in georgia to block georgia's flu restrictions. not to mention those passed in 16 other republican-controlled states just since the 2020 election. that sailed, there is still no clear path to getting that voting rights legislation through the united states senate. at least it doesn't appear that way tonight. but joining us now is somebody who knows better than we do. she's the chair of the rules committee in the senate. minnesota senior senator amy klobuchar. senator, it's great to see you. thank you so much for joining us. >> thanks, rachel. >> so the rules committee does have responsibility for things related to federal elections. lots of rules committee chairs in the past have sort of ignored that part of the purview, ignored that part of the committee's remit and focused on other things that are like administrative things for the senate. you've decided to max out basically what the committee can do in terms of that part of its purview. tell us how that led to this decision today, this remarkable decision, for the first time in

senator hearing that was uprooted from washington and moved to georgia and held in georgia instead. this is the first time the rules committee and the senate has held a field hearing in 20 years. but senator klobuchar decided that the issue of voting rights was worth hitting the road for. to go understand in person what's new republican installed voting restrictions mean on the ground in states where they're being enacted. so the committee, at least the democrats on the committee who showed up, republicans didn't show up for this. but democrats on the committee heard testimony from georgia voters an election officials including helen butler who you just heard from their. she served on the board of elections on her rural county in georgia for more than ten years, until this year when a provision in georgia's restrictive new voting law allowed local republican officials to remove her from the board this month so they could take full partisan republican control over her counties election administration. helen butler called the takeover of local elections boards the most egregious part

i live in this county. 159 counties in georgia. there is a reason why republicans are only investigating one. out of all the other counties that had problems on election day, no other county is being investigated and at risk of being taken over by a republican pair a gram. it's only fulton county. they are afraid to say what we all know is true out loud -- that, is too many people that look like me showed up to vote and fulton county. now they want to do something about that. what we also know, when you look across the board and how we've made changes in fulton county, in june, we had our primary elections. the fulton county board of -- commissioners came in to see what happened on election day. they came in got things together for the november election. give people more access to get the lines, down they made sure they had more poll workers. you know what the state did? they passed espy 2:02 to say you can't do mobile voting units. we will not do all these drop boxes to reduce the waiting in line. the republicans are still to blam

georgia's ra fell warnock at a senate hearing in georgia. senate democrats today took their push for voting rights legislation to the state that was ground zero for voting restrictions inspired by donald trump's big lie of a stolen election, hearing from people affected by georgia's sweeping new voting law. as "the new york times" reports, their real aim is to sway a debate more than 500 miles away in washington where democrats are trying to revive a stalled elections overhaul in the senate to make it easier to vote and offset many of the changes republicans have pushed through in states like georgia. joining us now is blit cal reporter for the atlanta constitution. good to see you, greg. i will start with you. you were at the hearings today. what was the energy like in the room? i know republicans didn't even attend, but was it people mostly giving testimonials, was it people giving suggestions for improvement? what did we actually hear at the hearings today in atlanta? >> yeah, as you mentioned republicans essentially boycotted the hearing

she's also the chair of the georgia democratic party. congresswoman, first maybe just a little bit of level setting here on what the situation is. there's a county board of elections and there is someone who has the job of managing those elections that the county board appoints, rick baron, is that right? >> the county board of electioning is comprised of democrats and republicans appointed by each county democratic party and republican party and then you have staff that actually run the election system, which are hired and come out of the fulton county board of commissioners' budget. so it's an independent body that is running the election. these are career bureaucrats. these are people who have signed up to protect elections, to administer elections across the board. >> and so one of those people has become a real target of ire of state republicans, rick baron. i want to just give the argument here, the sort of -- the argument that actually fulton county, independent of the big lie and these accusations of fraud which are ridiculous ha

how big of a loss is this for georgia's economy? according to the secretary of state, about $100 million worth. i want to bring in colorado secretary of state, jenna griswold and the chair of the democratic association of secretaries of state. secretary griswold, good to have you. why do you think your state was chosen once they decided to pull out of georgia? >> thanks for having me on. i believe colorado was chosen in part of our wonderful election system. you know, having access to accessible elections is as american as apple pie or baseball, and we're so excited to have the all-star game in colorado. there's excitement in the air. i do think it's worth mentioning that the other businesses in the united states should really do the same as mlb and stand up to protect our democracy. >> on voting rights specifically earlier this month you told "the washington post" that you believe we are, quote, seeing a coordinated national attack on democracy, and president biden expected to deliver an address on voting rights this afternoon. wha

they're coming to georgia where democrats believe of all restrictive voting measures passed, georgia law is the one they see as the worst, they want to shine the brightest spotlight on. that's what they intend to do. by moving the hearing here, republicans are not involved in this. mitch mcconnell statement awhile ago calling this hearing a silly stunt. he is on this committee. he and other republican members won't be here. i asked committee chair woman amy klobuchar whether this was part of an effort to show the filibuster holdouts like joe manchin and kyrsten sinema. they tried everything, it would take a change in rules to pass a federal voting rights bill. here's what she told me. >> i think part of this is yes, bringing back evidence. now, there is evidence directly from our colleagues, like john tester, big believer in the bill from montana. he has seen a state with good election laws get changed, purely raw political power. you see wisconsin and tammy baldwin. they're hearing it from them and their personal stories, but getting evidence from voters, bringing it back with us, i

georgia has really been ground zero for those bills. texas is getting a lot of the attention right now, but the georgia bill was the first statewide bill that we saw that really raised significant alarms among voting rights advocates. it's also, by the way, in a state that's going to have two of perhaps the marquee races this year, including the governor's race, where we expect to see stacey abrams on the ballot once again. significant races of significant national import here and a chance to draw the nation's eye to this issue in a way that a normal hearing in a normal hearing room on a normal monday in washington simply wouldn't. and i should point out that there were no republicans participating today, four democratic senators from this panel came, no republicans. although you heard praise from democrats for republican secretary of state brad raffensperger who other republicans who held the line against president trump's lies about the election at that time. this was another way to raise the stakes for why democrats believe these law

audits, recounts that were conducted in arizona, wisconsin, georgia it was recounted three times. it is clear, for those who challenge the results and questioned the integrity of the election, no other election has ever been held under such scrutiny, such high standards. the big lie is just that, a big lie. the georgia lawsuit is interesting, because they were careful to challenge that georgia law based on intent to discriminate by the georgia legislature. there was a unique timeline that let them make those arguments. it's not clear yet whether they'll be successful. ultimately they want what the country needs, which is hr-1, an act that will strengthen laws around registration and make it easier for folks to exercise their right to vote, as well as hr-4, the john lewis voting rights act which would restore essentially what shelby county took away, restoring preclearance and making it more difficult for people to discriminate against folks who are just trying to exercise their right to vote. >> mike memoli, we learned last hour via a white house official that vice president harris is going to be meeting with that group of texas democrats who left the state to block those republican-backed voting restrictions. president biden has made voting rights part of her portfolio. what can you tell us about that meeting and what the white house hopes to get out of it? >> reporter: the vice presid

now lewis's home state, georgia, is at the epicenter of the republican assault on voting rights. home to one of the nation's most draconian voter suppression laws, implemented after black and brown voters in georgia gave joe biden the presidency and democrats control of the united states senate. a lot of people were hailing lewis on this anniversary including arizona conservative democratic senator kyrsten sinema, who got quite a bit of blow back for calling him her dear friend and personal hero. since sinema stands in opposition to ending the filibuster. meanwhile, other democrats were making good trouble in atlanta today. for the first time in 20 years, the senate rules committee held a field hearing, starting with impassion remarks from georgia senator, the reverend raphael warnock. john lewis's pastor at ebenezer baptist church. >> sadly, what we're seeing in georgia is an attempt to deny certain people the ability to have their voices heard in our democracy. as i have said time and time again, some people don't want some people to vote. congress must take action on voting ri

your colleague, senator raphael warnock of georgia, will testify as well. now, this field hearing is a rare occurrence. can you elaborate for our audience what the need is in georgia, senator? >> you bet. so good to see you tonight, especially on the anniversary of john lewis's death as we're all pondering his phrase "good trouble" and what that means. right now it means fighting to defend the voting rights of all americans. and georgia is one of those states that has passed a comprehensive set of obstacles really targeted at black americans from keeping them from voting. it ranges from things like the state assembly can take over the county boards to you can't hand out water to somebody who's been kept waiting in lines because they understaff deliberately the precinct, and the list goes on from there. this hearing is to go to the front line and hear from the people in georgia about what this means for them, both to give them voice and hopefully for america to listen. >> now, i've spoken to president biden a great deal about voting rights in the last two we

seats if this georgia law had been in place. i mean they see, to eli and ari's point, they seem clear-eyed about the threat. if you could just pick up on ari's point that today's speech was really the first time that the rhetoric and the bully pulpit seemed in line with, commensurate to the threat they're facing. i'd like to know what you think the appropriate next steps are on both these paths, the public -- i don't know, public relations, public education, whatever you want to call it and the behind-the-scenes action to have federal voting rights legislation passed by this congress ahead of the midterms, because i think what everyone agrees on is that this supreme court, when you've got justice alito trotting out the word voter fraud, which wasn't a thing. if he had bill barr's phone number, bill barr could have told him so. you have no guarantee that the legal path and democrats say they plan to sue more states for their laws. but there's no guarantee that, one, it will be successful or, two, that it will be speedy. >> we hav

would there be new election laws in georgia taking place today? >> i believe so because for many years when i ran actually in 2018 i said we need to move away from signature match and move tors an objective measure like driver's license number. what was adapted in sp-202 is similar to what they're using in minnesota for absentee ballot voters. that's good solid election reform. >> okay. is taking away the powers of your office good solid election reform or response to what happened in the 2020 election? >> well, removing me as the chairman of the state election board, the decision the general assembly made, not one i supported but at the end of the day i do believe making sure we have accountability to counties that continually fail because we have had one county at least since 1993, fulton county has had massive failures every single election. people not just in fulton county are waiting for those results but actually people across the entire state because it represents about 11% of our total voting population. >> well, i appreciate you putting i

in georgia and iowa they have cut early voting. in alabama, arkansas, georgia, iowa, kentucky, oklahoma, they've shortened the time you get to apply for a mail ballot. in arkansas they've also shortened the amount of time you have to get that ballot back in. in arizona and florida they'll be kicking people off the absentee voter lists. in arizona, iowa, florida, kentucky, louisiana, texas, utah, they'll be expanding voter purges, kicking people off the voter rolls entirely. in florida, georgia, montana, arkansas, new hampshire, wyoming, there's new harsher, stricter, narrower voter i.d. requirements. and yes, in florida and georgia they're banning water or any food or snacks for anyone in line no matter how long the line gets, no matter how hot it is that day, no matter how old the waiting voter is. 18 different states, 30 different voter restriction laws and counting. those are passed. those are law. and the effort to find a way to stop it, to try to put a floor under voting rights nationwide so no state can restrict voting rights

with me is hank johnson of georgia. he's a member of the house transportation and infrastructure and judiciary committees. thanks for being with us. how do you see this unfolding? we have bipartisan support for the part of the bill that you would have assumed we had bipartisan support for. the fixing of roads, bridges, public transport. we've got some problems on the much bigger bill that democrats are interested in. >> well, i tell you, thank you for having me this morning, ali. i think the fact that democrats control the house and the senate, though those -- that control is very slight. we do have the ability to deliver for the american people. we already delivered the american rescue plan which lifted our economy from the doldrums of another great recession. and we injected money into this economy which got people back to work, got our children back to school safely or at least gives them a chance of returning to school safely now. and put money into peoples pockets. and made an initial investment to rebuild america.

that's why we're going to georgia. it's why texas came to us. >> it sounds from that clip like senator klobuchar gets it. do you get the sense other lawmakers you have spoken to in d.c. share her sense of urgency? >> i do. i think it was important to come here to express, look, we're on the front lines of this fight in our state legislatures, and it was important for them to hear exactly what we're going through on the ground in texas. yes, i did take away that from our meetings, people understood, senators understood that the time to act is now, where we bought some time by leaving texas, but we can only hold the line for so long. we are the party in the minority, and ultimately, republicans will come back and have the majority vote to get the vote that they want to make it harder to vote. >> okay, so that of course, then brings us back to where we always circle back to, which is this idea of federal action. representative, after your meeting with senator manchin this week, he told a reporter you have all come to a, q

, for the phone call that he made to the georgia secretary of state. a phone call that we've, all, heard the tape of. we know what the grand jury is considering. you have reporting that he made more phone calls than that, including going around the attorney general. and making phone calls, directly, to u.s. attorneys around the country. is there any possibility we might ever be hearing tapes of those? >> i -- i -- there's always possibility. i mean, i think that anyone who speaks to donald trump should be, certainly, switching on their -- their phone. their iphone to tape what's going on here. i think, everybody knows -- knows that lesson. but the -- the other thing and -- and why this becomes -- this will be a somewhat of a -- of a difficult thing to prosecute is that -- is that donald trump is always on the phone. donald trump is always talking. donald trump is only half aware of what he's saying. it just -- it just spews out. it -- there -- there is no rhyme, nor reason, to it. he talks -- i mean, the georgia phone call lasted -- i can't quite remem

in georgia some election boards have been restructured. you see women of color, democrats, removed from county boards. and these are the places the actual election decisions are made where hours are set, where decisions on where precinct locations will go. and this fear that everything that held the line after president trump tried to overturn the results whether it was in michigan standing up against trying to block the certification, whether it was in detroit where they stopped poll watchers from gaining access, tried to stop counting or overturn results there were these checks that made sure our election held and the big fear right now is when you look at a lot of these bills and what's been passed and what has become a new law in these different states that may look like a dress rehearsal and some of the checks have been removed. a big fear is if those checks are removed what's to say they could be stopped again? >> yeah, yamiche, that's the thing. if democratic leaders are not angry enough that they are being systematically and openly

we already know what donald trump did to steal the electoral votes in the state of georgia. now we have a new report of donald trump trying to steal electoral votes of the state of arizona and donald trump had succeeded in his criminal attempt as he put it to find votes in those states. he still would've lost to joe biden by at least 6 million votes. he could've storm the presidential election. thanks to the electoral college if you could pick up a few more states. georgia's fulton county district attorney is using a criminal grand jury to conduct what is the single most important criminal investigation of donald trump in history because of its focus on the most consequential crime donald trump has ever tried to commit, stealing the 2020 presidential election. a similar criminal investigation might be underway tonight in arizona. if only lifelong republican had decided to answer his phone. the arizona republican reports then president donald trump try to speak directly with the chair of the maricopa county board of supervisors in the weeks after the november 2020 election as

what do i do if i'm in texas or happen to be in georgia? >> yeah, so this story line is reaching beyond alarming levels. you talked about that health chief, state-run health chief who was fired for encouraging vaccines amongst children, including chickenpox and other routinely prescribed, recommended vaccines. that's extremely disturbing, especially as a fellow physician and public health advocate. you know, as you know, and you've talked about this multiple times, jason, we seem to be living in two americas, right, the vaccinated and the unvaccinated. i want to share one message to the vaccinated. heartfelt thank you for getting your vaccine because you are protecting all of us, including those who cannot get vaccinated. and to the unvaccinated, they're really falling into three contingents. there's knows that are ineligible because of age or a medical condition. there are those that are unsure or uncertain. and then there are those, to your point, that are simply believing in conspiracy theories, they believe it's a violation of their fir

look in georgia. republicans there are taking the first step toward taking over the elections process in fulton county which is home to atlanta, also the state's largest county, also mostly black. what they have done is request a so-called performance review of the top election official in fulton county, loug allowing the republicans to replace the election official with a temporary superintendent of their choosing who would then have full authority over vote counting apology places and staffing. that's the type of covert effort no amount of organizing by activists will be able to defeat. what's happening in texas is an overt attempt to make it difficult for black and brown voters to cast a ballot through restrictive election bills. organizers and religious leaders are tackling those republican led efforts head on. today marks the last leg of a march through texas where voting rights advocates such as beto o'rourke on the reverend dr. william barber led a group of protesters directly to the state capi

a week ago it was georgia congressman hank johnson. and today it was texas congresswoman sheila jackson lee, arrested in the same place for the same reason. you can see her here being handcuffed in white zip ties. she was later placed inside a police van. she later tweeted this photo of herself in handcuffs. her caption, "i will never stop fighting for voting rights. the time is now to move the voting rights bill in the u.s. senate forward. enough is enough. #goodtrouble." the protests and resulting arrests are part of a summer of action on voting rights. and the list of of reasons to fight just keeps on growing. today this was the headline in the "atlanta journal-constitution" -- "georgia republicans take first step to fulton elections takeover." fulton county is the largest county in the state, 1/10 of all georgians live there. it's where atlanta is. it voted overwhelmingly for joe biden. it also contains a sizable proportion of the state's black voters. the paper obtained a letter showing that two dozen republican state senators sup

. >> and joyce, is the information relevant to what is happening in georgia, the fulton county criminal probe into a phone call in which trump tried to pressure the georgia secretary of state, find me 10,780 votes? >> so jonathan, the interplay between the two events is pretty interesting. let me talk about one way it might be significant. prosecutors have a hard time so prove intent. was there a plan to overturn the results of a legitimate election? and something that makes it more likely it was intentional rather than an accident, if there is evidence of a repeated course of conduct, and it's actually admissible evidence, say georgia were to indict, prosecutors would offer evidence of other similar related courses of conduct, like the pressure that jump bore on the justice department, but an intentional effort to subvert the election in georgia. >> congressman swalwell, considering you have been an impeachment manager, and devised questions to ask witnesses, what kinds of questions should investigators be asking now? >> at this point, tries to understand what trump and those around hi

we're live in georgia. >>> welcome to monday. it is "meet the press daily." and we start with a surge in the virus. both new warnings from the new president and public health officials and a new spike in covid cases across the country fuelled by that very contagious delta variant. you can see it here. new infections in the u.s. are way off their all-time highs, the recent increase in the number of cases is not prompting some officials to criminal reimposing restrictions. cases are going up in almost every state in america. just as communities all around the community were hoping to put the pandemic behind them. just in the last hour or so president biden delivering remarks on the economy as the dow plunged 900 points on fear of a surge. >> we changed the course of the pandemic. a disease with the most severe impacts on the unvaccinated people in the country. we can't let up. unfortunately cases are now rising. particularly in communities with very low vaccination rates. virtually all hospitalizations and deaths are occurring among unvaccinated americans. this
