in georgia, where the case rate has more than tripled in the past two weeks and schools are about to reopen, one metro atlanta county decided to start offering cash as an incentive. cnn's natasha chen joins me with more. >> reporter: ryan, the bad news is the number of new covid cases have been rising in the state of georgia. the good news is so has the vaccination rate. the seven-day average of new vaccination doses administered is up 85% since three weeks ago. one thing we're seeing that's working today at this site is that incentives work. they're giving out $50 pre-paid debit cards. we've seen lines of cars even before the event started at 8:00 a.m. today they've vaccinated more than 200 people. we talked to the very first person in line who showed up in a wheelchair. he arrived by public transit. i talked to him about the dangers of covid but here he is, talking about what really drove him to get here today. if you are unvaccinated, you're 25 times more likely to end up in the hospital or die from covid. >> right, right. i've been listening to all of that. but really, like i say

let's begin coverage in georgia where new coronavirus cases are up 230% right now. cnn's natasha chen is live dekalb county. one of the new hot spots for covid infections and the surge is already interrupted the start of the new school year at one school, more than 100 kids now in quarantine. bring us up to speed with the latest. >> reporter: right. so the charter school in atlanta started class last tuesday and within a couple of days, they had to inform families of more than 100 students to quarantine and that's because as of friday afternoon, they've had 14 positive cases. that's because they've been actually doing a lot of testing to detect these. employees of theirs required to get tested before the school started and must continue that weekly. students strongly encouraged to test, and so out of about 1900 tests done before tuesday, they detected some positive cases and then a few more after classes started. mostly affected is that sixth grade class. nearly 100 sixth graders in quarantine. eighth graders are the ones having to move classes online because the ei

this is wrapping up in dekalb county, georgia. they vaccinated 230 people today. that's better than they expected to do. this is the third time the county has run such an event, only the second time they offered such incentive like a gift card give away, and each time in the past month, they've seen more people come in. that's a good thing. across the country, we know vaccination rates are picking up, that's true in georgia as well. the vaccination rate, 85% higher than it was three weeks ago. that's the seven day average of new vaccine doses administered. some of the people coming here have been teenagers who are getting ready to go to school this week. we talked to one 13-year-old who was a little skeptical, in the last week, decided it was best to do this before she goes back to class. >> i don't want to go to school, catch the virus. first i thought if i got the vaccine, virus went into my body, i saw people sick that didn't have the vaccine. >> that's worse, right? >> yes. >> reporter: the fear of actually getting covid. of course, that's a worse experience t

but we begin our coverage in georgia. cases there have exploded in recent days, and health officials say in the last two weeks ago, new cases have risen over 200%. natasha chen is at a vaccination drive in the atlanta area. obviously, there is a big push to get more people vaccinated right now. what are you seeing today? what are you hearing from people who are showing up to get vaccinated? >> reporter: well, jessica, it's clear that incentives actually work. because this is the largest number of people dekalb county has seen at recent vaccination events in the last month or so. that is partially because people are wanting the debit cards that are being given out. $50 debit cards for each person who gets a shot today. the first person in line that we talked to said he definitely came because of that. just now, they told us they reached 200 people vaccinated since this event started at 8:00 a.m. eastern time. we did also talk to some families who brought their young kids here. of course, you have to be 12 or older to get t

so in georgia, that fear has become a reality, just two days after starting their school year, more than 100 students at one school in atlanta are now in quarantine after nine students and five staffers tested positive. so cnn's natasha chen is following that story for us. natasha, you have some breaking news about what that school is now discussing. what have you learned? >> reporter: yeah, alisyn, just within the past hour, we got the update with the number of cases, as of this afternoon. as you mentioned, 14 total cases, more than a hundred students in quarantine. and now, the drew charter school behind us is discussing possibly having mandatory vaccination for staff. the head of school, peter mcknight, told me that about three quarters of the staff were -- are already vaccinated, but now there's discussion about whether to make that mandatory for all employees. now, of the positive test cases, only one of the staff members who tested positive was actually vaccinated. so one breakthrough case. we talked to a parent and his child who attends this school about the frustration of this ha

one city is atlanta, georgia. shootings in atlanta have increased by 32%. last week the city shut down all public pools after a teenager was shot and killed at one of them. today they are investigating the murder of a woman and her dog inside a city park. >> it was particularly gruesome. that's how the police are describing it. she was stabbed multiple times. some local reports say she was disfigured. that's how gruesome and violent this crime was. she was walking her dog about 1:00 a.m. in the morning. when her wife couldn't reach her, she went to the park and she found her there. police looking for a suspect. they don't seem to know much at this point. we are still waiting to hear more from police. this all comes on the heels of this report on the council for criminal justice where they looked at violent crime in 22 cities. what they found is that compared to last year there's a rise in homicides. 16% rise in homicide. in 2019 there's a significant rise of 42%, of course all of this having to do with guns. they also say that gun assaults are higher this y

a month after kids there in georgia, we start school. where does this leave parents? >> reporter: trying to figure out the rules in their district or in their particular school. and a lot of the parents, some are frustrated and angry and because they have to make sense of the patch work of rules that they're seeing across the state and that is what we're seeing across the country. so for example, atlanta public schools including the middle school behind me implementing a universal mask mandate. schools begin next week. but in neighboring gwinnett county, that is a different story. over summer break, 6-year-old audrey guard rarely left the house without a mask. >> so you have to wear a mask to school every day. >> reporter: audrey can't wait for august 4th, the first day of first grade at peachtree elementary school. >> are you excited for school to start. >> yeah. >> reporter: her mother feels differently. >> i am furious. i am irritated that these are the people that i elected. >> reporter: sarah guard is furious that only strongly recommends masks on school grounds.

you know, in georgia they had an election. we did so well and everyone knew we won by hundreds of thousands and they stole it from us. what happened is we had two senators running a couple months later. you know what happened to them in the republicans said, we're not going out to vote pause this was rigged. this election was rigged. and they know it. you know when you win and when you lose. if i lost this election, i could handle it pretty easily. when they steal it from you and rig it, that's not easy and we have to fight. >> no, what we know is you lost the election. and you're still not okay with it. so, let's talk. joining me right now, former republican congresswoman from georgia, barbara comstock and amanda carpenter. good to see both of you, ladies. congresswoman, please explain the logic, if you want to, what the president -- former president is talking about. he keeps saying republicans in georgia didn't vote because they thought the election was rigged, but he's the one who had been talking about this rigged electio

trump literally told people in georgia don't go to the polls, don't vote. but when they need voters to show up in a midterm election, they need these low-propensity white voters who trump brought out of the woodwork. are they going to show up when it's harder for them to vote, too? >> it's also something that the white house does feel like it has to counter. you've seen them focus more on the issue of voting rights, especially as they have faced some calls from civil rights activists who really use the bully pulpit and also mobilize democrats around the issue of access to the ballot. vice president kamala harris, this is really a dominant theme for her. and she's been holding these listening sessions with election workers, pollworkers and officials, as well as black civil rights leaders and also the private sector. because they do feel like because voting rights legislation is stalled in congress, one of the ways to kind of counter the republican messaging is to try and get democratic voters to also care about this issue going into the midterms and hope tha

in fact here in atlanta, georgia where the cnn center is located, there was some kind of haze to the sky tonight with a nearly full moon. that coloring that you see on the tv screen is the smoke predicted into the weekend that will impact much of the southeastern u.s. even though the major metropolitan areas d.c., new york, boston should stay haze-trfree. 79 large active fires over the western u.s., today we have the potential for dry lightning taking in a and idaho. and so a red flag warning. we are getting much needed relief, but perhaps a bit too much too soon. and too quickly. because flash flood warnings are taking place including the maricopa county region where phoenix is located, they have had extremely heavy rainfall within the past six hours or so leading to localized flash flooding throughout the region. you can see the high resolution forecast lighting up like a christmas tree because there is a lot of rain in the forecast across the area thated for so l. when the ground is so dry, it doesn't have the ability to absorb the rain and so that is why we see the flash flooding

marjory taylor greene, for instance, of georgia repeatedly declares that hipaa prevents her from telling us whether or not she has been vaccinated. which isn't 100% true. but they just say it's a personal choice whether they want to reveal that. but when you talk to many of these lawmakers privately, both republican and democrat, they really point to the political repercussions. in some of these heavily red districts that voted overwhelmingly for the former president donald trump the vaccines remain unpopular. not just hesitancy here. there are people that truly believe the vaccine is a big problem and as a result these republican politicians don't want to in any way, shape or form endure the wrath of their constituents by admitting they've been vaccinated. there's a good chance that many of them actually have been vaccinated but they've chosen not to do so because of their constituents. and just one example, anderson, is the house minority whip steve scalise. he's the second ranking republican. he waited until just last week to get the vaccine and didn't really have a good explanation a
