we expect a vote in the house this week. nancy pelosi speaking right now before the white house. she is expected to bring that larger bill to the floor this week assuming the congressional budget office comes back with an estimate that shows this bill is essentially fully paid for, which is what the moderates like sinema and manchin have called for and the house moderates have called for. expect that bill if it comes this week to pass narrowly, if the numbers come back, and then the focus will be on those moderates like sinema and manchin. sinema is expected according to her democratic colleagues to vote for the package. where will someone like joe manchin come down. he did not answer when i asked if this should be delayed until next year, only saying they should continue to discuss this amid his concerns about inflation, so while they're getting this big victory here, still big questions about the timing, the substance, and ultimately how that larger bill will come out. more negotiations to come, and joe biden's party fall in line, that's the big question going forward. >> we he

guys. >> manu, thank you, let's go down to the white house. phil, what's the reaction from the white house to the demand for the cbr score vote. >> they have been similar to democratic leaders in the sense they have been scrambling throughout really the course of the last 24 hours, trying to address what those moderates, that group of five moderates is asking for here, in fact, guys, the white house economic team put together their own preliminary budget that they circulated to all house democrats last night. obviously it isn't a cbo score, but it was modeled in a way to make it as close to a cbo like score as possible, hoping that would be enough to perhaps check the box that the moderates have made clear they need checked in order to move forward. the president's top negotiators, on capitol hill throughout the morning meeting with these members, meeting with the speaker's team, trying to figure out a path forward, and i think it underscores the urgency after so many blown deadlines that today was supposed to be the day. today could have been

what are you hearing about that from the white house today? >> reporter: well, kate, no response from the white house tho to those comments from the chinese ministry of foreign affairs but senior officials saying they believe there was a healthy debate based on this long-standing relationship that president biden and xi jinping have had over more than a decade going back to president biden's time as vice president under president obama. we know that they discussed issues of disagreement such as trade issues, for example, human rights concerns that president biden raised as it relates to issues in hong kong and more. we also know that they discussed areas of potential cooperation like on the climate crisis, for example, facing the world, talking about the importance of collaboration on that front. but one thing that president biden made very clear, and this was during the beginning portion of this 3 1/2-hour meeting when reporters were allowed into the room here at the white house, president biden talking about the importance of making sure tha

what was happening inside the white house on friday? >> over the last couple days the president was working the phones more than he has up to date wednesday, thursday, friday when he got back to the country from his trip abroad. he was talking to progressives, he was talking to moderates. he called into a meeting of progressives. he was basically saying now is the time to do it. he's gone up to the hill but he never said vote today. he finally said that friday. it took until almost midnight till end of the day on friday, more than the 11th hour. but the question is what permanent damage has been done? his approval rating is done now. had this happened in august, i think they would have gotten more republican votes. and, b, his approval rating likely would not be in the place that it is. but it is what it is, and he had a bounce in his step yesterday morning at the white house when he said, me. he has some confidence that he can get this done. fundamentally he believes that joe manchin is not going to block his agenda. yes, we're going t

is this a messaging problem for the white house? >> yes, it is. even more worrisome, 70% of ind pen kedents, 70% of independent say he's done little or nothing. it goes to this issue set where they're trying to work on build back better, this massive reconciliation bill and the public generally sort of approves of a lot of the different proposals individually but in terms of the entire massive package, $2 trillion or so, the public isn't really paying attention to that because they're worried about inflation. they see it. a few months ago it was inflation stories about rental cars. now it is transitory. it has transitioned inflation into baking, a loaf of bread, milk, real life -- and gas prices pushing up near $4. so that's where the public is and so the public isn't really focused on their agenda right now, and that's where you see the poll results suggesting he's done little or nothing. >> and it's having a horrible effect on his approval rating. this new poll that says approval rating is 41%. his approval's 53%. this is the strong point coming

they have to turn over the records from the white house. tomorrow the appeals court will hear the former president's case. so what do you expect there? >> yeah. so this is a key step in this collection of information that the january 6th committee is hoping to do. they're looking for hundreds, maybe thousands of pieces of documents from the trump white house in and around january 6th. and this is an appeal of a lower court ruling in which the court said that the national archives can hand that information over to the select committee. but trump and his legal team immediately appealed that decision. this will be a three-judge panel that will hear this case. two of these judges are obama appointees. the other one is a biden appointee, so it's not a very good draw in terms of the former president and his hopes. and one of these judges actually already ruled in a case relating to executive privilege in don mcgahn and wrote a very harsh opinion as it relates to executive privilege and what the trump white house believed it had at that time. and

he was no longer a paid adviser to the white house. now, the former president, his legal team, are saying what they say is that it doesn't matter, that the president, former president, can make anyone his adviser, it doesn't have to be someone inside the government. i think that is one of the things that the lawyers in this building and other at the u.s. attorney's office down the street are looking at. trying to figure out, you know, if they are going to enforce the subpoena, that this referral from the committee, whether this is something that can stand up in court. i think that there is a lot of frustration, you can see it on twitter and some of the criticism that you hear of the attorney general and justice department, you can see that there is a lot of criticism from democrats about why it is taking so long. but, you know, people here tell me that part of the issue is that they want to make sure that when they bring this, if they bring this, that it is something that will stand the test of time. they know that it will be dissected

jasmine wright is live for us at the white house. the president held a strategy session with his cabinet. how is he planning to fix this? >> that's right, fred. inflation concerns continue to dog this white house into the weekend as americans are paying more for everyday goods and frankly they're not happy about it, and that unhappiness led to a messaging shift from the white house, instead of using terms like transitory or temporary they first used a few months ago, you are hearing everyone from the president to vice president to officials publicly and privately saying this is a big deal and that it is a top priority for the administration. no matter those messaging shifts or measures put in place to try to break apart the log jam of the supply chain, really officials have been starting to say look, it may extend, inflation prices may extend well into the next year, no doubt adding pressure to families as we head into the holidays when they continue to grocery shop, fill gas tanks and start present buying process. friday as you said

cnn's arlette saenz joins us from the white house. what is the white house saying? >> reporter: the white house is confident that ultimately the vaccine rule for the larger employers will hold up in court. they are certainly preparing for possibly a long legal battle ahead. now this ruling from the fifth circuit court appeals does not appear to have any immediate impact. this rule is not set to go into effect until january 4th, though there are some other elements of the rule that will go into effect earlier, december 5th is when the larger companies will be required to provide paid time off in order for their employees to receive vaccinations and also require masks in the workplace for unvaccinated workers. the top legal officer at downof labor said yesterday that they believe that they have the emergency authority to institute such a vaccine requirement for these businesses, and the white house chief of staff ron klain this morning expressed confidence that it will hold up in court. take a listen. >> i'm quite confident that when this finally gets fully adjudicate

house, these groups that were working outside of the white house, the trump campaign, these other groups stopped steal, other organizations that could perhaps build this case of a coordinated effort to try to drum up all of this angst across the country related to the election that then served as the precursor to what p happened on january 6th. clark did show up to be interviewed by the january 6th select committee but once in the room he doesn't answer questions. he couldn't because of executive privilege and attorney client privilege, a lot of legal experts believe those claims probably don't have a lot of merit. the committee is taking the step and will move quickly with a business meeting. it could be voted on the house floor as soon as thursday and will be in the hands of the department of justice. >> i want to ask you moving this forward more because we're waiting to hear ryan from the national archives and have to turnover the records from the white house. tomorrow the appeals court will hear the former president's case so what do you expect there? >> yes, so this is a key step in

what's so disturbing about this is it was coming from inside the white house, from the white house chief of staff to mike pence's team, to his top aide. what do you make of the amount of pressure pence was under to overturn the election? >> well, no doubt he was under tremendous pressure to overturn this election, and i think, you know, incredible that he stood strong and did his duty and certified the election results as was the right thing to do. but knowing the dynamics here between the trump team and the mike pence office, this was something i've apparently seen firsthand before on how this sort of dynamic plays out. but i can imagine that the amount of bullying internally, the amount of intimidation, and when you're in a situation like this, it can be frightening, because you know that there can be consequences where people's lives potentially can be put at risk depending on the actions of these individuals. and we saw that play out before our very eyes on january 6. >> we did. a short time after president trump made his comments about the stop the steal rally, we saw rioters stormi

house to mark meadows to outside the white house, steve bannon. they're laying the groundwork and showing the ropes to others. it's not to say that some of them won't feel compelled to go, but most of them likely will follow the lead of the others. then there's also the possibility that they could follow the jeffrey clark example which is saying yes, i'll show up, but then show up and not say much. what they understand more than anything is the calendar. and the calendar right now is a year until election day, a year until the balance of power will once again be determined by the voters in what is already a very, very narrow margin by the democrats, and republicans are hoping and expecting that that goes away and they take control. as soon as that happens, this select committee, which is not a commission because republicans blocked that, will almost surely go away. >> asha, you have all the individual battles here over, for instance, the documents on friday, but you also have the broader war, if you want to call it that, to properly investigate ja

what could we learn from these white house records? who knows? there is a whole bevy of things. >> yeah. i mean, we know what the committee is interested in right? we know that the committee is interested in piecing together the build up to january 6th, the plotting and planning, and who was involved with that and how close did that get to president trump and was he directly involved in any way. the day, itself. everything that was going on around the president on the 6th of january. and of course the aftermath. so we know that they're interested in finding out sort of precisely through those days leading up and the day of the president's movements. who was around him. what were the conversations taking place? you mentioned, you know, it is up to the current president to assert privilege. joe biden made a really big decision a couple weeks ago when he came to the conclusion that he was not going to assert privilege. we know and the white house asserted again today in a statement, don, that joe biden is committed to a full counting of what occurre

jeff zeleny is outside the white house this morning. jeff, the president is waiting a few days to sign the infrastructure bill that passed congress the end of last week. what event is he waiting for? >> reporter: he's waiting simply for senators and representatives to come back to washington. congress is on their recess this week, which means the vast majority of this bipartisan group has left town. the president, of course, spent the majority of his time in the senate, wants there to be a big event here at the white house. he wants to shine a light on the fact that 19 republicans in the senate and 13 republicans in the house joined virtually all democrats to vote for this bill. the white house wants to give a little attention to this. the reason why is his approval rating, he knows the american people are not necessarily understanding everything that is in this bill. the white house believes that by biden beginning to explain it, they can begin to make the case. you can see the approval ratings right there. look at the strongly disappr

for democrats and the biden white house. democratic leaders are projecting confidence going into today, saying there will be a vote, both on the social spending bill, and the infrastructure bill. but certainly they will be sweating out each and every minute of what likely will be a very long day up here on capitol hill. now, overnight there was a series of late last minute negotiations, closed door meetings that ultimately pushed a plan vote for last night into today. there was some negotiations around a big sticking point, which had been state and local tax deductions, that will now be capped at $80,000 a year. also going in today, big questions coming from moderate, very vocal in saying they only want to move to a vote today on the social spending plan if they have a score from the nonpartisan cbo congressional budget office. they said they need that to go into a vote today. here's what one moderate told us late last night. >> i think until we get some of that information, it would be irresponsible until we get the final t

meanwhile, questions remain about former white house chief of staff mark meadows. the committee has threatened to seek criminal contempt charges against him as well but have yet to take that step. >> i think we will probably make a decision this week on our course of conduct with that particular witness. >> reporter: what that decision is remains an open question. but the committee has not ruled out any option. >> this was an assault on a peaceful transfer of power and we do need to hear from these individuals and we'll use every means necessary to compel them to speak to the committee. >> reporter: in this battle over the access of information there will be a key court hearing tomorrow. the committee going up against the former president donald trump and his lawyers at the appellate level as donald trump attempts to appeal a lower court ruling that would allow thousands of documents from the trump white house to go into the hands of the committee. trump and his legal team arguing it should be protected under executive privilege. the committee is arguing they need
