usually i've been to many travis scott concerts and festivals. i went to my first one when i was very, very young and i was fine. and something was seriously wrong with this one, and i don't know what was different, but it was just terrifying is the only word i have. >> nothing yike i've ever experienced in my entire life, and i have experienced dangerous -- i mean not dangerous but very heavy crowds and larger crowds than this. >> what do you think they should have done? what wasn't done right given your experience at concerts like this? what did they mess up? >> security wasn't prepared for the crowds, and then they weren't prepared to handle what was happening with the crowds. they weren't -- teenagers were giving cpr to other teenagers because the medical staff wasn't well-equipped to handle this. they didn't know how to do cpr. so peoples friends were giving cpr to each other. >> people that were pulled out were actually after they woke up, were told to help out their cpr even though they just woke up from being passed out. even for people g

one witness says all hell broke loose when scott took the stage. another concertgoer described the crowd surge as a death trap as people fought for their lives. ♪ you can see an ambulance in the middle of the crowd but no one seems to notice and the music plays on. the following video was shared by a concertgoer who told cnn she thought theshe was going toe that night. some may find this hard to watch. >> help us out! >> breathe! breathe! and that's what we're hearing over and over again from the fans caught at the front of the stage, that feeling of being trapped in a crushing sea of people. listen to this. >> it was going on for over two hours. it just got worse and worse. everyone is like -- you just can't breathe. you feel like there is a weighted blanket on you. >> it was so hard to move your arms and so hard to breathe. i was pushing whoever was in front of me just to breathe. >> i just remember looking up and passing out and then i was in and out for a little while. i didn't see anything. but i could kind of feel what was going on. someone

meanwhile, one attendee has filed a lawsuit against rapper travis scott and the festival's promoters. they are accused of failing to conduct the concert in a safe manner, and ignoring the risks to concertgoers. the plaintiff, whose lawyers say he was knocked down and trampled, is asking for more than a million dollars. rosa flores tells us what's known about the timeline of this tragedy. >> reporter: the incident at the astroworld music festival was, first, described as a crowd stampede or as a crowd compression. well now, it's a criminal investigation. this, after the houston police department announced that a security officer felt a prick in his neck, he went unconscious. he was administered narcan, and then revived and he is not the only one who received narcan onsite according to authorities. now, as for the timeline, according to the houston police department, at about 9:15, that's when the crowd started compressing towards the stage on friday. by 9:38, this had turned into a mass-casualty event with one police officer on scene describing that he could see multiple people on the

joining us now, gloria borger and scott jennings. scott, thanks for being with us. scott, i want to start with you. i'm not going to ask you to agre adefend that unless you agree with that but this is an important change in the pandemic here in the u.s. as a political weapon, is that what is coming from the rest of the party or is he out on a limb by himself? >> i think he's out on a limb. i think what everyone hopes and prays for is that variant comes and goes and is mild and doesn't change our trajectory which is the vaccines work and they continue to work and we'll get back to normal life some day. i think what he's tapping into is that a lot of republicans believe that during the pandemic voting laws were changed to accommodate the pandemic and that we were all trapped inside, and a lot of republicans believe democrats want to put those into law permanently even if the pandemic goes away. and so that is what he's tapping into. and i suspect he won't be the only republican you hear sort of giving voice to that general concern. >> gloria, just to remind people thi

travis scott stopped but then continued on. there is a clip on social media with two concert-goers are screaming at the staff to stop the show. ♪ [ bleep ]. >> the new york time reports that hours before the concert, houston police chief talked to travis scott about his serious concerns about the energy of the crowd. >> rosa flores is in houston with the latest development. so we know that travis scott just sent out a new message about the tragedy and tell us about that and latest on the investigation here. >> reporter: well, travis scott saying that he is going to pay for the funeral costs for the eight individuals who died and that he is getting in contact with the family members to do that. he's also saying that he is going to be partnering with multiple organizations to provide mental health for free. that this mental health will be provided online. i've talked to a lot of concert-goers who say they are traumatized after this event. they talk about having difficult breathing and survival instincts kicking in because the s

scott just announced that he will pay for all of the funerals. he's also promised to provide free counseling for all affected. authorities and concert goers want to know why he kept performing during the chaos. >> so the official call of a mass casualty event happened at least 30 minutes before the show ended. witnesses say travis scott did stop several times but then continued. in this clip on social media, two people there at the concert are seen screaming at the staff to stop the show. watch. >> let's do it. ♪ >> stop the show. stop the show. >> we're also learning that a detailed operations plan for the astroworld music festival did not include a specific contingency for a surging crowd incident. cnn's rosa flores is there in houston. first, tell us what the police chief, if we know, discussed with travis scott before the concert. >> reporter: you know, we do. hpd sends out a tweet expressing that, that the meeting was brief and respectful. here's what he said, he said quote i met with travis scott and his set of security for a few moments

this is not the first time that there's been some chaos, danger at a travis scott concert. let's run through a few of them. 2015, charged with disorderly conduct after encouraging fans in chicago to ignore security and rush the stage. 2017, scott saw a fan hanging from a balcony and tried to persuade that person to jump. same concert, another fan was paralyzed after being pushed off a third floor balcony. 2019, fans at astroworld rushed the barriers. three people went to the hospital with injuries. police later wrote on twitter that the promoters did not plan sufficiently for large crowds. that was later taken down. should this have been foreseen? and should this have been considered when potentially deciding on permit for this event? >> yeah, well, listen, this is -- it's important to understand that the nrg where the venue was held is -- or where the event was held is a county facility. that was a county sanctioned event. and they gave the permit or the authority to have that venue there. >> yeah. >> the promoter hires the private companies for security, and they hire the

attorney says scott did not have the authority to stop the show but scott did have the microphone and he didn't stop the concert. does that expose him to liability? >> hi, ana, yeah, you know, this just turns on foreseeability, right, and where there's foreseeability there's prevention and there's a duty to take all precautions to try to prevent the calamity from happening. first of all, this was not a bocelli concert. this was a travis scott concert. that inherently tells you that there's going to be chaos. that is what he's known forch he's had a pattern and a history. in 2019 there were injuries and hospitalizations out of the same event, atworld and then in 2017 and '15 he actually faced criminal charges for inciting violence at his concerts, so it's not just that he should have known. it's that he knew and his promoters an producers also knew, and then second, ana, is the idea, that you know, the promoters and the producers failed in their duties to set up the premises in a way that was safe. they apparently had tents with highly sought after merchandise very close to the front o

many more were injured as the crowd surged towards the stage as rapper travis scott perform. dozens of law of suits have now been filed, and a criminal investigation continues. cnn's rosa flores joins us from houston. rosa, what are we hearing from the victim's family? >> reporter: well, they are devastated, ana. through an attorney they issued a statement saying, quote, the family tonight is grieving the incomprehensible loss of their precious young son. this should not have been the outcome of taking their son to a concert. that should have been a joyful celebration. look, the family has said that this concert was supposed to be a bonding moment between dad and son. ezra was on his dad's shoulders during the concert, but at some point his dad couldn't breathe and his dad passed out and 9-year-old ezra fell on to the crowd and since that -- since that concert he had been fighting for his life for more than a week and he died over the weekend increasing the number of those dead from this deadly festival to nine. now, the ninth victim, 22-year-old bharti shahani, her family is

judge lamberth also sentenced scott farland last week. he was accused of punching a capitol hill police officer. jacob chansley, not being charged with a criminal act, also got 41 months in prison. judge lamberth thinks the impact of these charges, one with violence, one with non-violence, were equal. moving forward chansley will more than likely serve 31 months because he already served 10 months in jail. the judge said he can subtract that from the total amount, and when he's out, he'll be on prison release. to put it simply, ana, this is ramping up, and we will very likely see more of these severe cases come forward, and we'll see where judges are landing on the severity of these cases and the impact of these actions, violent or non-violent. just to bring our viewers up to speed here, the qanon qanon sha the most visible person in the insurrection, went up to the senate dias and left a note saying "justice is coming." that is significant. the department of justice in the sentencing hearing played previous video of chansley. he spoke fo

dozens of lawsuits have been filed against travis scott, festival organizers and others involved with the event. while many questions remain unanswered on who should be held accountable. all of this as the funeral for one of the victims is being held this morning. cnn's natasha chen is live from houston following the story for us. natasha, we are learning new details from the fire department about the timeline of what happened that night. what can you tell us? >> reporter: boris, what the timeline shows is that the chaos began more than 12 hours before these nine fatalities that we're talking about. before we get into the details of that, i want to share what's happening behind us. a lot of people are lined up outside the memorial service for a 16-year-old, brianna rodriguez. she was one of the nine people killed at this event. i did speak with a friend of hers from high school that was with her that night. said they were with a group of friends attending a concert. he held onto her in final moments. he said the last thing she said was "i can't breathe." that's one of the examples of
