the white house considering that? >> that is certainly not something i have any sort of a readout on at this point. the tool that we're talking about today is 50 million barrel release from the strategic reserve, it is already showing up and dampening oil prices. >> jared, i hear you on that. a ban on oil exports, do you have a concern that it would, you know, back fire, it could make oil cost more? is that a concern that you and the president have? >> i think when it comes to oil, you're generally really talking about a global market. so one country's actions like that may not affect the global price. i think when you get this many countries tapping their reserves, then you will see as i mentioned i think a bridge price coming down until the global market price normalizes and the supply demand mismatch eventually fades. >> all right, let's talk about inflation as you see it as the white house sees it, what is the role of corporate america in inflation as the president's currently seeing it? >> well, one of the things

so the white house says they want to try to use this time wisely. the time they believe the travel restrictions for instance that they put in place are buying them. and we should also note just in, wolf, there are new developments in the u.s. about what's going on in the fight against covid-19 overall. not just related to the omicron variant. advisers to the fda have voted 13-10 to get an emergency authorization of that new anti-covid pill that's being made by merck. of course, this is something that still has to go to the fda and if they make a decision based on this recommendation from these advisers. this is something not just concerning to the scientists working on this but also look at stocks today. you saw them tumbling. the dow was down several points -- several hundred points because there are concerns about what this variant means for the united states in addition to those comments from the fed chair earlier today saying they can no longer really call inflation transitory. >> the dow down another 650 points just today. thank you very much.

the white house is not backing down. administration officials yesterday took to the sunday shows taking turns to really defend the rule that applies to private companies with 100 employers or more. health care workers and certain federal contractors. remember, the rule states that these folks who fit into the categories must be vaccinated or stick to monthly testing. over the last few months, they and the president himself has touted the success they've seen calling it another tool in their tool kit and trying to get this pandemic under control. they have seen vaccine levels among the private sector rise after putting the voluntary mandates in place. they do not want to lose this progress. yesterday on nbc chief of staff ron clay said he was confident that the courts would uphold this rule. take a listen. >> these vaccine requirements have been lit at this gating up and down the courts all across the country. every single court before this one ruled they were valid. >> the president and the administration wouldn't have p

he was no longer a paid adviser to the white house. now, the former president, his legal team, are saying what they say is that it doesn't matter, that the president, former president, can make anyone his adviser, it doesn't have to be someone inside the government. i think that is one of the things that the lawyers in this building and other at the u.s. attorney's office down the street are looking at. trying to figure out, you know, if they are going to enforce the subpoena, that this referral from the committee, whether this is something that can stand up in court. i think that there is a lot of frustration, you can see it on twitter and some of the criticism that you hear of the attorney general and justice department, you can see that there is a lot of criticism from democrats about why it is taking so long. but, you know, people here tell me that part of the issue is that they want to make sure that when they bring this, if they bring this, that it is something that will stand the test of time. they know that it will be dissected

is this a messaging problem for the white house? >> yes, it is. even more worrisome, 70% of ind pen kedents, 70% of independent say he's done little or nothing. it goes to this issue set where they're trying to work on build back better, this massive reconciliation bill and the public generally sort of approves of a lot of the different proposals individually but in terms of the entire massive package, $2 trillion or so, the public isn't really paying attention to that because they're worried about inflation. they see it. a few months ago it was inflation stories about rental cars. now it is transitory. it has transitioned inflation into baking, a loaf of bread, milk, real life -- and gas prices pushing up near $4. so that's where the public is and so the public isn't really focused on their agenda right now, and that's where you see the poll results suggesting he's done little or nothing. >> and it's having a horrible effect on his approval rating. this new poll that says approval rating is 41%. his approval's 53%. this is the strong point coming

cnn's arlette saenz joins us from the white house. what is the white house saying? >> reporter: the white house is confident that ultimately the vaccine rule for the larger employers will hold up in court. they are certainly preparing for possibly a long legal battle ahead. now this ruling from the fifth circuit court appeals does not appear to have any immediate impact. this rule is not set to go into effect until january 4th, though there are some other elements of the rule that will go into effect earlier, december 5th is when the larger companies will be required to provide paid time off in order for their employees to receive vaccinations and also require masks in the workplace for unvaccinated workers. the top legal officer at downof labor said yesterday that they believe that they have the emergency authority to institute such a vaccine requirement for these businesses, and the white house chief of staff ron klain this morning expressed confidence that it will hold up in court. take a listen. >> i'm quite confident that when this finally gets fully adjudicate

in addition to that signing ceremony at the white house on monday where the white house says it will be both republicans and democrats who helped craft this bill and voted for it, that will be invited to that where the president signs it into law, but, of course, next is the hard part which is implementing the plan, a billion dollars of the bipartisan infrastructure plan they have to put in place which is going to take quite some time and the president is predicting might be about two to three months before people start to see the effects of that, but selling this bill is going to be just as important as implementing it when it comes to the political aspect for this white house. because this is something they will hope bump up the president's poll numbers. you've seen those erode as there were these negotiations back and forth between democrats on capitol hill and in addition to some other factors, so they are counting on this. what you'll see after that signing ceremony happens on monday is the white house says they are going to be going out into the country and selling this bill, t

we begin with cnn's phil mattingly at the white house. the president said shut downs are off the table for now? >> for now. shut downs off the table. instead, the white house is focused on vaccinations and boosters. that will be the core along with testing. the president is supposed to lay out a plan about fighting the pandemic as the country moves into the winter months, and obviously that plan royaled by the discovery of this new variant. it's a variant that has caused serious concern inside the white house, and the president during the course of the day, remarks earlier and a moment ago, meeting executives on the supply chain saying this is about speed and science, not chaos and confusion, and that is the core of how the white house is trying to fight and address this new variant. when it comes to boosters and vaccinations, that is the primary focus of what white house officials are pressing on at this moment. they believe this moment in time that boosters will provide at least some protection to what they're seeing from this new varia
