you have another problem for joe biden. you've got actually a group of moderate democrats who maybe they're the moderates that don't like the price tag but there are some moderates who want this bill to repeal what's called the s.a.l.t. tax, which affects high-income states like new york and new jersey and a handful of moderates say we want this repealed, otherwise this bill doesn't fly. where does this situation stand right now in terms of negotiations? >> well, i think that the moderate democrats feel like they had to put a line in the sand very early as they start having these negotiations with their leadership. i talked to representative josh gotheimer about his position and he said, yes, this does affect high-income earners but it also affects middle class earners in high tax states, california, new jersey, new york. those are places where middle income family get hit by the fact that they cannot just deduct all of their state and local taxes, they can only deduct up to $10,000. this was a major issue for democrats bac

so what joe biden is saying is let's put it to a reasonable middle. let's put us in line with other industrial nations, which is 28%. and secondly, if you don't like this, then come and tell us how you would pay for it. of the polling that's been done out there on this, more people support paying for infrastructure rather than racking up deficits than not. and that includes republicans. people know that you can't just continue to spend without paying for it. so what joe biden wants to do is to do it in a fair way and the fact that 91 companies, a couple of years ago that in the study that we were showing of the fortune 500 companies, 91 of them, after donald trump's tax cuts were passed. after that 91 of them still paid zero taxes because of the incentives in the tax code to move assets offshore. so that they don't get taxed. so if the tax code's not fair and so what joe biden wants to do is to say corporations should pay their fair share in the same way that a plummer and a teacher would have to pay 22% or 44% of their income, corporations should hav

it won't surprise you and your viewers by speaking in the kind of bipartisan spirit that joe biden's called for. in many ways, his administration got off to a very impressive start. not only in terms of the legislation that it passed or is going to pass in the case of the infrastructure bill, i think it is pretty likely to get most of what it says out, but also in the efficient way that it has gone about getting officials appointed and confirmed and in the way it managed its communications. team biden is in stark contrast i think to the previous administration's fire and fur yy. and that is welcome to most of us craving some return to normality in american politics. but i think it is worth pointing out before we get into comparisons with fdr and lbj, that the biden administration is much less politically strong at the outset than they were and let's remind ourselves roosevelt's party at 318 house seats at the outset in 1933 and as you know, the senate is of course tied with the vice president having to break the tie and the house democratic caucus is just 219 members. i mean, actuall
