[applause] low income children participated in preschool for 47% -- were 47% more likely to earn an associates degree or higher and get through high school with little difficulty. i want to add two years of freak immunity college for everyone -- free community college for everyone. [applause] and we can afford it. i will tell you how. boosting the earnings of high school graduates with low-wage jobs but nearly $6,000 a year on average. -- by nearly $6,000 a year on average. under my proposal, the cost would be zero. but it's not just tuition, as is pointed out, living expenses, housing, meals, transportation. that is why proposed to increase the maximum pell grant, by about six to 500 years to $8,000 a year -- $6,500 a year to $8,000 a year. i know here you have a dual enrollment program, so students from places like woodstock high school and o

it uses fines and penalties paid by convicted federal criminals. however, fines from what are called nonprosecutorial agreements or deferred prosecution agreements did not go into this victims crime fund in the past. since, there's been more of these agreements in recent years, the funds are being depleted. that meant dramatic cuts in the funding it could provide for victims and for organizations to support these victims. between 2017 and today, the amount of money in these funds has gone down 92%, which has resulted in a 70% reduction in victims assistance programs and grants. this means that for a lot of victims, the help they need isn't there any longer. when my son, beau, was attorney general of the state of delaware, he got support to victims, especially to protect and care for child victims. and i know that as san francisco's d.a. and california attorney general, vice president harris expanded support for victims of crime and launched one of the nation's first medical centers focused on treating childhood trauma caused by violence in the home

can you give us context? guest: scheuer, one of the news items from the president's speech was that he moved up the deadline. previously it was september 11. now it's august 31. but my sources are telling me that the drawdown is effectively done. we currently have just 600 troops in afghanistan. just about all of them were always expected to stay past the official withdrawal date to provide security at the u.s. embassy in kabul and at the kabul international airport. the only personnel left to withdrawal is general scott miller, and a handful of his staff. there is a handful more of security and logistics forces that the pentagon sent in temporarily to aid in the withdrawal. they will also depart. but out of the 2500 or so that president biden started out with, all but a handful are gone. host: when it comes to the decision, did the tell leaders at the pentagon support this position? guest: in the beginning of present biden's term, when it was not clear if he was going to pull out of afghanistan are not come

sarah, can you tell us about why this exists? why we have this complicated but important legislative process? sarah: why does it exist? it's a great example of rules created for one purpose. at a particular moment in a political time, then as conditions change, politicians and their strategic party leaders find new niches for that established tool. usually, they are niches that might not have been envisioned when the particular lawmakers who wrote the rule or the law probably envisioned how it might be used in the future. it's not that unusual a thing in congress that the rules last longer than the politicians who created them. it creates opportunities for complicated procedures that probably didn't look so complicated when they wrote them. in the case of reconciliation, it comes from the 1974 budget act. keep in mind in the 1970's, there was a large democratic majority, ideologically diverse democratic and republican parties, there was an endowment of programs like medicare and medicaid. spending that was outside of the annual a

it is not the only measure of what we can use to defend democracy. attorney general merrick garland announced that the department of justice will use its authorities to challenge the onslaught of eight undermining voting rights. the focus will be on dismantling racially discriminatory laws like the challenge to georgia's vicious anti-voting laws. the department of justice will do so. my request it is doubling its size their enforcement status,. civil rights groups and other organizations have announced their plans to stay vigilant and challenge these odious laws in the courts. in texas, for example, state legislature once partisan poll watchers to intimidate voters and impartial poll workers. they want voters to be able to be in a position they wonder who is watching them and intimidating them, to wait longer to vote, to drive a hell of a lot -- excuse me, a long way to get the vote. they want to make it inconvenient that they hope people do not vote at all, that is what this is about. this year alone 17 states have enacted, not just proposed, but en

have legalized marijuana for medical use. the states are supposed to be our laboratory for democracy, and by all accounts, these experiments have been a success. the doom and gloom of predictions of the naysayers, oh, crime will go way up. drug use will go way up, have never, never materialized. i note that a state like south dakota had on its ballot in the last election. in that conservative state, the majority of people voted to -- in the same direction that we're talking about here. for decades, for decades, young men and young women, disproportionately young black and hispanic men and women have been arrested and jailed for even carrying a small amount of marijuana in their pocket. a charge that often came with exorbitant penalties and a serious criminal record because of the overcriminalization of marijuana, and it followed them for the remainder of their lives. it makes no sense, and it's time for change. now is the time for congress to engage in this debate, update our federal laws, to not only reflect popular wisdom b

the pfizer vaccine is authorized for use for children. there are studies going on right now in younger children 5 thereby 12 and clinical trials being done from six months to five years of age. pfizer is ahead of the curve in terms of they are working to complete those studies. the moderna vaccine is sort of on its heels. we hope to have the completed clinical trials by the end of the year. but we'll be looking at the science. it's hard to put a date on when science -- scientific studies will be completed. we are hoping to have data by the end of the year for those younger folks. frances: that's encouraging though it seems a long time away as well. are you hearing of any evidence of negative side effects for these younger groups? rebecca: no. those clinical trials are proceeding as we speak. we would not expect to see a different safety profile than what we saw in teens for example. we'll await for the results of the trial. frances: until we get this younger group vaccinated, we all interact with younger children, will we be able to reach

let me ask those who wanted us to stay, how many more? how many thousands of more american daughters and sons were you willing to risk? how long would you have them stay? already, we have members of our military whose parents fought in afghanistan 20 years ago. would you send their children and their grandchildren as well? would you send your own son or daughter? after 20 years, a trillion dollars spent training and equipping hundreds of thousands of afghan national security and defense forces, 2448 americans killed. 20,722 more wounded. untold thousands coming home with unseen trauma to their mental health. i will not send another generation of americans to war in afghanistan with no reasonable expectation of achieving a different outcome. the united states cannot afford to remain tethered to policies creating a response to the world as it was 20 years ago. we need to meet the threats where they are today. today, the terrorist threat has metastasized beyond afghanistan. we are repositioning our resources and adapting our counterterrorism
