virginia museum of history and culture preservation virginia and the university of oklahoma center for the study of american indian law and policy co-hosted this event. good morning. i'm elizabeth kostelny and it's my great honor to serve as the ceo of preservation, virginia and to introduce our next speaker. lindsay robertson is the author of conquest by law that explores the subject that brings us here today. as we conceptualize this symposium lindsay has been invaluable and determining the format in our speakers and then our goals to share this history. we're excited to finally meet in person. it's been as jenny mentioned. it's been 18 months. i think of phone conferences and planning. lindsey joined the law faculty at the university of oklahoma and 1997. he teaches courses and federal law indian law comparative and international indigenous peoples law constitutional law and legal history. he serves as the faculty director of the center for the study of american indian law and policy and the founding director of the international human rights law clinic. he was the recipient of the

>> reporter: you mentioned the virginia governor. he's now invited lieutenant caron nazario to meet and talk further about the larger issue of police reform after he saw the video and called it very disturbing. and we should warn our viewers, this video is difficult to watch. we had to watch it several times to put this story together it. >> doesn't get any easier. what you're going to see is video from three angles. two angles from the body cameras worn by the police officers in windsor, virginia, and the third video from nazario's personal cell phone. 6:30 p.m., december 5th, 2020. lieutenant caron nazario driving in his army fatigues through this small town of windsor, virginia, saw flashing lights in his rear view mirror. he wasn't sure why he was being pulled over. according to his lawsuit, he slowed down and put his blinker on, indicating his intention to pull over, but didn't do so for another minute and 40 seconds in order to find a well-lit area. >> driver, roll the window down! put your hands out the window. turn the vehicl

this time they were headed for virginia where the separatists had obtained permission to settle. the captain of the "mayflower," christopher jones, was an experienced sailor. concerns that the passengers might interfere with the running of his ship, he ordered his crew to make sure the passengers stayed off the deck. conditions below deck were frightful. the passengers were cramped in gloomy surroundings without much light or air. over 30 of them were children. they passed away endless hours, sometimes by playing quiet games like cat's cradle. once a more serious game was played, trying to explode the ship's store of gun powder. luckily, that was stopped in time. there was very little for the children to do on a long sea voyage. most of the time life aboard ship was sad and dreary. for more than two months, families lived in the dark and crowded ship's hold. many became ill with scurvy. but in spite of their hardships, the pilgrims never lost faith. william bradford wrote, the dangers were great, the difficulties were many. yet all of them, through the help of god, might be overc

and they move back to virginia. and so she sort of is raised in that sort of loving circle of kith and kin in the gentry world of chattel slave holding. >> her father released his slaves as a quaker. is that the cause of his inability to continue his business, he couldn't make the economics of it work? >> i think he had other problems besides that. he definitely could not farm. so they moved to that chilly northern city of philadelphia. >> and edith, i'm not sure if you know much about her thoughts about slavery, her life was affected by her father's decision to release his slaves. how is it that she reconciled herself to actually having slaves in the white house? >> i think that's a very good question. i'm not sure that i quite know the answer to that. but she did not free any of her slaves, as her father had. and she didn't speak out against slavery. so the quaker background there did not affect her slaveholding. i don't know, are there letters about that? >> so this is why historians have a hard job. >> it's a re

police pepper spraying an active duty army officer in uniform late today, virginia's governor ordered an independent investigation. blaine alexander has more. >> reporter: the shocking traffic stop plays out from three different camera angles >> get out of the car! >> reporter: this army lieutenant dressed in uniform pulled over my two virginia police officers, stopped, according to the incident report because his blac suv had dark tinted windows and no license plate. >> what's going on >> get out of the car now. >> reporter: lazario, who is black and latino, pulled out his own cell phone to record the encounter, which escalated when officers told him to get out of the car. >> take your hands outside the window. >> my hands are right here what's going on. >> reporter: he is now suing both officers claiming they illegally detained him and threatened to murder him in the lawsuit he alleges the officer shouted conflicting commands, at one point threatening that he would ride the lightening, a slang term for the electric chair, the suit alleges. >> i'm honestly afraid to get out. >> you s

the police department in windsor, virginia, is six people. a chief, sergeant and three patrol officers with last night 's firing of one of those officers that not only has to patrol officers. the police body cam video you're about to see has been in police possession since december 5th and they have done nothing about it. police chief rodney reynolds was not going to do anything about it until last night when that video went viral. we will also be showing you a video angle. when we show you this video of the police body cam video, we're going to show you an additional video angle from inside army lieutenant caron nazario's car, from a position where he put his phone during his interaction with the police officers. here is that video. >> get out of the car. >> what's going on? >> get out of the car now. >> what's going on? >> what's going on is your fixing to -- >> you received an order, obey it. >> i'm honestly afraid to get out. >> yeah, you should be. get out. >> i didn't do anything. wow, hold on a second. watch it. >> get out of the car.

and i'm representing west virginia the best of my ability. and i'm trying to speak for my state. >> some of your colleagues joke you're the president of the senate. i've heard them in the hallways remark that to you. do you like this role? >> no. >> how does it feel? >> i've said this before and i'll say it again. i watched people who have power and abused it. i watched people who sought power and destroyed themselves and i've watched people who had a moment of time to make a difference and change things and used it. i would like to be that third. >> reporter: and, of course, wolf, he is the senator who makes up that 50th vote in the democratic caucus. and without him, chuck schumer, joe biden, they can't move forward with any of their key agenda items. obviously, that could be a problem when it comes to infrastructure, when it comes to guns. that could be a problem when it comes to voting rights. obviously, manchin very much recognizing his role, very much taking it seriously, even though he did joke with me, no, he doesn't particularly like

west virginia don't want higher rates. could you say that out loud? d that's a mistake or they do a poll and of west virginians want minimum wage -- of course they want higher wages. of course they do. just because you live in west virginia you don't want to make her money? but kind of in the serb -- absurd lie to that? joe manchin is a moderate democrat. no wheeze not he's a corporate democrat. he's worked for the chamber of commerce. he gotorde legally bribed of millions of dollars and he now works for the people who bribed him. he it has nothing to do with the voters of west virginia. i get it the people of west virginia have a different you've are governed -- government than i do in california. i hated but i get it i understand it but when you say the people of west virginia don't want higher wages and they want you to work for corporate america that is nonsense and i can't believe the rest of the folks in washington call themselves reporters and they can't figure out he's not a moderate use of corporate democrat. >> h

we first showed you video of officers in windsor, virginia with their guns drawn approaching the car of car on rio officers. pepper sprayed him before pulling him out of his suv and arrested him. officers say they pulled him over for a traffic stop as oreo has since filed lawsuits against those 2 officers involved today virginia governor ralph northam calling the incident disturbing and says that he's angered and is now directing the virginia state police to conduct an independent investigation. he adds that we must keep working to ensure the virginians are safe during interactions with police at that law enforcem of law is fair and equitable and that people are held accountable. northam has now invited lieutenant to meet with him to discuss police reforms. >> now to our 4 zone forecast as we take a live look outside here at the golden gate bridge looking out towards the north bay. what a warm sunday. yeah, it's kind of hard to make out the golden gate bridge right there. but. >> meteorologist mabrisa rodriguez here tonight with a look at just how warm things are going to get as we m

i think the difference is that joe manchin, the lengthy political career that he has in west virginia, i didn't experiment once where i went through a cracker barrel in west virginia, and i asked every single table what people thought of joe manchin. i think because of the lengthy political career he has there and the name recognition he has, he has some capacity to get away with things whereas probably, tester does not actually. maybe in like eight years we find that he does, but he might not be there quite yet. steve: i have been in some of those same cracker barrel's in west virginia, and i have largely felt the same thing. this is been a great discussion. the president will be speaking to the nation, and we are a little bit more than three months in. what grade would you give joe biden? josh: a or a-. given the range of challenges, not just an policy terms, but also keeping his rather fractured party together with him, it is hard for me to think how he could have reisticall do much better tn he has at this point. steve: liz? liz: i am going to say incomplete and two rsons why >> i

monument at the circle in virginia february 5th, 2021 in term of reclaiming monument so here we have the importance of this image in the contemporary moment. and these are two artist who are projecting images from black lives matter experience, to also through the history of civil war. and this is the image, that i found with the help of a curator of fine art we see sergeant nimrod burks born in 1986 died in 1914 described as the veteran of the american civil war. his great, great, great grandsons able to identify the image where he was born with the image here of him without the casing. also that the research found that his gravestone, his tombstone is also in ohio. and it says this is a story of my great, great grandfather, nimrod burke so the story it becomes why this image is really important i was able to identify it. you know, after the book was published but the experience that this experience is still alive, and this experience is important that we know four years of the civil war about people who are still having a conversation about this experience. this is a portrait, and
