democrats challenge two arizona rules. one, that tosses out ballots when voters show up at the wrong pre precinct. the ruling was 6-3. that a reflection of the court's powerful conservative majority and it sends a clear signal this court believes states get wide latitude in the voting rules. we are joined with the big final day decisions. >> very big, indeed. and the take away from this is that this is going to make it a lot harder for challengers of these voting laws to actually prevail here. because in this 6 3 decision written, this didn't just uphold the arizona laws that have been in effect for many years. but this restricted the ability of challengers to really challenge section 2. and the reason why this is so important is that really section 2 is the only way now for these people to challenge these voting laws. that's because in 2013, the supreme court struck down essentially section 5 of the voting rights act. that was a section that mandated that jurisdictions with the history of racial discrimination, they neede

the recent ruling in the arizona case is a perfect example of where even president carter at one time said that the biggest problem, the biggest potential for cheating in elections is through absentee ballots. even he said that. that was part of the reasoning for the arizona decision there. >> if you're going to apply that principle, then that same principle would have to apply in the other states that trump won, north carolina, texas, ohio. if you look at the voter fraud and so forth and the amount of it, if you look at that, it's less than .001%, meaning that the election itself from all we know was like 99.99% successful with eligible voters having their voices heard through their vote. that's pretty good, is it not? >> what i know is this, is that the changes made to the election process in the state of georgia were made by the executive branch without the approval of the legislative branch. our constitution is perfectly clear that it should be made by the legislative branch. that's why i applaud the georgia state legislature for the election integrity act that makes voting easier

moved out of the coliseum, brought across the arizona state fair grounds on these trucks and delivered to a storage facility. and now look at this next video clip. and this is from about a week ago. this facility looks like you'd expect, storage, ballots are all boxed up. there's nothing happening. it looks like a ring camera. well, suddenly, there was activity. this morning, if you look at this next video clip, suddenly, there were two counters, they're paper counters that were delivered. and we are now told it's not a hand count, it's a machine count. these machines are going to count each ballot. they're not going to look at what's on the ballot. they're just going to count the ballot. the arizona audit spokesman tells me is the reason they're doing this is to double and triple check what the contractor has done, cyber ninjas. he's calling it basically cleaning up. what does that mean? i don't know. i've talked to a number of people. maricopa election officials and national officials, and they're scratching their heads saying they just don't know what's happening, anderson. >> just

this is good for arizona. a week ago, 84% of the state was in the highest two levels of drought. a few days ago when the new drought monitor came out, the number was down to 52% because of rain they've been able to get. the problem is it is not the only state in drought. 96% of the western states are in some level of drought. yes, adding rain into the mix is certainly going to be helpful. the reason we started to see a shift of moisture going from the southwest surging into the pacific northwest, they need it there, too, even if not much. most areas are about an inch or so of rain. remember, doesn't take much to be beneficial. even a half inch of rain, that's it, that's enough to stop spread of the ongoing wildfires. if they're able to get two inches or more, that's enough to extinguish fires. there's plenty of them, not just in washington, but oregon, idaho, montana. 83 active wildfires out there. yes, jessica, they could certainly need any rain at this point would be beneficial for a lot of the areas. >> sure looks like it. allison chinchar, thanks so much. >>> hi, everyone. th

now, next question, earlier this week the supreme court upheld restrictive voting laws in arizona. one viewer wants to know after this ruling is there any realistic way to challenge similar laws in other states? >> there is, but it got harder this week. now, the supreme court this week upheld two restrictive voting laws issued by the state of arizona. this was a 6-3 ruling straight along ideological lines. the six conservative justices, roberts, alito, thomas, kavanaugh, gorsuch and barrett all voted to uphold the restrictive laws. the three liberal justices all dissented. they said they would have struck it down. the challengers here have to show that there's a discriminatory purpose behind the law. the challengers said it impacts minorities more. however, the majority opinion here said, no, that's not enough. the law applies evenly and we don't see enough of an impact, so we will continue to see people, including the justice department who is now sued against the georgia laws. because the hill just got a little steeper in the federal courts and the supreme court has made very cle
