diplomacy is on full display today in europe. secretary of state anthony blinken is wrapping up a visit to paris meant really to ease tensions over the new defense pact, remember, with uk and australia. the agreement to build nuclear powered submarines that led australia to a $66 billion deal for diesel electric subs from france. then we have u.s. talks with china. they come as taiwan's defense minister predicted today china could be capable of launching a full-scale invasion of the island within the next four years. let's have more on both these stories. in hong kong following the u.s./china diplomacy, joining us from paris, the latest on the u.s. secretary of state visit. melissa, i suspect as we set up there just before coming to you, this meeting is very much about mending fences with france given what occurred over the nuclear-powered submarines. how did that go? >> reporter: well, secretary of state blinken doing what he does best, which is use words, america's top diplomat, of course, they happened to be on french televisi

well, there are pockets of resistance across parts of europe. there are high levels of vaccine uptick in most countries in western europe and we have seen that. but in recent days, we've seen protests in italy and switzerland as woeell over the measures being taken to really nurnl encourage people to get that jab. what that entails in italy, the green pass, people will have to provide proof of getting the vaccination or getting that infection recently, recovering from that, or indeed getting a negative test within the last 48 hours. and those who don't comply with that green pass could face getting a fine of up to $1,075. and those in switzerland putting in a restriction for those who don't comply of going to restaurants and bars and clubs. but just last year, polls reflected that many people were not keen to get that jab. and president macron announced that there would be the health pass, we saw that vaccine uptick surge. so there is a example of these kind of measures encourage people to go out asand get that vaccine. >> it seems universal tha

let's start first on where europe stands with this working situation at the border. we have heard from your reporting throughout the week that the eu believes lukashenko is orchestrating this. from that side, what can the eu do leer? >> that's really the big question. it's one of the things when you hear about the criticism that many have of poland, the eu always couches that and says, look, we believe lukashenko is very much at fault in all of this because he's the one, they say, who is manufacturing all this. he's the one who is essentially telling people to come there and then pushing, literally pushing them across the border. we've talked to refugees who said they were driven to the border by belarusian border guards who then cut the barbed wire fence for them and pushed them across. now, the poles are obviously saying this isn't going to happen here. what they did do is they declared the area around their border into an emergency zone, and that means no press is allowed inside. that means no ngos are allowed inside and they have been accused of a lot of these ng

i don't believe we can ever leave europe. >> you have some folks here who fear that the conservative government could be plotting to leave the european union. the government said that is not true. this is something the opposition is saying because they have nothing to talk about, no political points either. poland at this point is divided between eastern and western and the big cities. there are some folks in poland who do believe in the past couple of years certain rights have been curtailed. freedom of the press, independence of the judiciary. we do sort of see the political battle being waged inside poland has the topic of the european union as well, rosemary. fred pleitgen bringing us up to date on the developments. appreciate it. >>> polls are now closed in iraq and preliminary results in the country's parliamentary election are expected in the coming hours. the turnout was low despite a push from protesters to hold these elections early. cnn's sam kylie is joining me live from abu dhabi. preliminary results expected in just a few hours. what is the likely outcome here? why was

out what's next for the leadership, who is the next chancellor, this has larger implications across europe. kurtz, as you said, was a young, charismatic leading conservative figure at a time that conservative political parties across the continent are losing momentum, are losing votes. i'm going to give you the example of germany i was there last month when in a stunning defeat angela merkel's center right party lost to the social democratic party. this was a period in which germany is now trying to figure out its future after merkel who is stepping down now after 16 years. so a lot of conservative politicians were looking to kurtz as the sort of new face of that conservative across europe. the other concern here is much like happened in germany with the cdu, with lang merkel's party, that inability to galvanize support, the inability to reach out to voters meant losing the young vote on one end. people wanting a more green agenda, wanting a more progressive agenda and on the other end losing more right wing voters who in germany and austria were gravitating towards more far right groups.

and really by comparison, you look at some of these numbers, say, major city across western europe, take london, for example, well known for its rainy conditions, they see a little over 600 millimeters of rainfall every year. but it comes in with rainfall amounts that exceed 540 millimeters in 24 hours. literally almost a london's year worth of rainfall in just one day. and the incredible stark contrast between what's happening on western india where dryer air is locked in place towards eastern india where we have the moisture content through the roof here. we have tropical moisture coming in. monsoonal moisture in place. you look here, the hash lines show you when we expect the monsoons to withdraw out of the this region, and typically where we should be by the latter portion of october is across southern india and we're getting there, but you'll notice where the current position is. it is locked in north towards northeastern india where we have seen some of the heaviest rainfall. isa, this is how it looks in this northern region. we do expect 134 good news. we do expect rainfall to red
